Performance Work Statement

March 17, 2010

INTRODUCTION

Background and Overview:

The Air Force Technical Applications Center’s (AFTAC) primary mission is to provide national authorities with critical scientific measurements to monitor nuclear treaty compliance, entitled the United States Long-Range Detection Program (LRDP). AFTAC operates and maintains a global network of subsurface, surface, airborne, space-based sensors, and analytical laboratories.

In addition, AFTAC conducts Research & Development (R&D) of new proliferation detection technologies for all Weapons of Mass Destruction (WMD) in order to preserve our nation’s security.

The AFTAC Atmosphere & Space Directorate (AFTAC/TH), as one of the technical directorates, is responsible for the United States Nuclear Detonation (NUDET) Detection System (USNDS) components of the AFTAC mission and it conducts focused analysis of information from those components. AFTAC/TH conducts Operations and Maintenance (O&M) along with Research and Development (R&D) type tasks to provide AFTAC with a capability to detect, locate, identify, characterize, assess, and report in near-real-time all atmospheric and space detonations. The systems are continuously updated to use the best available monitoring techniques and encompass a variety of different phenomena (i.e. optical, RF, gamma, neutron, atmospheric pressure, sonic, and X-ray). Recent directives to improve monitoring capabilities have added increased emphasis on R&D and prototype fabrication.

AFTAC maintains numerous systems monitoring worldwide nuclear treaty compliance. For the AFTAC/TH mission area, the primary location is Patrick Air Force Base, Florida and two Continental United States (CONUS) detachment locations, detachment 46 at Schriever Air Force Base, Colorado and the detachment 45 at Buckley Air Force Base, Colorado. However, other alternate locations are used for operational ground relay stations, laboratory modeling, field testing, and experimental stations for collecting, recording, and analyzing data. Activities involve military and civilian governmental personnel, various contractors, other Department of Defense (DoD) personnel, and other US agencies. Field testing and experimental site locations may be located in austere areas involving some natural hazards and inconvenience. Some testing may also occur on DoD test ranges with unexploded ordinance (UXO) hazards that must be avoided by support personnel by carefully adhering to range regulations for their safety.

Due to the unique and highly specialized nature of the AFTAC/TH mission and systems, a very high level of coordination and technical cooperation is critical to succeeding in mission objectives. All contract personnel providing support to AFTAC/TH are required to establish and maintain associate contractor agreements with other involved firms. This includes contractors serving within Department of Energy (DoE) National Laboratories. Activities supported by this contract are anticipated to include applied scientific research, analysis of alternatives, concept development, systems engineering support for the R&D of new systems, prototype development and fabrication, system software development, integration of components, modification and upgrades, internal analysis operations, limited maintenance and logistical support, and program and financial management support.

Objective and Scope:

The objective of the Expert Scientific & Analytical Support (ESAS) contract is to augment the Air Force Technical Application Center, Atmosphere and Space Directorate’s technical capabilities, resources, and assets to ensure detection mission readiness through the advancement of detection and analysis methods, techniques, tools and systems. The ESAS also supports the research and development of future systems and other advanced detection technologies to meet operational mission requirements for monitoring treaties and other directed technology applications. The ESAS contractor support shall provide scientific, engineering, and analytical services as described in the following sections of this Performance Work Statement (PWS).

EXPERT SCIENTIFIC AND ANALYTICAL SUPPORT (ESAS)

PERFORMANCE WORK STATEMENT

SECTION 1.0 DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, materials, assets, services, (except as specified in Section 3 as government furnished property and services) and other items necessary to perform scientific, engineering, analytical, technical, management, and necessary administrative support to the AFTAC/TH mission.

1.1 Research and Study Support. The contractor shall plan, organize, staff, and perform analysis of alternatives, studies, research, and surveys in support of the LRDP or other proliferation detection technology for AFTAC/TH. The contractor shall consult with vendors, contractors, national laboratories, academia, and other subject matter experts to execute on-going activities or identify potential issues. The contractor shall research and review requirements, concepts, designs, capabilities, specifications, techniques, procedures, practices, training, analytical tools, documentation, and data directly related to the task. The contractor shall procure materials, parts, equipment, and services in direct support of the tasks. The contractor shall report findings, results, recommendations, corrective actions, and revisions. (A0001, A0004, A0005, A0006, A0014)

1.2 Phenomena Modeling Support. The contractor shall develop models and simulations representing various signal sources, sensor performance and location, multi-phenomena signal propagation paths, facilities, and environmental conditions. The contractor shall be familiar with modeling, simulation, and analytical software tools including proficiency with C++ and MatLab programming, Unix based systems and Oracle database. The contractor shall procure materials, parts, software, and equipment as necessary to support task objectives as approved by the Government Program Manager (GPM). The GPM is the Quality Assurance Person (QAP). The contractor shall support and provide documentation and software products for developmental models and simulations to AFTAC/TH to support task objectives. 1.3 Data Analysis Algorithm Development Support. The contractor shall develop methods and tools to enable and improve the analysis of multi-phenomena data sets. Tasks may include:

(1) developing data readers to interpret data collected from various collection systems, (2) developing data reduction tools, (3) developing enhanced tools and methods for clutter suppression, coherent processing, and for extracting low level signals of interest from noisy data,

(4) improving methods and tools for analysis of large data sets, (5) developing automated tools to improve efficiency and reduce manpower requirements for analysis of large data sets, (6) modifying existing analysis tools to improve capabilities such as including better error handling or improved efficiency, (7) providing technical documentation detailing methods used, relevant findings, conclusions, and any assumptions and mathematical foundations used to reach stated conclusions, (8) providing documentation pertaining to software code development, and (9) providing technical documentation to allow users to efficiently operate and apply developed tools. The contractor shall procure materials, parts, software, and equipment as necessary to support task objectives as approved by the GPM. The contractor shall report findings, results, recommendations, corrective actions, and revisions. 1.4 Laboratory & Experimental Support. The contractor shall provide data analysis services to support AFTAC/TH testing activities involving the collection of multi-phenomena data. The contractor shall perform fabrication, modeling, prototyping, calibrations, and tests to support analysis and evaluation of technologies and systems. The contractor shall perform on-site analysis support during field testing. On-site tasks may include data reduction, verifying data integrity, developing data readers to interpret data collected from various collections systems, data copying, operating analysis routines for initial detection of signals of interest, and troubleshooting data anomalies. The contractor shall perform post test analysis support, which includes the tasks described in paragraph 1.3 in addition to conducting detailed analysis to detect low level signals in noisy data. Analysis results shall provide at a minimum, signal to noise ratios, absolute noise levels, absolute signal levels, pertinent frequency characteristics, bandwidth spectrum, spectral features, and temporal features. The contractor shall procure materials, parts, software, and equipment to support task objectives as approved by the GPM.

The contractor shall provide technical documentation detailing methods used, relevant findings, results, conclusions, and any assumptions and mathematical foundations used to reach stated conclusions. The contractor shall provide alternative solutions and recommendations in support of the task. The contractor shall support test plan and report preparation. The contractor shall implement solutions to support task objectives as approved by the GPM. 1.5 Evaluation, Validation, & Integration Support. The contractor shall collect, compile, and analyze documentation, data, and other products to identify, determine, evaluate, and validate progress, status, risk, accuracy, data quality, anomalies, events, feasibility, compliance, cost benefit or effectiveness using compliance documents, guidance, plans, manuals, and commercial standards for the task in support of the LRDP or other proliferation detection technology throughout the life cycle. The contractor shall develop, review, and recommend revisions to documentation and data including, but not limited to plans, procedures, manuals, results, and reports to identify, analyze, and prevent personnel injury, system downtime, and logistics problems. The contractor shall perform fabrication, modeling, prototyping, calibrations, testing, ground station installation, and turn-key support for mission analysis, evaluation, integration, and deployment of technologies and systems. The contractor shall develop computer-based tools in direct support of the task. The contractor shall provide alternative solutions and recommendations in support of the task. The contractor shall prepare and evaluate maintenance analysis, support concepts, system performance, and plans. The contractor shall propose alternative solutions to improve life-cycle costs, system performance, and mission readiness.

The contractor shall procure materials, parts, software, and equipment as necessary to support task objectives as approved by the GPM. The contractor shall report findings, results, recommendations, and corrective actions. The contractor shall implement solutions to support task objectives. 1.6 Data Analysis Support. The contractor shall develop and support analytical tool development upgrades for LRDP systems. The contractor shall develop and maintain analysis systems. This includes executing a formal process for validating new analysis systems and providing recurring technical services to modify and sustain continuous reliable operation of analytical processes as information technology and software evolve. The contractor shall provide operations, maintenance, logistics, engineering, and sustainment support to field and equipment locations to accomplish task objectives. The contractor shall procure materials, parts, software, and equipment to support task objectives as approved by the GPM. 1.7 Technical Database Support. The contractor shall ensure critical data analysis tools, raw and analyzed data, and associated reports are properly documented and organized. The contractor shall cooperate with government and contractor-supported database administrators to ensure that no products are lost in update or maintenance activities, to include verifying the integrity of data backups prior to routing database maintenance or recovery from rare system failures. The contractor shall support the review of technical documentation for government software compliance and report findings, results, recommendations, and corrective actions.

1.8 Projects and Prototypes. The contractor shall develop and fabricate hardware and software prototype systems or modules in support of all PWS tasks. Prototypical hardware and software elements are not required to meet sustainment and supportability requirements. However, the contractor shall use reasonable and prudent engineering, fabrication, packaging, and storage standards appropriate for their intended use as demonstration or pre-production articles prepared for experimentation and phenomenological validation purposes, to include limited field experimentation environments. All hardware and software products shall be provided to the government upon completion of the task and as required by the task order CDRL. 1.9 Review Panel and Conference Support. The contractor shall provide support for the semi-annual Satellite System Review Panel. The term “support” includes: (a) support in identifying and reserving locations to hold the event, (b) providing subject matter experts (SMEs) as speakers or panel members, (c) the payment of travel reimbursements for SMEs including their cost of travel and lodging in accordance with government Joint Federal Travel Regulations (JFTR) guidelines, and (d) providing logistics support for the actual event. Additionally, travel expenses shall be paid to SMEs who may be required to remain at or near the event location after the event to help edit and finalize the executive summary and minutes. No travel payments or expense reimbursements will be processed for government personnel. For those members without a parent organization, the contractor shall be required to handle administrative actions regarding those members and their security clearances, including the processing of a DD Form 254 (Department of Defense Contract Security Classification Specification) for each member who is in a consultant arrangement with the contractor. These DD Form 254s shall be attached to the Consultant Agreement and delivered to the parent organization in accordance with DSS 15GM Guidance; April 2000, Subsection 86, paragraph 2-2-IB6GI. Travel arrangements are the responsibility of the contractor and may utilize contractor travel resources to aid SMEs when it is more expedient or more cost effective. The contractor shall include costs for this task in the regular Funds and Man-hour Expenditure Report for the corresponding months reporting period.

Work performed by the contractor under this task shall not require an Organizational Conflict of Interest (OCI) Plan. (A0001, A0002, A0003)

1.10 Management and Administrative Requirements. The contractor shall maintain a system for planning, documenting, controlling the work undertaken, manpower expended by labor category, quality of work, purchasing and subcontracting, expenses incurred under the terms of this PWS, facilities needed, and compliance with laws and regulations governing employment and the workplace. The GPM may change, add, and reprioritize contract activities as needed to support mission objectives that fall within the scope of the contract. These activity changes are often in response to national and international emerging or emergency requirements. The contractor shall evaluate the impact of changes, additions, reprioritization on the contract resources and existing tasks, and inform the GPM. Impacts that are beyond the available funds on contract shall be approved by the Contracting Officer before any work may start. The contractor shall submit justification to support the request through the Contracting Officer for approval.

1.10.1 Task Baseline. The contractor shall establish task baselines for schedules, manpower, expenditures, cost reimbursable elements, project milestones, meetings, and deliverables by calendar date. Within 10 working days of award of a task order, the contractor shall provide the GPM the baselines, labor categories, and names of the task leaders and key personnel assigned to the task. If the GPM shifts priorities in the baseline of a task order, the contractor shall adjust the baseline to reflect changes, additions, and shifts in those priorities. The contractor shall adjust the baseline as necessary to reflect changes, additions, and shifts in priority identified by the GPM. If the contractor perceives any requested baseline changes are unreasonable, the contractor shall address the concern with the Contracting Officer. No changes to the contract scope or costs can be made except by direction of the Contracting Officer. (A0001, A0002, A0003, A0006)

1.10.2 Task Status. The contractor shall ensure traceability of all man-hours and cost reimbursable elements (travel, supplies and materials) to each task. The contractor shall report on the schedule, man-hour expenditures, cost reimbursable elements, calendar of supported travel, project milestones, reviews, meetings and briefings, deliverables status, an estimated completion date of each task, and accomplishment of service delivery summary performance and objectives quality assurance activities. 1.10.3 Other Contractor Relationships. The contractor may enter into and maintain Associate Contractor Agreements (ACA) with other contractors and subcontractors performing services or providing deliverable materials and products of substance to AFTAC personnel. The contractor shall similarly execute a non-disclosure agreement with contractors providing proprietary products to AFTAC. The prime contractor shall require subcontractors performing to any task order to this contract to execute an ACA with other contractors and subcontractors performing to other contracts within AFTAC. At the Government Contracting Officer’s option, a requirement may be waived for extenuating circumstances or an additional requirement may be levied to execute an ACA with a contractor/subcontractor performing under a contract within AFTAC, but in a different directorate. This requirement does not extend to normal commercial vendors for off-the-shelf products.

SECTION 2.0 SERVICES SUMMARY

Contractor resources are applied to tasks to meet identified PWS requirements.

1.1 – 1.10 Personnel are assigned to tasks identified as critical by the Government Program Manager within 10 days of award of a Task Order.

Information, data, and deliveries are timely, accurate, and complete as determined by the CDRLs identified in the Task Order.

1.1 – 1.10 Thresholds shall be established in each Task Order.

SECTION 3.0 GOVERNMENT-FURNISHED PROPERTY AND SERVICES. Access to government-furnished property, computer connectivity, and/or services will be limited to special purpose use in direct support of specific tasks performed in Building 989, Patrick AFB, FL;

Building 1425, Cape Canaveral AFS, FL; field deployments; or other work areas. Government procedures will be used for control and disposal of assets, equipment, parts, and materials.

3.1 Work Performed in Building 989, Patrick AFB, FL & Building 1428, Cape Canaveral AFS, FL. The government will provide use and access to typical office and maintenance workspace, equipment, supplies, and services available at these locations.

3.2 Deployments & Other Work Areas. The contractor shall request temporary use and access of any necessary site-specific government-furnished property and services required to accomplish the task. Based on the installation commander’s approval, the contractor may be authorized to use government facilities while deployed at a government installation. The contractor shall require written authorization from the Contracting Officer in the form of a Letter of Identification (LOI). The GPM will determine if the property and services can be made available and inform the contractor of the course of action to be taken.

SECTION 4.0 GENERAL INFORMATION.

4.1 Contract Requirements.

4.1.1 Task Manager. The contractor shall provide a Task Manager who shall be responsible for the performance of the work. The manager shall have full authority to act for the contractor on all contract matters relating to the operation of the contract and shall be available during normal duty hours to meet with government personnel to discuss contract progress, performance, and issues.

4.1.2 Contract Operating Conditions.

4.1.2.1 Most activities will be within normal office and travel conditions. However, field testing may require temporary deployment to remote, austere locations, with exposure to treacherous topography, hazardous weather conditions, potential wildlife confrontations, logistical barriers, and test ranges with unexploded ordnance outside safe areas. The contractor shall ensure personnel proposed to satisfy these support roles are physically, mentally, and emotionally capable of performing the tasks in these environments.

Deployments to remote and isolated locations for 30 to 45 days can be considered mentally and emotionally stressful. Due to the lack of available medical care facilities at remote and isolated locations, personnel with defects or diseases that could require immediate medical attention or produce catastrophic or life threatening conditions for the individual or the team are precluded from remote deployments. The contractor shall comply with immunization, safety, and training requirements for traveling overseas.

4.1.2.2 The AFTAC workplace environment is very near to the Atlantic Ocean, which may require hurricane evacuation. A portion of the support force may relocate their functions to an alternate location within Continental United States (CONUS) to continue their activities. The contractor shall provide deployed contingency support as necessary to accomplish task objectives as approved by the GPM. Situational awareness and pre-deployment preparation is required to ensure safety of personnel.

4.2 Security.

4.2.1 Compliance. The contractor shall be in compliance with DD Form 254 requirements.

DoD 5200.1R, Information Security Program Regulation or succeeding Air Force instructions may be used for additional guidance to the contractor.

4.2.2 Personnel Clearance. Key management personnel, along with all personnel assigned to the contract and performing classified work shall possess the appropriate final clearance, program access, and United States citizenship. The ESAS effort includes up to TOP SECRET/SCI requirements.

4.3 Hours and Locations of Operations.

4.3.1 Hours. Normal working hours are defined as Monday through Friday, excluding federal holidays, from 0800 to 1700 local time in the time zone applicable to the location where the work is to be performed. If the federal holiday falls on a Saturday or Sunday, it may be observed on Friday or Monday as directed. Extended workdays and workweeks may be required as approved by the GPM.

4.3.2 Locations. The work may be performed at the contractor’s facility or other locations such as Patrick Air Force Base or Cape Canaveral Air Force Station, Florida or detachments, operating locations, equipment locations, laboratories, test ranges, and the other contractor’s facilities.

4.4 Travel. The contractor may be required to perform periodic travel to accomplish specific tasks. The contractor shall obtain GPM approval before any travel. For local travel and during deployments, the contractor may provide or may share vehicle transportation with government personnel as needed to support team integrity, personnel safety, and operational efficiency.

Properly licensed contractor personnel may be authorized to operate government vehicles as needed to support tasks. The contractor shall be responsible for obtaining passenger transportation, lodging, and subsistence, both domestic and overseas, in the performance of this contract. All travel shall be in accordance with government Joint Federal Travel Regulation (JFTR) guidelines. The contractor shall maintain the capability to procure materials, supplies, and incidental services on short notice during deployments. The contractor shall provide a trip report within 10 working days from completion of the travel. The trip report shall contain the purpose for the trip, the names of the traveler(s), person(s) contacted, itinerary, discussions that support the purpose of the trip, problems encountered, findings, conclusions, and recommendations. 4.5 Safety. The contractor shall be solely responsible for the safety of their employees.

4.5.1 The contractor shall comply with all applicable safety standards and requirements during the performance of the contract. Additionally, the contractor shall comply with the safety cautions and warnings in operating manuals, technical orders, and technical instructions.

4.5.2 The contractor shall assess applicable safety factors prior to performance of all field work. Ensure contractor personnel do not perform field duties during existing or forecasted severe weather. Ensure all personnel are aware of local conditions, which may affect the safety of personnel (e.g., temperature/weather extremes, dangerous roads/trails/wild animals, approaching storms, test range hazards).

4.5.3 Safety issues shall be addressed as soon as they are made apparent. The contractor shall stop work and institute immediate safe guards to prevent injuries. The situation or problem shall be referred to the Program Manager or the government team chief during deployments.

4.6 Training. The contractor shall train their employees to meet contract requirements.

Mandatory training courses that may be furnished by the government are listed below. The Government Program Manager may identify additional training requirements.

4.6.1 Information Awareness Training is required for personnel who use government computers.

4.6.2 Security Training (Derivative Classification & Marking, OPSEC, COMSEC) is required for personnel who are assigned to work in buildings 989 and 1428 or work with classified information.

4.6.3 CPR, self-aid, buddy care, terrorism, and chemical warfare training is required for personnel who deploy as needed to ensure personnel safety.

SECTION 5.0 PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE

6.1 APPENDIX A – APPLICABLE DOCUMENTS

Reference Documents. The contractor shall consider any publication in the on-site publications library as a reference document, i.e. catalogs, unless identified as a compliance document.

Reference documents will be determined by task order.

Compliance Documents. The contractor shall comply with the procedures, practices, and equipment performance standards contained in the center instructions; DoD, Air Force, or Major Command (MAJCOM) guidance; military standard; technical publication; and manuals that are applicable to AFTAC missions and systems. The contractor shall comply with the latest version of applicable publication/technical order/technical instruction. The contract shall use Data Interchange Standards Association (DISA) guidance as it applies to the AFTAC NDS Analysis System to ensure DoD interoperability and information assurance concerns are addressed. The contractor shall adhere to applicable mandated information management standards outlined in the Defense Information Technology Standards Registry (DISR), AF unique standards in the Infostructure Technology Reference Model (i-TRM), DODI 8510.01, Department of Defense Information Assurance Certification and Accreditation Process (DIACAP), AFPD 33-2, Information Assurance (IA) Program, AFI 33-401, Implementing Air Force Architectures and AFI 33-202, Network and Computer Security. The contractor shall consult with available government sources to ensure software development complies with mandatory DoD interoperability and information assurance requirements to prevent impact to government approval of software promotions.
