Attachment 3 – Labor Category Descriptions

EXPERT SCIENTIFIC & ANALYTICAL SUPPORT

LABOR CATEGORY DESCRIPTIONS

Personnel Qualifications. The following are descriptions of the experience and educational characteristics that the Government would typically identify with each labor category. For labor categories identified by an asterisk (*), one academic year of education related to the task can be substituted for one year directly related experience.

Acquisition Professional II Experience: 10-12 years working experience in technical discipline relating to the task. Working knowledge and familiarity with the DoD systems acquisition process and requirements.

Duties: Leads team on large projects or significant segment of large complex projects. Analyzes new and complex project related problems and creates innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components. Provides applications systems analysis and programming activities for a Government site, facility or multiple locations. Prepares long and short-range plans for application selection, systems maintenance and production activities, and for necessary support resources.

Education: Bachelor’s Degree*

Acquisition Professional III Experience: 13-15 years working experience in technical discipline relating to the task. Working knowledge and familiarity with the DoD systems acquisition process and requirements.

Duties: Organizes, directs, and manages contract operation support functions, involving multiple, complex, and inter-related project tasks. Meets with customer and contractor personnel to formulate and review task plans and deliverable items, while ensuring compliance with program task schedules and costs.

Education: Master’s Degree*

Applications Developer II Experience: 7-9 years working experience with designing, developing, enhancing, debugging, and implementing software. Working experience with troubleshooting production problems, integrating, and testing software applications.

Duties: Designs, develops, tests, debugs, and documents software modules and applications that support the mission. Applies knowledge of development techniques and computer systems to satisfy user requests or application development objectives. Consults with business users and technical team to review current applications, procedures, and develop business and technical requirements. Designs data models and diagrams based on business and technical requirements. Converts requirements into software modules and applications. Creates system documentation of developed software modules and applications.

Education: Bachelor’s Degree*

Applications Developer III Experience: 10-12 years working experience with designing, developing, enhancing, debugging, and implementing software. Working experience with troubleshooting production problems, integrating, and testing software applications.

Applications System Analyst IV Experience: 12-17 years working experience with formulating and defining software system scope, objectives, and solving software system integration problems. Working experience with development of software specifications/documentation and assists with designing, developing, testing, and implementation of software.

Duties: Reviews, analyzes, and modifies programming systems including encoding, testing, debugging, and installing to support organization’s application systems. Consults with users to identify current operating procedures and to clarify program objectives. Write documentation to describe program development, logic, coding, and corrections. Writes manuals for users to describe installation and operating procedures.

Education: Master’s Degree*

Computer Systems Engineer/Analyst I Experience: 6-8 years programming experience. Working experience with the higher order programming language specified by the delivery order to develop the required software. Working experience with troubleshooting production problems, integrating, and testing hardware and software applications.

Duties: Coordinate, design, and develop large computer software systems and makes improvements to existing systems to run more efficiently.

Education: Bachelor’s Degree*

Computer Systems Engineer/Analyst II Experience: 9-10 years work experience as a computer systems hardware and software analyst, and/or the Software Quality Assurance (SQA) discipline. Working experience with the higher order programming language specified by the delivery order to develop the required hardware and software applications. Working experience with troubleshooting production problems, integrating, and testing hardware and software applications.

Duties: Coordinate, design, and develop large computer software systems and makes improvements to existing systems to run more efficiently.

Education: Master’s Degree*

Computer Systems Engineer/Analyst III Experience: 11-12 years work experience as a computer systems hardware and software analyst and software architectural development, and the Software Quality Assurance (SQA) discipline. Working experience in software system planning, implementation of procedures, program manning and performance, and management SQA reviews. Working experience with the higher order programming language specified by the delivery order to develop the required software. Working experience with troubleshooting production problems, integrating, and testing hardware and software applications.

Duties: Coordinate, design, and develop large computer software systems and makes improvements to existing systems to run more efficiently.

Education: Doctorate Degree*

Scientific/Engineering Professional II Experience: 6-9 years work experience in a scientific/engineering field related to the task.

Duties: Research, design, and development for a specific project and authoring detailed goals and concepts expected at project completion. Must use vital knowledge and experience to guide project development.

Education: Bachelor’s degree in a scientific/engineering field related to the task.

Scientific/Engineering Professional III Experience: 10-13 years work experience in a scientific/engineering field related to the task.

Duties: Research, design, and development for a specific project and authoring detailed goals and concepts expected at project completion. Must use vital knowledge and experience to guide project development.

Education: Master’s degree in a scientific/engineering field related to the task. An additional six years related experience with a Bachelor’s degree may be substituted for the Master’s degree.

Scientific/Engineering Professional IV Experience: 14-15 years work experience in a scientific/engineering field related to the task.

Duties: Performs research, design, and development for a specific project and authoring detailed goals and concepts expected at project completion. Must use vital knowledge and experience to guide project development.

Education: Doctorate in a scientific/engineering field related to the task. An additional three years related experience with a related Master’s degree may be substituted for the Doctorate degree.

Logistics Specialist III Experience: Six years work experience in a logistics support related to the task. Working knowledge and/or familiarity with the higher order logistics support activities designed to provide effective and efficient life cycle support to equipment and systems.

Duties: Coordinates and plans effective and economical support concerns for manufacturing or servicing of products, systems, or equipment.

Education: Master’s Degree and four years related experience or Bachelor’s Degree and six years related experience.

Subject Matter Expert I Experience: 15-18 years of specialized technical functional experience in optical (to include infrared and ultraviolet wavelengths), radiofrequency, gamma, neutron, X-ray, and/or space weather disciplines.

Education: Doctorate

Subject Matter Expert II Experience: 19-20 years specialized technical functional experience in optical (to include infrared and ultraviolet wavelengths), radiofrequency, gamma, neutron, X-ray, and/or space weather disciplines.

Education: Doctorate

Subject Matter Expert III Experience: 21+ years specialized technical functional experience in optical (to include infrared and ultraviolet wavelengths), radiofrequency, gamma, neutron, X-ray, and/or space weather disciplines.

Education: Doctorate

Technician I Experience: 2-5 years work experience in a technical field related to the task. Working experience involving training, support equipment, test equipment, technical data development, and the design, development, and evaluation of experimental apparatus, equipment, experimental facilities and instrumentation systems; repairs, rebuilds or overhauls major assemblies of equipment; and other general field testing support functions.

Education: Bachelor’s Degree*

Technician II Experience: 6-9 years work experience in a technical field related to the task. Working experience involving training, support equipment, test equipment, technical data development, and the design, development, and evaluation of experimental apparatus, equipment, experimental facilities and instrumentation systems; repairs, rebuilds or overhauls major assemblies of equipment; and other general field testing support functions.

Education: Bachelor’s Degree*

Technician III Experience: 10-12 years work experience in a technical field related to the task.
