SUMMARY OF CHANGES
The purpose of this modification is to answer questions from potential offerors and to revise the file extension for the Cost Data File in Section L, paragraph L-3(b)(14)(vii).
QUESTIIONS AND ANSWEERS:
1. We hereby request copies of the following document which were referenced in the subject solicitation.
Preliminary Draft Global Nuclear Detonation (NUDET) Situational Awareness (GNSA) Software System Design Document (SDD) We request that this document be transmitted electronically.
ANSWER: Procedures for obtaining the technical library associated with the ESAS Solicitation can be found on page 61, paragraph (b)(8) Reference Documents. To ensure all offerors have the same access to the technical library, offerors with the appropriate security clearance will be sent a classified CD for use in proposal preparation. The CD must be immediately returned upon completion of the ESAS acquisition. The classified CD must be properly secured, wrapped, marked, and shipped via registered mail in compliance with DOD 5200.1-R and AFI 31-401 security guidelines. In order for the government to send the CD to the offeror, the Government will need a point of contact, their Social Security Number for Joint Personnel Adjudication System (JPAS) verification, company cage code and the classified registered mailing address.
2. There was prototype software already developed and describe in the Software Design Description. Is the Government providing this software to resultant awardee as GFE?
ANSWER: The government intends to provide the Global NUDET Situational Awareness (GNSA) prototype with available documentation as stated in the RF GROUND-BASED SENSOR SYSTEM Performance Work Statement (PWS), paragraph 3.2.
3. In Attachment 3, Labor Category Descriptions, it states that labor categories identified by an asterisk (*), one academic year of education related to the task can be substituted for one year directly related experience. Please clarify.
ANSWER: For each labor category there is an experience and an education requirement identified. In some cases, the government recognizes that task related education would be suitable as a replacement for the requested experience. For example, Acquisition Professional II requires 10-12 years of working experience in technical discipline related to the task and a Bachelor’s Degree. As the offeror source potential personnel to fill this requirement, they may find someone with 9 years of experience with one year of education beyond a Bachelor’s Degree. The additional year of education could then be used to fulfill the 10 year experience requirement.
4. Our firm plans on using MS Excel Version 2007 with our response to the subject solicitation. This version will produce files with an extension of “.xlsx”. As the current provisions state that the file should be in an “.xls” format, do you have any concerns with our version selection? If so, please clarify the format for which you would require the submission to be completed.
ANSWER: “.xlsx” is the correct extension for MS Excel Version 2007. The solicitation will be corrected to read the “.xlsx” file extension.
5. If possible, I would like to pick-up and hand carry the Technical Library classified CD referenced in the ESAS RFP para (8).
ANSWER: In order to be eligible to receive the CD, your security office needs to clear you for the receipt of Restricted Data and update JPAS. The CD contains Restricted Data as defined in the Atomic Energy Act of 1954, as amended. You will also need to ensure you have your hand-carrying authorization card on you and a means to secure the CD for transport.

(vii) Cost Data File (COST.XLSX). Submit an electronically encoded cost/price model in support of the proposed price. Any cost/price model submitted must be consistent with your approved estimating system and must duplicate the logic and mathematical formulas reflected in the paper copy of your proposal. All cells in the Excel document shall be unprotected and show all formulas used. Cost/price models submitted must comply with the following format requirements:
(a) Data file should be submitted on a CD.
(b) Data file should be .XLSX file format (MS-Excel 2007 or earlier) compatible format.
