Specific stall counts are: First Floor Mens—6 stalls, First Floor Womens—8 stalls, Second Floor Mens—2 stalls, and Second Floor Womens—5 stalls. Partition walls and doors must be 92 inches in height with 6 inches of floor clearance. The contractor must provide all labor, materials, transportation, tools, and supervision, including a Site Safety and Health Officer, Abbreviated Accident Prevention Plan, Quality Control Plan, and Quality Control Manager. Shop drawings and 3D renderings are required for government evaluation of compliance with specified measurements, but stamped structural calculations or engineer-sealed drawings are not required. Existing accessories, including toilet paper holders, shall be salvaged and reinstalled on new partitions if serviceable; unserviceable items must be reported to the government. The contractor may propose mutually equivalent products meeting specified requirements. Work will be performed during business hours with care to maintain access to one male/female restroom. The drywall repairs to ceilings will be completed by the government after partition installation, with no contractor demobilization required. Existing partitions are bolted connections. The period of performance is 30 September through 30 October 2026. A Notice to Proceed for materials will be issued 30 September 2026, with a separate Notice to Proceed for demolition/installation work issued later. Payment bonds or irrevocable letters of credit covering 100 percent of the original contract price are required deliverables after award but before the demolition/installation Notice to Proceed. Number Question Answer
It appears that the panels are in good condition and can be repurposed. Does the government has a problem with repurposing the panels for this job? Is the government expecting all new panels to execute the contract deliverable.
Yes. The contractor shall supply newly fabricated steel panels.
2 Does the government anticipate extending the proposal due date for this opportunity?
The Government is extending the quote deadline to Monday, September 28, 2026 at 10:00
AM ET to allow Offerors time to respond to the posted questions & answers.
3 Can the Government provide existing floor plans and partition layout drawings?
Existing floor plans are available and posted to SAM.gov with this Question and Answers sheet.
4 Will the Smart Center remain occupied and operational during construction?
The facility is amenable to the work being perfromed during business hours, however care must be exercised to provide access to one male/female restroom while the work is being performed.
Please confirm the required stainless-steel grade, finish, gauge/thickness, and manufacturer standards for the new toilet partitions, doors, and supporting components. Is a specific manufacturer or product line required, or may the contractor propose an equivalent product meeting the stated requirements?
Contractor may specify mutually equivalent product for review and/or approval if it meets the specified requirements as listed in the solicitation.
Please clarify the required level of shop drawings and engineering documentation for the new partition system. Are stamped structural calculations or engineer-sealed drawings required for the floor and wall-mounted support system, or will manufacturer shop drawings and installation details be sufficient?
No structural calculation or engineer-sealed drawings are required. The purpose of the subfactor is for the Government evaluation team to be able to visualize your proposed solution and validate it's compliance with the requested measurements outlined in the Statement of Objectives.
Please confirm that quotes are to be submitted electronically via email only in accordance with the amended Instructions to Offerors, and that no original or hard-copy submission is required notwithstanding Item 13(a) of the SF1442.
Yes, quotes shall be submitted electronically via e-mail. There are no physical deliverables for quote submission.
8 Please provide the site visit sign in sheet from the 9/22/26 site walk. Will be uploaded to the SAM.gov notice for this solicitation.
SOO 4 a. 1. “The Contractor shall provide all required labor, materials, transportation, tools, supervision…” Please provide site supervision requirements including Site Safety and Health Officer and Quality Control.
The template Statement of Work has been updated to include Site Safety and Health Officer, Abbreviated Accident Prevention Plan; and Quality Control Plan, and Quality Control
Manager requirements to supplement clause FAR 52.246-12, "Inspection of Construction."
FA701426Q0052 - Bathroom Partition Replacement Q&A
At the site visit on 9/22/26 there was discussion about the inclusion of drywall repairs in scope.
Please confirm all drywall repairs to the hard ceilings are excluded this scope.
Drywall repairs to the ceiling are excluded from scope.
Please confirm the installation of new toilet paper holders is included in scope. “These items shall be saved and installed on the new partition system, provided those items do not already come with the new partitions.
That is correct.
Please confirm urinal partitions and other bathroom accessories including ADA grab bars, paper towel holders, waste baskets, and soap dispensers are excluded from this scope.
That is correct.
SOO 4 b. 3. Currently requests 96” partitions. NFPA requires stalls to be 18” from the ceiling unless each stall has its own sprinkler head and emergency lighting. ADA requires stalls to be 9” AFF unless the stall has a 66” turning radius. With a 9’ finished ceiling in the existing bathrooms, the tallest commercially available stall that meets code requirements is a 72” panel. Please confirm a 72” panel with clearance requirements meeting code is acceptable.
Lighting and sprinkler heads do exist and we still request the partitions to be 92" in height.
The Statement of Objectives has been updated to reflect the update from 96 inches to 92 inches.
Drawings. No floor plans, as-built drawings, or bathroom layouts were included in the solicitation package. Technical Subfactor 2 (ITO para. 10.3.1.4) evaluates the accuracy and completeness of a shop drawing and 3D rendering for each bathroom. Does the Government have existing floor plans, as-builts, or CAD files for the four bathrooms in Building 1359 that can be made available to all offerors? If so, we request they be posted as an amendment.
Yes. Existing floor plans are availavble for all the public restroom areas for all Offerors.
Stall distribution. SOO para. 2.b states twenty-one (21) total stalls across four (4) bathrooms, inclusive of one (1) handicap stall per bathroom, but does not state the number of stalls in each bathroom. Can the Government provide the stall count per bathroom?
First Floor Mens Restroom - 6 stalls.
First Floor Womens Restroom - 8 stalls.
Second Floor Mens Restroom - 2 stalls.
Second Floor Womens Restroom - 5 stalls.
Partition height. SOO para. 4.b.iii requires partition walls and doors to be 96 inches in height with 6 inches of floor clearance. Stainless steel compartments at this height are a made-to-order item at the manufacturers we have canvassed, with lead times that may conflict with the thirty (30) day performance period evaluated under Technical Subfactor 3 (ITO para. 10.3.1.5). Is the 96-inch dimension a firm requirement, or would the Government consider a stainless steel partition of standard manufactured height meeting the privacy intent of SOO para. 2.a? We are prepared to quote either configuration.
The walls and doors should be 92" in height.
The Statement of Objectives has been updated to reflect the change from 96 inches to 92 inches.
Notice to Proceed. Section F establishes a period of performance of 28 September through 29 October 2026, and thirty (30) calendar days from receipt of Notice to Proceed. On approximately what date does the Government anticipate issuing the NTP? This drives the material delivery date we must commit to in our Construction Work Schedule.
The Period of Performance will be adjusted to 30 September 2026 through 30 October 2026.
Due to the tight turnaround time from quote due date to the end of Fiscal Year 2026
(30Sep26), the Government intends to issue a Notice to Proceed for only materials on 30 September 2026 to authorize ordering of materials and provide time for the awardee to secure the bond & insurance, and develop administrative requirements such as the Quality Control Plan to prepare for the pre-construction conference & for the Notice to Proceed for the demolition/install work to be issued.
Bonding. Block 12a of the SF1442 is marked "NO" for required performance and payment bonds. ITO para. 9.1.5 requires a letter from a surety confirming bonding capacity as part of Volume I, SOO para.
7.e lists Bonds as a deliverable, and Attachment 1 para. 24 states a payment bond or irrevocable letter of credit is required prior to the preconstruction conference. Can the Government confirm which applies, and confirm the bond amount or percentage required under FAR 28.102-2?
The SF1442, Block 12a is currently marked "Yes." The anticipated value of this contract falls within the range outlined at FAR 28.102-1(b), given subparagraph (1), a payment bond and an irrevocable letter of credit have been selected as the two options a Contractor has available to choose from when submitting a payment protection; under subparagraph (2), the Contractor is required to only submit one of the payment protections selected by the
Contracting Officer. Under FAR 28.102-2(c)(1), the payment protection is required to cover 100% of the original contract price, and any contract price increases.
Bonds are not required during the pre-award phase, this is a deliverable after award, but before the Notice to Proceed authorizing the demolition/install work is issued.
Existing partition supports. SOO para. 2.a describes the existing partitions as ceiling- and wall-installed with worn supports. Can the Government advise whether the existing overhead supports are bolted or welded connections? This affects demolition method and duration.
The existing partitions are bolted connections.
Government drywall work. SOO para. 4.d.v states the Government will perform ceiling drywall work where the partition supports are removed. Will this work be performed within the contractor's thirty
(30) day performance period, and will it require the contractor to demobilize and remobilize between demolition and installation?
The drywall repairs will be completed after the partitions are installed. Contractors will not need to demobilize and remobilize during installation.
Accessories. SOO para. 4.d.i requires salvage and reinstallation of existing accessories. If any salvaged item is found unserviceable upon removal, does the Government wish to be notified for a separate determination, or should the contractor include replacement in its base price?
If any salvage accessories are found to be unserviceable upon removal, notify the Government of their condition.
