About this file
This is a Statement of Objectives (SOO) for toilet partition replacements at the Jacob E. Smart Conference Center, Joint Base Andrews, Maryland, issued by the Air Force District of Washington, Protocol and Ceremonies Directorate under contract number FA701426Q0052, dated 15 September 2026.
The project requires removal and replacement of worn ceiling-mounted toilet partitions in all four bathrooms (two male and two female, one per floor) containing 21 total stalls including one handicap stall per bathroom. The contractor must replace the existing unstable ceiling-supported partitions with new stainless steel partitions that are floor and wall-mounted with overhead bracing. New partitions must be 96 inches in height with 6 inches of floor clearance, include privacy strips on doors, occupancy indicators, and comply with International Building Codes and ADA requirements. The scope includes site assessment with measurement of bathroom spaces and obstruction identification, complete removal and offsite disposal of old partitions while preserving miscellaneous accessories for reinstallation, and installation of new partitions according to manufacturer specifications with proper leveling, security, and locking mechanisms. The contractor must also perform pre-final and final inspections with punch list resolution and provide a 1-year workmanship warranty. The government anticipates construction will take 7 to 30 days and will handle drywall ceiling repair where old supports are removed. Deliverables include a detailed Statement of Work, progress schedules using AF3064 and AF3065 forms, material approval submittals using AF3000, proof of insurance, bonds, manufacturer manuals and warranty documentation, and contractor workmanship warranty.
