About this file

This is a Statement of Objectives (SOO) for toilet partition replacements at the Jacob E. Smart Conference Center, Joint Base Andrews, Maryland, under federal contract FA701426Q0052. The project addresses worn ceiling-mounted toilet partitions in four bathrooms (two male, two female—one per floor) that have become unstable and pose safety and privacy risks. The facility contains 21 total stalls, including one handicap-accessible stall per bathroom, with one available elevator for material transport.

The contractor must remove all existing ceiling-installed partitions and replace them with newly manufactured stainless steel partitions that are floor and wall-mounted with overhead bracing. Partition specifications include 92-inch height with 6 inches of clearance from floor to door bottom, 36-inch width and 72-inch depth per stall, privacy strips on doors, and occupancy indicators. The contractor must conduct site assessment to identify obstructions, remove and dispose of old partitions at an off-base landfill in accordance with Federal, State, and County requirements, salvage miscellaneous accessories for reinstallation if serviceable, and install new partitions per manufacturer instructions with proper leveling, security, and ADA compliance where required. All work must comply with Federal, State, and Local codes and International Building Codes (IBC). The anticipated performance period is 7 to 30 days. Key deliverables include a Statement of Work, post-award and preconstruction conferences, proof of insurance, bonds, material approval submittals, contract progress schedule and reports, quality control plan, accident prevention plan, manufacturer's manuals and warranty, and a contractor's one-year workmanship warranty. The Government will perform all drywall work on the ceiling where partition supports are removed; men's room urinal partitions remain in place and are outside project scope.

1. Background

a. The Jacob E. Smart Conference Center is the Air Force’s premier conference center designed to provide state-of-the-art conferencing capabilities and for a convenient location in the Washington, DC area for Air Force senior leaders & their attendees to meet. It is the intent of the Commander of the Air Force District of Washington to ensure that the facility is properly maintained to ensure that the facility continues to provide a world-class professional conference environment, as well as ensuring the safety of attendees.

2. Purpose

a. The toilet partitions within all four (4) bathrooms in the facility have become worn out. The toilet partitions are installed from the ceiling and wall, with no floor support. Due to the ceiling supports becoming worn out, they are now starting to fall and are unstable, with some toilet stalls risking collapse. Additionally, the doors of each toilet stall do not remain locked while in use and open when another stall door is closed. Current safety issues are being mitigated; however, the state of the toilet partitions poses safety and privacy issues for occupants utilizing the bathroom spaces that must be addressed with a permanent solution.

b. There are two (2) male and two (2) female bathrooms, one on each floor. There are twenty-one (21) total stalls, inclusive of one (1) handicap stall per bathroom. One

(1) elevator is available.

3. Scope

a. The scope of this Statement of Objectives is to allow interested Contractors to propose their solution to remove the current ceiling-installed toilet partitions and replace them with a new toilet partition solution that is supported by the floor and walls in all four (4) bathrooms of the facility.
