2.0 General Instructions:

2.1 ITO – Commercial Items:

2.1.1 The Offeror's proposal must include all data and information requested by this ITO and must be submitted in accordance with these instructions. The Offeror shall be compliant with the requirements as stated in this solicitation. Non-conformance with the instructions provided in this ITO may result in an unfavorable proposal evaluation. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume the Government has no prior knowledge of their facilities and experience and will base its evaluation on the information presented in the Offeror's proposal.

2.1.2 System for Award Management (SAM): Offerors will not be eligible to receive a contract award from a Department of Defense (DoD) activity unless they are registered in SAM. Offerors must be registered in the SAM Database prior to award of any contract. Firms must register on a one-time basis and annually confirm accuracy and completeness of registration information. On-line registration and instructions can be accessed at https://www.sam.gov/index.html.

2.1.3 Independent Public Accounting (IPA). Offerors must be an Independent Public Accounting (IPA) firm, in good standing with the American Institute of Certified Public Accountants (AICPA) and state boards, and provide the certificate by 25 September 2017 by 2:00pm EST. Send proof of certification to usaf.jbanafw.afdw-staff.mbx.afdw-fiar-follow-on-contract@mail.mil .Offerors should ensure that the DUNS and CAGE number used to provide a response to this solicitation complies with the requirement that the firm be an IPA. Offerors will be provided an email response from the Government to acknowledge timely or untimely receipt of their IPA certification. Failure to submit proof of IPA certification by the due date will disqualify those Offerors from submitting a proposal for evaluation. Offeror will be notified within five (5) days of receipt of the IPA certification by the Government.

2.1.4 DD Form 254 Contract Security Classification Specifications: The Offeror shall complete blocks 6a – c, (and if applicable, blocks 7a – c, and 8a – c or a continuation sheet) of the DD Form 254 (RFP Attachment 11). Interim clearances are acceptable; however, all key personnel shall have a completed valid SECRET clearance upon award of the contract.

2.2 Facility Security Clearance (FCL): Due to the clearance requirements, all prospective Offerors must possess a SECRET Facility Security Clearance (FCL). The FCL shall be approved/issued by the Defense Security Service (DSS) and FCL must be posted in the DSS Industrial Security Facility Database (ISFD). A verifiable SECRET FCL must exist in the ISFD at time of proposal. Offeror’s FCL will be assessed as “responsive/non-responsive” at proposal submission. Offerors must have a FCL of Secret. The subcontractor consent letter(s) is excluded from the Past Performance Volume page count.

4.3.1.1 IDIQ Pricing Sheet (Attachment 4): The Offeror shall complete and submit the IDIQ Pricing Sheet with fully burdened off-site rates. This pricing sheet will be incorporated and attached to contract. The cost/price proposal should provide supporting cost data to include labor categories, labor rates (rounded to two decimal places), labor hours, as applicable and in accordance with the IDIQ Pricing Sheet within the RFP.

Compensation plans must provide supporting cost data in order to be evaluated in accordance with FAR Provision 52.222-46 -- Evaluation of Compensation for Professional Employees (Feb 1993). The compensation plan(s) will be evaluated to determine if the compensation level proposed is unrealistically low or not in reasonable relationship to the various labor categories for the Washington, D.C. area. Any subcontractor identified as an 8(a) or HUBZone SHALL have an active Small Business Administration (SBA) certification of its status at the time of proposal. Any proposed subcontractors with multiple CAGE codes shall include all of the codes where work will be performed for this acquisition. If any proposed subcontractor does not have a CAGE code by the due date for receipt of proposals under this solicitation, the Offeror shall annotate “N/A”, as applicable; however, Offerors whose Small Business Participation Plan reflects incorrect CAGE codes or uses “N/A” when proposed sub-contractors are found to have CAGE Code(s) for the performing location(s) will receive less favorable consideration under the Addendum to 52.212-2

An enforceable commitment is defined as a written and signed agreement (by both parties) that details that all parties have agreed to a business relationship for this procurement. This document shall be clear that both parties have defined and agreed to the extent of the relationship to include the type or types of work the sub-contractors/partners shall perform and what areas of the PWS they will cover. The agreement shall be specific in nature.

4.3.3.8 A list of services each small business will provide that maps back to the PWS task area. Be as specific as possible (i.e. references to PWS, etc.) to demonstrate the variety and complexity of work.

4.3.3.8.1 The realism of the Small Business Participation Plan (SBPP). The Offeror is to provide narrative information on how requirements for this effort were developed and why they are realistic. Requirements that simply reflect an Offeror’s goals stated in its comprehensive subcontracting plans approved under DFARS 252.219-7004, or a company / division-wide commercial subcontracting plan will not be considered realistic, as the Small Business Participation Plan requires all Offerors to submit a proposal that addresses the requirements of this specific solicitation.

4.3.3.8.2 Small Business (SB) Sub-Category participation shall be expressed in dollars and percentages of TOTAL CONTRACT VALUE in each of the applicable authorized six digit 2017 North American Industry Classification System (NAICS) Industry Subsectors that the Offeror believes best describes the product or service planned for subcontracts (available at: http://www.census.gov/eos/www/naics/) and a total target for SB sub- categories participation by the Offeror.
