Statement of Work (SOW)
For
Data Center Power Project
844th CG
July 16, 2015
1.0 INTRODUCTION:
The 844th Communications Group (844 CG) is the network and telecommunication provider for the Air Force District Washington the Headquarters Air Force (HAF), and other agencies within a 300-mile radius of the Pentagon for military operations and missions. The 844 CG provides Information Technology (IT) and telecommunications operations and maintenance and program management to meet AF IT support standards in the National Capital Region (NCR). Included in the services provided to the 844 CG customers is the operations, maintenance and life cycle management of the Shared Computing Environment which is effectively a virtualized data center environment. As various builds and upgrades have occurred within this environment and others are planned, the current power configuration for the space has become insufficient to sustain the network and services for the customer base. Additionally, the life cycle replacement of core switches within the environment have highlighted a safety problem resulting from the extreme close proximity of these very expensive core switches to outlets in the rack mounted Power Distribution Units (PSUs). As the legacy environment was absorbed by this new environment an opportunity arose to save money by repurposing stand alone in-row air conditioning units to the new environment.
2.0 ADMINISTRATION AND MANAGEMENT:
2.1 The contractor shall cooperate, support, and interface with military, Government civilians, and other contractors, in accordance with the SOW, for completion of all tasks.
2.2 The contractor shall work with the Contracting Officer Representative (COR) to accomplish Government requirements, goals, and mission objectives as efficiently and effectively as possible. This shall include sharing or coordinating information resulting from the work required within this SOW or and working as a team to perform tasks in concert.
2.3 The contractor shall ensure minimum duplication of work to the fullest extent practical.
2.4 The contractor shall provide corrective action plans, proposal submittals, and timely identification of issues.
2.5 The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.
3.0 CERTIFICATIONS:
The Contractor shall possess a current Maryland state Master Electrician’s certification, American Power Conversion (APC)certification which will be provided at time of proposaland maintain certifications throughout the life of the contract.
4.0 CONTRACT OJBECTIVE:
4.1 The primary objective is to obtain a full range of data center electrical services from APC authorized master electricians, technical data center subject matter experts (SME), project managers, and skilled data center support services to oversee, advocate, and support the 744th CS Data Center Manager. All personnel must be APC Elite Partners. The specific support tasks to be performed by the Contractor shall include:
4.1.1 The Contractor shall attend a kick off meeting specific to the contract requirement with the COR,the Contracting Officer (CO) and other Government personnel within five (5) business days of contract award. The Contractor shall provide concurrence with the date, time, and location for the meeting via email notification to the CO at least three (3) business days prior to the scheduled meeting.
4.1.2 Contractor shall submit documentation and project plan for customer review and analysis at time of proposal. Contractor will develop a detailed schematic (all cabling labeled point to point, type, amperage, voltage, “A” side “B” side) of the “as-is” and “to-be” solution in Microsoft Visio which shall be provided at time of proposal. Contractor will label all cabling, under floor whips, PEX, PDU, rack mount PDU, breaker, panel box, receptacle, cooling module, HD PDU and their corresponding breaker or part. All electrical cables will have a label attached at each end within the 12” from any plug or coupler denoting where the cables originate and are terminated so that should a cable ever be disconnected, the proper re-connection can be confidently accomplished. Font on labels will be at least 12 Pitch so that they can be easily read.
The Contractor shall provide the same labeling information in the electronic drawings as is affixed to the cable. Any changes to the design made during installation will be captured on a final “As-Built” or “Red-Line” drawing that shall be delivered at project completion.
4.1.3 Contractor shall procure materials required to perform the tasks described in this Statement of Work (SOW). Minimum material requirements needed to fulfill the tasks within this SOW are included in Table 1 below.

4.1.4 The Project Lead shall coordinate with APC/Schneider for new hardware registration and ensure warranty activation procedures have been performed before project completion. COR verification of this constitutes project is complete.
4.1.5 Contractor shall provide management, planning, risk identification with analyses;
responsible, accountable, consult and inform (RACI Matrix) reports will be developed by contractor for the customer prior to start date. Reports are to be designed to provide customer with all associated planning tasks, resourcing management, critical path identification, execution timelines, and status reports needed to make informed decisions within project life-cycle.
4.1.6 Contractor shall disconnect, remove existing APC 40kw and 80kw main Power Distribution Unit (PDU) plus associated hardware/cabling. Contractor shall acquire quantity two APC 60kw high density main power distribution units (HD PDU). New APC HD PDUs must be tied into existing emergency power off (EPO) switch.
4.1.7 Contractor shall remove existing sub-panel on wall for the existing cooling modules.
Contractor will acquire and install a new 100 Amp feed, all associated breakers, Square D Main Lug Only (MLO) 42 pole panel on wall. Acquire and install new 100 Amp feed from the UPS panel to the new 100 Amp, 42 pole sub-panel. Remove the twelve existing output feeds to the existing APC ACSC100 cooling modules and re-install them into the new panel. Centralize all ACSC100 cooling module feeds from all sub panels into the new 100 amp panel.
4.1.8 Contractor shall acquire and install two 20 Amp quad receptacles to be placed in the customer identified area. These circuits will also be added to the new 100 amp panel.
4.1.9 Contractor to acquire all required materials to install new power whips to the relocated cooling modules in their new locations.
4.1.10 Contractor shall disconnect, relocate and reconnect the Government’s existing APC RC100 model In-Row cooling modules.
4.1.11 Contractor shall provide labor and materials to perform a soft shut down of customers’ quantity four (4) existing APC RC100 In-Row cooling modules located in Data Center. The shutdown procedures shall adhere to APC/Schneider Electric approved procedures.
4.1.12 Contractor shall record operating data including: operating amperages, operating voltages, operating refrigerant pressures, operating refrigerant temperatures, entering chilled water temperature/pressure, and leaving chilled water temperature/pressure.
4.1.13 Contractor shall drain the condensation, supply and returns lines associated from the cooling environment and RC100 modules.
4.1.14 Contractor shall move RC100 cooling modules to the customer designated positions.
4.1.15 Contractor shall provide new APC authorized cross-linked polyethylene (PEX) supply and return lines to be installed under floor from the existing cooling distribution unit (CDU) to the cooling modules.
4.1.16 Contractor shall provide and install insulation on lines as needed, provide and install new condensate lines from the cooling units to the condensate pump located within 30 feet of the cooling units, provide and install new APC authorized PEX couplings as necessary for the cooling modules and cooling environment connections. The Contractor shall follow APC procedures to add chilled water / glycol to the existing chiller as needed and reinstall all four cooling modules. The Contractor shall pre-coordinate with the COR and customer prior to starting this task.
4.1.17 Contractor shall set up new RC100 cooling group configurations as required due to new physical arrangements of relocated modules and perform RC100 startup.
4.1.18 Contractor shall provide all materials to install new power whips to the relocated cooling modules in their new locations.
4.1.19 The Project Lead shall serve as a liaison between the COR, customer, APC Factory Electrical Contractor, the freight company, and APC certified service technician to ensure the successful and APC authorized completion of the project.
4.1.20 Contractor shall provide labor and all APC authorized associated materials to perform a soft shut down of customers’ existing APC 40kw and 80kw Main PDU located in customers’ Data Center. The shutdown procedures shall adhere to APC/Schneider Electric approved procedures. Further, shutdown will be performed as to only turn down ONE of the HD PDU’s at a time to allow the 744th Communication Squadron (744 CS) to maintain networking and communication operations for critical applications installed in the environment. Vendor shall be held liable for costs associated with repair/replacement of equipment or recovery of data in the event that a negligent practice results in loss of data or damage to equipment.
4.1.21 Contractor shall remove previously shut down APC 40kw and 80kw Main PDU, including associated cabling, rack mount PDU, and under floor whips located in customers’ Data Center. The removal procedures shall adhere to APC/Schneider Electric approved procedures. Removal of PDU’s shall be performed in a phases as to not interrupt customer’s operational capabilities.
4.1.22 Contractor shall furnish and install two, APC 60kw (HD PDUs) into Data Center.
Contractor shall use industry best practices, cabling standards for installation of under floor cable/whip management. The start-up procedures should adhere to APC/Schneider Electric approved procedures.
4.1.23 Contractor shall be responsible cleaning up their work areas for proper disposal of all fluids, cardboard, plastics, and cabling and / or hazardous materials associated with this SOW.
4.1.24 Contractor shall install 32 APC rack-mounted PDU’s. All whips will run under the raised floor using APC authorized products specifically for under floor usage. Contractor will label all cabling, under floor whips, PEX, PDU, rack mount PDU, breaker, panel, receptacle, cooling module, HD PDU and their corresponding breaker or part as well as originating port and terminating port. Labels will be affixed within 12” of each cable or tubing end.
4.1.25 The Government reserves the right to inspect or test services that have been tendered for acceptance. The Government shall require re-performance of any nonconforming services at no increase in contract price. If re-performance will not correct the performance issue or is not possible, the Government may seek an equitable price reduction or contractual processes will begin to terminate the contract.
4.1.26 The contractor shall provide a weekly written reports to show progress, discuss problems and their effects, and discuss any schedule slippage.
4.1.27 The contractor shall prepare written reports as critical issues arise that have a negative impact on performance as it relates to the Project Plan. Reports will eloaborate on the cause of the issue, recommended actions to mitigate the problem, and highlight the effect of the issues on schedule, cost and performance.
5.0 DELIVERABLE(S):
The Contractor shall provide deliverable(s) listed in Table 2 below, in a format mutually agreed upon by the Government and the Contractor to the COR. The Government will assume unlimited rights to all deliverables of this task order to include intellectual property rights

6.0 SECURITY INSTRUCTIONS:
6.1 Physical Security. The Contractor shall safeguard all Government property and controlled forms provided for Contractor use and adhere to the Government property requirements contained in this contract. At the end of each work day, all Government facilities, equipment and materials shall be secured.
6.2 Pass and Identification Items. Ensure the pass and identification items required for contract performance are obtained for its employees and non-Government owned vehicles prior to contract start date.
6.3 Retrieving Identification Media. Retrieve all identification media, including vehicle passes, when the contract expires or from employees who depart for any reason before the contract expires, e.g., terminated for cause, retirement, etc. The Contractor shall return the items to the COR within 3 business days after the occurrence of the previously listed events.
6.4 Traffic Laws. Ensure all Contractor employees comply with base traffic regulations.
6.5 Weapons, Firearms, and Ammunition. The Contractor shall not possess weapons, firearms, or ammunition, on themselves or within their Contractor-owned vehicle or privately-owned vehicle while on any installation or any office/working location covered under this contract.
6.6 For Official Use Only (FOUO). Comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting and safeguarding FOUO material.
6.7 Reporting Requirements. Report to an appropriate authority (i.e., CO, PM, COR) any information or circumstances which they are aware of that may pose a threat to the security of DoD personnel, Contractor personnel, resources and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.
6.8 Listing of Employees. The Contractor shall maintain a current listing of employees.7.0 ADMINISTRATION CONSIDERATIONS:
7.1 Place of Performance. The Contractor and work associated with this task shall be located at Building 1558, room 13 Alabama Avenue, Joint Base Andrews, Maryland, 20762.
7.2 Period of Performance. The period of performance for this effort is Award plus 60 days. The first 30 days for material acquisition and 30 days to complete the work.
7.3 Duty Hours. Normal duty hours are 0800-1700 (+/- 2 hours), Monday through Friday.
Flexible work hours shall be coordinated with the COR in advance and shall total 40 hours per week and not exceed 40 hours per week. Federal Holidays (as published by OPM) will be observed.
7.4 Base Shutdown/Inclement Weather. The Contractor will follow guidance of the installation containing their place of performance to determine reporting schedules whether due to a base closure or inclement weather.
