Statement of Work (SOW)
For
Data Center Power Project
744th Communications Squadron
1 September 2015 (Revised 10 Sept 15)
1.0 INTRODUCTION:
The 844th Communications Group (844 CG) is the network and telecommunication provider for the Air Force District Washington (AFDW), the Headquarters Air Force (HAF), and other agencies within a 300-mile radius of the Pentagon for military operations and missions. The 844 CG provides Information Technology (IT) and telecommunications operations, maintenance, and program management for Air Force assets in the National Capital Region (NCR). One of the core duties of the 844 CG is the operation and sustainment of a virtual computing environment. Planned equipment additions in the environment have generated a requirement to increase the amount of power available in each rack. Analysis of this requirement has prompted a full rebuild of the power infrastructure to the virtual computing environment which will also result in improved standardization of the power configuration. The virtualization of legacy equipment has provided the opportunity to reutilize existing in-row cooling units in the virtual computing area.
2.0 ADMINISTRATION AND MANAGEMENT:
2.1 The Contractor shall attend a kick off meeting specific to the contract requirement with the COR, the Contracting Officer (CO) and other Government personnel within five (5) business days of contract award. The Contractor shall provide concurrence with the date, time, and location for the meeting via email notification to the CO at least three (3) business days prior to the scheduled meeting.
2.2 The contractor shall provide corrective action plans, proposal submittals, and timely identification of issues to the COR within one business day of discovery.
2.3 Contractor shall provide management, planning, risk identification with analyses; responsible, accountable, consult and inform (RACI Matrix) reports will be developed by contractor for the customer prior to start date. Reports are to be designed to provide customer with all associated planning tasks, resourcing management, critical path identification, execution timelines, and status reports needed to make informed decisions within project life-cycle.
2.4 Contractor shall be responsible cleaning up their work areas for proper disposal of all fluids, cardboard, plastics, and cabling and / or hazardous materials associated with this SOW in accordance with the direction and approval of the Data Center Management Team.
2.5 The Contractor shall coordinate with APC/Schneider Electric for new hardware registration and ensure warranty activation procedures have been performed before project completion.
2.6 The Government reserves the right to inspect or test services that have been tendered for acceptance. The Government shall require re-performance of any nonconforming services at no increase in contract price. If re-performance will not correct the performance issue or is not possible, the Government may seek an equitable price reduction or contractual processes will begin to terminate the contract.
2.7 The contractor shall provide a weekly written report to the COR to show progress, discuss problems and their effects, and discuss any schedule slippage.
2.8 The contractor shall prepare written reports as critical issues arise that have a negative impact on performance as it relates to the Project Plan. Reports will elaborate on the cause of the issue, recommended actions to mitigate the problem, and highlight the effect of the issues on schedule, cost and performance.
3.0 CERTIFICATIONS:
The Contractor shall possess a current Maryland state Master Electrician’s certification, American Power Conversion (APC)certification which will be provided at time of proposal and maintain certifications throughout the life of the contract. Contractor must be an APC Elite Partner.
4.0 CONTRACT OBJECTIVES:
4.1 The Contractor shall procure all APC equipment as a bundled solution.
4.2 The Contractor shall use APC/Schneider Electric approved procedures for this project for warranty purposes.
4.3 Contractor shall submit a written project plan for customer review and analysis at time of proposal.
4.4 Contractor shall develop a detailed schematic (all cabling labeled point to point, type, amperage, voltage, “A” side, “B” side, etc.) for the final solution in Microsoft Visio which . Contractor will label all cabling, under floor whips, PEX, PDU, rack mount PDU, breaker, panel box, receptacle, cooling module, HD PDU and their corresponding breaker or part. The Contractor shall provide the same labeling information in the electronic drawings as is affixed to the cable. Any changes to the design made during installation will be captured on a final “As-Built” drawing that shall be delivered at project completion Microsoft Visio format. As agreed upon between the Contractor and the COR.
4.5 Contractor shall disconnect, remove existing APC 40kw (SCE UPS Storage Area/UPS 7) and two 80kw (Main Floor Row A/UPS 1 and SCE Row C/UPS 3) main Power Distribution Unit (PDU) plus associated hardware/cabling. Contractor shall procure two APC 60kw high density main power distribution units (HD PDU) and install (Schematic 1 = SCE Row C). New APC HD PDUs must be tied into existing emergency power off (EPO) switch. (Schematic 1)
4.6 Contractor shall remove existing sub-panel C on wall for the existing cooling modules. Contractor will acquire and install a new 100 Amp feed, all associated breakers, and a Square D Main Lug Only (MLO) 42 pole panel on wall (schematic 1 = Panel C).
4.7 The Contractor shall acquire and install a new100 Amp feed from the UPS panel (schematic 1 = PCCIE Battery UPS) to the new 100 Amp, 42 pole sub-panel (Panel C). Remove the twelve existing output feeds to the existing APC ACSC100 cooling modules (SCE Row A & B) and re-install them into the new panel (Panel C). Centralize all ACSC100 cooling module feeds from all sub panels (L1 & old panel C) into the new 100 amp panel (new panel C).
4.8 Contractor shall relocate the four (4) existing APC RC100 In-Row cooling modules on the main floor ‘Row A’ to the SCE ‘Row C’. (Schematic 1)
4.9 Contractor shall install new power whips for the relocated cooling modules (Section 4.5) to the new sub-panel (Schematic 1 = Panal C)
4.10 Contractor shall install new APC authorized cross-linked polyethylene (PEX) supply and return lines, underneath the floor, for the relocated cooling modules (ref 4.5/SCE Row C) to the cooling distribution unit (Schematic 1 = CDUs).
4.11 The Contractor shall attach a label to all electrical cables at each end within 12” from any plug or coupler denoting where the cables originate and are terminated so that should a cable ever be disconnected, the proper re-connection can be confidently accomplished
4.12 Shutdown will be performed as to only turn down ONE of the HD PDU’s at a time to allow the 744th CS to maintain networking and communication operations for critical applications installed in the environment.The Contractor will be held liable for costs associated with repair/replacement of equipment or recovery of data in the event that a negligent practice results in loss of data or damage to equipment.
4.13 Contractor shall remove the powered down APC 80kw PDUs (Row A & SCE) from objective 4.2, including associated cabling, rack mount PDU, and under floor whips located in customers’ Data Center. Removal of PDU’s shall be performed in phases as to not interrupt customer’s operational capabilities. The removal procedures shall adhere to APC approved procedures.
4.14 Contractor shall remove all whips from the APC 40kw PDU referenced in objective 4.5.
4.15 Contractor shall install 52 rack-mounted PDU’s. All whips will run under the raised floor using APC authorized products specifically for under floor usage.
4.15.1 Contractor shall procure and install thirty-six 30Amp PDUs in the rack locations as specified in Schematic 3.
4.15.2 Contractor shall procure and install eight 50Amp PDUs in the rack locations as specified in Schematic 3.
4.15.3 Contractor shall install Government furnished eight, 50Amp PDUs in the rack locations as specified in Schematic 3.
5.0 DELIVERABLES: The Contractor shall provide deliverables listed in Table 1 below, in a format mutually agreed upon by the Government and the Contractor to the COR. The Government will assume unlimited rights to all deliverables of this task order to include intellectual property rights.

6.0 SECURITY INSTRUCTIONS:
6.1 Physical Security. The Contractor shall safeguard all Government property and controlled forms provided for Contractor use and adhere to the Government property requirements contained in this contract. At the end of each work day, all Government facilities, equipment and materials shall be secured.
6.2 Pass and Identification Items. Ensure the pass and identification items required for contract performance are obtained for its employees and non-Government owned vehicles prior to contract start date.
6.3 Retrieving Identification Media. Retrieve all identification media, including vehicle passes, when the contract expires or from employees who depart for any reason before the contract expires, e.g., terminated for cause, retirement, etc. The Contractor shall return the items to the COR within 3 business days after the occurrence of the previously listed events.
6.4 Traffic Laws. Ensure all Contractor employees comply with base traffic regulations.
6.5 Weapons, Firearms, and Ammunition. The Contractor shall not possess weapons, firearms, or ammunition, on themselves or within their Contractor-owned vehicle or privately-owned vehicle while on any installation or any office/working location covered under this contract.
6.6 For Official Use Only (FOUO). Comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting and safeguarding FOUO material.
6.7 Reporting Requirements. Report to an appropriate authority (i.e., CO, PM, COR) any information or circumstances which they are aware of that may pose a threat to the security of DoD personnel, Contractor personnel, resources and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.
6.8 Listing of Employees. The Contractor shall maintain a current listing of employees.
7.0 ADMINISTRATION CONSIDERATIONS:
7.1 Place of Performance. The Contractor and work associated with this task shall be located at Building 1558, room 13 Alabama Avenue, Joint Base Andrews, Maryland, 20762.
7.2 Period of Performance. The period of performance for this effort is Award plus 60 days. The first 30 days for material acquisition and 30 days to complete the work.
7.3 Duty Hours. Normal duty hours are 0800-1700 (+/- 2 hours), Monday through Friday. Flexible work hours shall be coordinated with the COR in advance and shall total 40 hours per week and not exceed 40 hours per week. Federal Holidays (as published by OPM) will be observed.
7.4 Base Shutdown/Inclement Weather. The Contractor will follow guidance of the installation containing their place of performance to determine reporting schedules whether due to a base closure or inclement weather.
