About this file

This is a Performance Work Statement (PWS) for chemical fume hood diagnostics and repair services at the United States Air Force Academy (USAFA) Chemistry Department, dated Amendment 4, May 18, 2026.

The contractor must complete two primary tasks: (1) conduct diagnostics on 12 failed chemical fume hoods and provide a detailed report specifying required repairs and replacement parts, along with a quote for labor, repairs, and materials; and (2) repair up to 12 fume hoods as ordered by the Government following approval of the diagnostic report. All repaired fume hoods must pass airflow velocity certification testing at 80-100 CFM/ft² in accordance with ACGIH General Use Laboratory Hoods standards. The Government reserves the right to repair all, some, or none of the fume hoods depending on funding availability and fair and reasonable pricing determination. Performance thresholds specify that no more than two fume hood diagnoses require rework and no more than three fume hoods require recertification after initial testing by 10th MDG/BEE personnel. If any repaired hoods fail certification, the contractor must correct deficiencies at no additional cost. The contractor shall provide all resources including materials, personnel, supervision, equipment, and transportation. Work must be coordinated with the USAFA/DFCH point of contact Steve Wheeler (719-333-6116) during normal operating hours (6:30 AM to 5:00 PM Mountain Standard Time, Monday-Friday). The contractor must obtain base identification and vehicle passes, comply with USAFA security requirements and traffic regulations, report incidents to the COR and USAFA Safety Office, and provide after-hours contact information in the Emergency Mass Notification System.

1 Purpose

1.1 Introduction. This is a nonpersonal service contract to provide chemical fume hood Diagnostics and

Repairs at the United States Air Force Academy (USAFA). The Government shall not exercise any supervision over contractor personnel. Contractor personnel shall be accountable solely to the primary contractor who in turn is responsible to the Government.

1.2 Background. USAFA/DFCH has a total of 62 Fume Hoods, 12 of which have failed annual airflow velocity performance test conducted by 10th MDG Bio-Environmental Engineering (BEE) office on Aug

5, 2025. This has created a health and safety concern, due to the inability to safely remove gaseous products created from chemical reactions in laboratory experiments. As a result of the previously mentioned fume hoods failures, USAFA/DFCH requires the repair of up to 12 fume hoods, see Appendix

A. The guidance followed for testing repairs are directed by DAFMAN 48-146, the "Occupational Health

Program Management" and AFRL-SA-WP-TM-2020-001, the "Industrial Ventilation Technical Guide," the required performance specification is found in the manual "ACGIH General Use Laboratory Hoods for Industrial Ventilation," 25th Edition, Para. 10.35 “Laboratory Ventilation”, pg. 10-42. Figure VS-35-

01. The required specification for satisfactory operation is 80-100 CFM/ft^2.

1.2.1 The chemical fume hoods must pass the required airflow specification of 80-100 CFM/ft^2.

1.3 Scope of Services. The Contractor shall provide all resources (i.e. materials, personnel, supervision, equipment, facilities, transportation) necessary to perform the Gregory Hall Chemical Fume Hood

Diagnostics and Repairs in accordance with (IAW) this Performance Work Statement (PWS), unless otherwise identified as being provided by the Government.

1.4 Line of Demarcation. The building HVAC/exhaust system is excluded from this requirement. The contractor will not perform any repairs on the building HVAC/exhaust system. Similarly, the Building

Automation System (BAS) is separate from the fume hood systems, if the contractor requires access to the

BAS they must coordinate with the COR.

1.5 The contractor shall be responsible for accomplishing the following tasks:

1.5.1 Conduct diagnostics of each of the 12 fume hoods and provide in a detailed report that specifies the repairs and parts required for each fume hood to pass the airflow velocity certification test. See

Attachment 1 for the Detailed Diagnostic Report template.

1.5.2 Repair up to12 fume hoods. The repairs may be requested by the government after diagnostics report is completed and supplied to the Government. The Government reserves the right to repair all, some, or none of the fume hoods dependent on the availability of funds and repair pricing being determined fair and reasonable by the Contracting Officer.
