About this file
This document is a Request for Information (RFI) Responses for chemical fume hood repair services at Gregory Hall, U.S. Air Force Academy (USAFA), under solicitation number FA700026Q0026. This is a new requirement with no incumbent contractor. The work involves repairing and certifying 12 chemical fume hoods that failed testing on August 15, 2025, with specific failure reasons documented in Appendix B of the Performance Work Statement. The contractor must establish a new certification schedule and coordinate with 10 MDG/BEE (Air Force Bioenvironmental Engineering) for airflow verification testing.
Key operational requirements include: the contractor shall coordinate hood access with end users and provide all necessary resources (materials, personnel, supervision, equipment, facilities, and transportation) without government-furnished equipment or parts. Return visits are permissible if repairs require parts not immediately available or if additional adjustments are needed after initial testing. The Building Automation System is a Dazego Operating System; coordination with the Civil Engineering contractor is required. Testing and certification can occur in one visit with multiple days or across multiple visits, with 10 MDG/BEE availability dependent on their schedule. Civil Engineering personnel availability for on-site support during repairs and testing is schedule-dependent but may be arranged in advance with a contractor timeline. The government has verified that facility HVAC systems beyond the line of demarcation are operational with no obstructions, and no government-owned bench stock parts are available.

Gregory Hall Chemical Fume Hood Repair Request for Information Responses:
1. Is this a new or follow-on contract? If a follow-on, who is the incumbent and what is the contract #?
RESPONSE: This is a new requirement with no incumbent.
2. Are all units on the same test and certification schedule? If so, when is the certification to be completed by (what month or months)? Per the SOW, they were tested and failed in AUG 2025, is the Offeror able to establish a new cert schedule?
RESPONSE: Currently yes, and yes the contractor is able to establish a new certification schedule.
3. Will all units be available to be tested and certified in one visit (multiple days) or will the test and certification require multiple visits?
RESPONSE: Yes to both.
4. BEE Verification Testing Timing — Will 10th MDG/BEE be available on-site at the same day repairs are completed to conduct airflow verification? If a hood requires additional adjustment after initial testing, is the contractor expected to resolve that same day, or will a return visit be allowed?
RESPONSE: 10 MDG/BEE being on site is dependent on their schedule. The Government can schedule in advance if we have a timeline. It is preferred that the vendor perform additional adjustments after initial testing, on the same day however, a return visit may be allowed and scheduled.
5. Facilities / HVAC / BAS Support — Several hoods are failing for No or Low Air Flow, which could point to a building-side issue rather than the hood itself. Please confirm that Facilities and/or HVAC/BAS personnel will be on-site and available during both the repair work and BEE testing?
RESPONSE: The Government has verified that the HVAC system beyond the line of demarcation between the fume hoods and the facility HVAC system is operational with no obstructions. Civil Engineering personnel being on site during that time is dependent on their schedule. It may be possible to schedule in advance if we have a timeline.
Solicitation Number FA700026Q0026 Attachment 6
6. Parts Availability — If a repair requires parts not immediately on hand, what is the government's expectation? Is a return trip acceptable, or is the contractor expected to have all possible parts on-site day one?
RESPONSE: A return trip is possible.
7. GFE/GFP - We understand the USAFA does not provide any GFE/GFP, however, does USAFA maintain bench stock parts for the Chemical Fume Hoods in the event the Offeror does not have on hand at the time of testing and repair?
RESPONSE: No, there is no Government owned bench stock available. The Contractor shall provide all resources (i.e. materials, personnel, supervision, equipment, facilities, transportation) necessary to perform the Gregory Hall Fume Hood Repairs in accordance with the Performance
Work Statement.
8. Lab Access — Are all 12 hoods accessible on the scheduled repair day, or are any in active use by lab personnel that would require coordination?
RESPONSE: The contractor shall coordinate hood access with the end user.
9. What is the BAS for Gregory Hall?
RESPONSE: The Building Automation System is a Dazego Operating System. Coordination with CE Contractor required. The BAS does not see or track the Phoenix Valves on the Fume
Hoods.
10. When did the 12 hoods last get certified? Are you able to share the reports?
RESPONSE: The fume hoods failed in the 15 August 2025 report. The reason for failure of each hood is in Appendix B of Attachment 1-Performance Work Station.
11. Did internal staff (IH or EHS staff) perform the testing previously (AUG 2025) or was this via a contractor?
RESPONSE: Internal staff from 10 MDG/BEE performed the testing at the request of the end user.
