About this file

This is a federal contracting form—specifically, the Buy American–Balance of Payments Program Certificate (Basic) revised October 1, 2025, prescribed under Defense Federal Acquisition Regulation Supplement (DFARS) 252.225-7000.

The provision requires offerors to certify the country of origin and domestic content status of all end products subject to Buy American and Balance of Payments Program restrictions. Offerors must certify that each end product is either a domestic end product, a qualifying country end product, or other foreign end product, and identify the line item numbers accordingly. For non-COTS items with components of unknown origin, those components are presumed to be foreign-manufactured. For foreign end products that do not consist wholly or predominantly of iron or steel, offerors must indicate whether the products exceed 55 percent domestic content (or 65 percent for qualifying country end products), or select "no" if the percentage is unknown. Additionally, offerors must separately list line item numbers of domestic end products containing critical components or critical items as referenced in FAR 25.105. The Government will evaluate offers in accordance with Part 225 of the DFARS and will evaluate qualifying country end products without regard to Buy American statute or Balance of Payments Program restrictions. The form requires signature and date by an authorized company representative.
