INDUSTRY DAY
ROUND 2
QUESTIONS AND ANSWERS
QUESTION RESPONSE
According to the incumbent DOT number under the incumbent, DOT 3291307, DOT reporting indicates that during 2021, 4,368 miles were driven with 6 drivers. What was the reported miles during 2019, 2020,2022, and 2023 to date? Can the government provide historical mileage data for the past three years by month? How many miles on the base/flight line? How many for over the road?

This data is not recorded by the Government due to all fuel vehicles being contractor owned. The tracking of miles in not a requirement for this contract.
For reference: Contractor makes two round‐ trip fueling runs to Farish Recreation grounds located in Woodland Park, CO, per year (approx. 30 miles one way).
Fuel trucks make an estimated 2 round‐trips to Bullseye Airfield located in Ellicott, CO (approx.
30 miles one way), per year.
A real‐world emergency may require on‐base support.
Can the government confirm the fuel type. Is it just AVFuel or jet fuel as well?
AVGAS, Jet, GUM, and Diesel are the fuels utilized at USAFA.
Can the government provide historical daily demand data for fuel taskings for the past three years by daily tasking.
Fuel quantities are tracked, not the number of taskings. Approx. 10 to 30 aviation fueling/ground fuels are based on customer demand (self‐service) and flying schedules daily.
In the absence of an IGCE for labor, can the government provide all relevant historical data for each area of support, including the following:
a. Historical supply Issue and Receiving for the past three years (by month)
b. Historical munitions Issue and Receiving for the past three years (by month)
c. Number of disposal trips for the last three years (by month)
d. Number of transportation trips/dispatches for the last three years (by month), specifying the nature of the load (Passenger/Cargo)
e. Number of weapons Issue and Receiving for the past three years (by month)
The Government anticipates providing 12 months of historical data during normal operations. The last three years include limited operations due to COVID‐19 and the Presidential Executive Order and will not provide an accurate portrayal of operations.

B: Approx. 8 to 12 issues per month/Approx. 2 to 4 munitions received per year
C: Approx. 17 to 20 disposal runs per month
D. Contract does not involve the picking up/dropping off passengers. Contract does not require dispatch duties (no motor pool functions).
f. Types of weapons maintained and stored?
And how many of each?
g. Will the Service Provider be required to have a qualified armorer?
h. Is the inventory management system used government‐provided or contractor‐ provided? During the site visit, it was indicated that the contractor provided the inventory management system.
i. Historical data regarding ammo transport for the past three years
j. Historical data regarding ammo Issue and Receiving for the past three years (by month)
E&F. Considered CUI and will be published during solicitation with restricted access.
G. Armorer = Weapons Attendant. The weapons attendant maintains accountability, serviceability, and control of weapons. (They are not required to be armed.)
H. All inventory management systems are government‐provided.
I. Munitions is delivered on a case‐by‐case basis due to multiple drop‐off locations (approx. 4 per month ‐ see PWS for drop‐off locations.)
J. Approx. 4 Issues per month. Munitions are received during the fiscal year with approx. 5 deliveries.
Did the government, at any time, support the current incumbent by transferring government‐ owned equipment from any programs to SBA 8(a) firms?

Although noted in Appendix C of the Performance Work Statement (PWS), the government is required to provide available publications and forms listed as available at the start of the contract. Are these publications available through public sources that do not require a CAC card for review, thereby aiding our proposal response?
Release and distribution of T.O.s and other technical data is controlled to prevent unauthorized disclosure and will be available during solicitation. The following notices and warnings will be found on all preliminary and format T.O. title pages when required by the T.O. contents. Appendix E notes 25 computers. Will each computer be individually assigned?
Currently IT equipment is individually assigned.
GTAC tablets are all assigned to the munitions manager. One DLA provided laptop is issued to the Fuels manager
Appendix G states that two forklifts will be provided, and the contractor is responsible for all maintenance, repair, and fuel costs. Can the government provide an IGCE for this?
Current forklifts require no fuel (battery operated). If forklifts are required to be replaced, the contractor has the flexibility to purchase an approved forklift.
