ACQUISITION STRATEGY
OVERVIEW
This acquisition is for non-personal services to provide all personnel, equipment, tools, vehicles, supervision, and other items/services necessary to perform the base logistics support functions at the United States Air Force Academy (USAFA) in support of the 10th Logistics Readiness Squadron and Logistics Material Management Flight (10 LRS/LGRM). The Service Provider (SP) will provide supply and warehousing, munitions operations service, ground and aviation fueling/defueling, hazardous material management processes (HAZMAT), and mission readiness on the USAF Academy and supported local bases/units.

Competitive: Small Business Administration 8(a) Program
Contract Type: Firm Fixed Price
Contract PoP: 60-day Phase In, 10-month base period, four 12-month options and a 6-month extension of services
Estimated Contract Award Date: 25 Mar 24
Start Date: 1 Apr 24
Mission Essential: Yes. Historically, the entire PWS is mission essential.
ACQUISITION BACKGROUND AND OBJECTIVES

MARKET RESEARCH RESULTS
There are no known technology trends in the services offered that would impact the current acquisition
Respondents identified no terms and conditions not considered Industry commercial practice
Industry recommended 30-60 day phase in Insurance and Certifications: Due to the hazardous nature and environment concerns, the contractor would need to maintain HAZMAT and environmental remediation certifications and insurance, Pipeline and Hazardous Materials Safety Administration (PHMSA) registration/ compliance, liability, and worker's compensation insurance.
Licenses: Operating a heavy-duty vehicle requires specialized knowledge and Commercial Driver’s License (CDL) with HAZMAT endorsement.

EVALUATION CRITERIA
Technical Gate Phase In Plan to include approach to have fuel trucks DOT certified prior Phase In ending Recency – within 3 years and a minimum of 6 months experience Quality – ratings will be utilized from CPARS, past performance questionnaires, etc Relevancy – DoD and commercial experience. Present/past performance effort involved some/similar scope and magnitude of effort and complexities this solicitation requires.
Step 1: Evaluate Gate for technical to include the contractor’s plan to have a capital investment for fuel trucks by end of phase in and staffing plan.
If vendor’s plan is unacceptable, the contractor will not advance to step two evaluation level, except if minor changes are necessary.
Step 2: If contractor has acceptable plan for Gate, contractor will be evaluated simultaneously for past performance and price as specified using criteria in Section M and DoD Source Selection Plan.
Past Performance: Will be evaluated for Recency, Relevancy, Quality, and overall
Confidence rating. Definitions are IAW DoD Source Selection Procedure Guidebook.
Technical: Will be evaluated at Gate.
Price: Price analysis performed for balance, escalation, fair and reasonable. Basis for total evaluated price is the sum of phase in, base period, option periods, and 6-month extension.
