INDUSTRY DAY

15 June 2023

10th Logistics Readiness Squadron (LRS) provided a mission briefing and 10th Contracting

Squadron provided an acquisition briefing which have been posted on sam.gov. The briefings were followed by visits to the performance site areas to include warehouse, fuel stations, airfield, and munitions.

The warehouse included a tour of the MWR, temporary/courtesy storage, communications/ information technology area, overflow/pick up area, outside storage, wood building area, office area, DLA Disposition Service (DLA‐DS) or formerly known as Defense Reutilization Marketing

Office (DRMO), and all other warehouse areas. The requirement is a “cradle to grave” concept for warehouse/logistics support. The area will be undergoing renovation during the life of the contract in a phase approach so all performance can continue. Renovation will include an update to heating/HVAC system. The contract includes support to the recycle bins in the outside area and support for the outside storage area.

The warehouse includes storage for chemical, biological, radiological, and explosive (CBRE) training and real‐world items. There is a washroom for CBRE items, mobility equipment/bags, and a weapon storage clearing area in the warehouse.

The Government will provide a DLA fuel account number for all fuel purchases. DLA maintains all tanks, pumps, and infrastructure over pumps at the fuel station and airfield. The pumps will be changed over to digital. There are four gas and four diesel pumps at the airfield. The airfield holds 30K gallons in aviation and 15K gallons in jet fuel. The airfield services helicopter and over‐the‐wing fueling. Currently, the Government is looking for minimum sizes of the fuel trucks and anticipates the performance work statement will be updated.

Munitions Area: There are two administrative buildings which include IT and docking stations.

The PWS requires munitions delivery after hours. Contractor will need to provide all equipment to include a forklift to offload. The contractor will issue munitions to the customer. In addition, the contractor is responsible for all snow removal and weed control within the fenced area.

The Government will take care of the area outside the fenced area. No chemicals may be utilized since it is a wildlife protected land area.

QUESTIONS AND ANSWERS

QUESTION RESPONSE

Is the CO planning on sending the questionnaires on past performance?

Yes, past performance questionnaires will be part of the solicitation.

Are there parts of the contract requiring the Level 2 (CUI) Certification?

Follow‐up response: CUI Level 2 certification is not required. A potential vendor must be in PIEE/SPRS at the Basic level for NIST SP 800‐171 Assessment to receive CUI information during solicitation and sign a CUI nondisclosure agreement or during the life of the contract.

How often are deliveries done to support the other bases?

Deliveries are approximately twice per week.

Who is responsible for the purchase of the wood to build crates and shipping containers?

Contractor is responsible for purchasing wood

(pest free); Contractor needs to estimate price and include it in the proposal.

Is the equipment in the woodshop Government‐ owned?

Yes, the equipment in the woodshop is Government‐owned.

Will there be an ODC CLIN? No, there will not be a separate ODC CLIN.

Are the forklifts available for contractor use? There are two 1997 forklifts for contractor use;

however, the Government will not be replacing or repairing during the life of the contract. One forklift battery was replaced about 6‐8 months ago and another battery is on order.

Will there be a Government equipment list for contractor use?

Yes, a list of incidental Government property will be posted with the draft solicitation. The equipment is available for contractor use, but the Government will not replace or repair any equipment. Should equipment break or be damaged by the Contractor, the Contractor will be required to repair or replace the equipment.

Can any of the DLA‐DS items be utilized for contractor purpose?

Yes, any DLA‐DS item may be repurposed for contract use.

I see four fuel trucks here and two at the other location. How many fuel trucks are there currently?

There are six fuel trucks are owned by the contractor; however, the number may differ due to the size and type of fuel truck.

Do you use FMD? Yes, the Government uses Fuels Management Defense (FMD).

Is there a weight limit (RAM) on trucks?

No, there is no weight limit.

What are the hours of operation for the fuel stations?

7:00 am to 4:00 pm

Will there be a schedule provided for the airfield site?

The airfield schedule is provided when known, but there is a daily schedule with changes due to weather.

Are the contractors responsible for providing a vehicle to do the deliveries of ammunitions?

Yes, the contractor must provide a properly marked vehicle for deliveries. Deliveries will be made to local bases after hours.

Would the Government consider an equitable adjustment if price of lumber increases significantly?

A fixed price with economic price adjustment contract clause is anticipated.

Was the CBA included in the PWS? No, the Collective Bargaining Agreement (CBA) was not included in the PWS. The CBA will be part of the solicitation and the contract.

Will you be posting manning data, line items, etc.?

Workload estimates are provided in the PWS. If additional information is required, please let the Government know what additional information to propose in the solicitation.

Is the fuel technical gate only on base? No, the fuel technical gate is over the road and on the flightline.

How many CLINS are expected? Five (5) CLINS are anticipated for the base year.

Four (4) CLINS are anticipated for the option years. The CLIN structure may change.
