RE: Asbestos and Lead-Based Paint Testing Results Elevator Project United States Air Force Academy Colorado Springs, Colorado 80840 Empirical Project Number 351808

Dear Mr. Pasley:

The purpose of this report is to present the results of the Limited Asbestos Containing Material (ACM) Testing and Lead-Based Paint (LBP) Testing conducted by Empirical Environmental, LLC on February 19 and 20, 2018 in select areas in and around select elevators at the United States Air Force Academy (USAFA) in Colorado Springs, Colorado (subject site). This testing was performed in anticipation of renovation or replacement activities. Renovation activities were reported to include upgrading the control panels and replacement of two (2) elevators. Buildings included in this testing event were: Arnold Hall, Bldg. 2302; Sijan Hall, Bldg. 2348; Mitchell Hall, Bldg. 2350; Fairchild Hall, Bldg. 2354; CETF, Bldg. 2355; Vandenberg Hall, Bldg. 2360; and the Aeronautics Lab, Bldg. 2410. Some of the aforementioned buildings had elevators that were not included in the renovation/replacement activities and therefore, were not included in this testing event.

1.0 LIMITED ASBESTOS CONTAINING MATERIAL TESTING

The limited ACM testing included a visual inspection of suspected ACM in and around the select elevators, bulk sample collection of suspect ACM, and sample analysis of collected bulk samples.

This testing did not include materials that were not going to be impacted during renovation or replacement activities.

A visual survey and select bulk sample collection for suspected ACMs were performed by Mr. David Sealander, Colorado State Certified Asbestos Building Inspector (Certification Number 22165). A copy of Mr. Sealander’s certification is presented in Appendix A. Additionally, a copy of Empirical’s

Asbestos Firm certification is presented in Appendix A. A visual survey and limited sampling for suspect materials were completed on February 19 and 20, 2018. Sample nomenclature is as follows: WWWW-X-YY-ZZ where WWWW indicates the building number; X indicates the elevator number; YY indicates the homogenous area; and ZZ indicates the consecutive sample number.

Bulk samples were collected from select materials that were reportedly going to be impacted during renovation activities. These samples were submitted to EMSL Analytical, Inc. (EMSL) in Denver, Colorado for analysis of asbestos utilizing Polarized Light Microscopy (PLM). EMSL is an accredited laboratory for the analysis of bulk asbestos samples and is a member of the National Voluntary Laboratory Accreditation Program (NVLAP #200828-0). EMSL’s NVLAP certification is presented in Appendix A. The laboratory results are presented in Appendix B. This report is based on the bulk sample analysis results.

Suspect materials are considered positive for asbestos if the materials contain greater than 1% asbestos. As required by the U.S. Environmental Protection Agency’s (EPA’s) National Emissions Standards for Hazardous Air Pollutants (NESHAP) regulations, point counting analysis should be performed if the analyst detects asbestos in the sample and estimates the amount by visual estimation to be less than 10%, or the owner or operator of the building may either assume the amount to be greater than 1% and treat the material as ACM or require the verification of the amount by point counting.

This asbestos sampling event included areas that would be disturbed during renovation or replacement activities. Several areas that were to be impacted were composed of concrete or metal.

Building 2348, Sijan Hall In Bldg. 2348, the elevator control panels were located in a drywall system which consisted of texture, joint compound, tape and sheetrock. Three (3) samples of this drywall system were collected from the following locations: sample number 2348-1-01-01 was collected in the southeast corner of the recessed ceiling on the 6th floor; sample number 2348-1-01-11 was collected from the southwest corner in the ceiling recess on the 2nd floor; and sample number 2348-1-01-12 was collected from the northeast corner in the ceiling recess on the 3rd floor. These samples were reported as not containing asbestos. Black floor tile was reportedly to be disturbed and was sampled at the doorway of the storage room, east of Elevator 1, on the 6th floor, sample number 2348-1-02-02. This floor tile and mastic in this sample were reported as not containing asbestos. Two (2) samples were collected from the caulk at the control panels. Sample number 2348-3-04-04 was collected on the 1st floor and sample number 2348-2-04-05 was collected on the 6th floor. These samples were reported as not containing asbestos. One (1) sample of caulk was collected from the floor in the elevator cab by the north wall in Elevator 1, sample number

2348-1-03-03. This sample was reported as not containing asbestos. Site diagrams depicting the approximate sample locations are presented as Figures 2, 2A, and 2B in Appendix C.

Building 2350, Mitchell Hall Spray-on insulation was observed in the elevator control room for Elevators 4 and 5. It was unknown if this insulation would be disturbed, therefore it was sampled, sample number 2350-4- 06-07. This sample was reported as not containing asbestos. Site diagrams are presented as Figures 3, 3A, 3B, and 3C in Appendix C.

Building 2354, Fairchild Hall In Building 2354 the control panels were located in a drywall system, however it was reported that these panels were large enough so that the drywall would not be impacted during renovation activities. If the drywall is to be impacted, the drywall system should be tested or presumed to be

ACM.

White speckled floor tile was observed at the Handicap Lift. This floor tile was reportedly to be disturbed when this lift was removed. This floor tile and mastic were sampled, sample number 2354-HL-05-06. This sample was reported as not containing asbestos. A site diagram depicting the approximate sample location is presented in Appendix C, Figures 4A.

Building 2355, CETF The control panels at these elevators were in a drywall system that consisted of texture, joint compound, tape and sheetrock. Three (3) samples were collected from this drywall system at the following locations: sample number 2355-4-07-08 was collected from above the ceiling tile in the northeast corner; sample number 2355-2-07-09 was collected in the northwest corner above the ceiling tile; and sample number 2355-1-07-10 was collected from the northwest corner above the ceiling tile. These samples were reported as not containing asbestos. A site diagram depicting the approximate sample locations is presented in Appendix C, Figure 5A.

EMSL laboratory results and Chain of Custody are presented in Appendix B.

2.0 LIMITED LEAD-BASED PAINT TESTING

This limited lead-based paint (LBP) testing was performed on February 19 and 20, 2018 by Ms.

Sheila D. Sealander, (Colorado Lead Risk Assessor Certification number 8950). The Lead Risk Assessor’s certification and Empirical’s Firm certification are included in Appendix A. This testing was performed prior to renovation and replacement activities at select elevators. This testing was not intended to be a LBP Inspection or Risk Assessment as defined by the U.S. Department of Housing and Urban Development (HUD).

Testing was performed using a Niton XLi-702a Series Lead Analyzer (Serial Number 14719) that utilizes X-Ray Fluorescence (XRF) technology. The XRF’s testing mode was set at K & L Spectra Mode during this testing and the assay (source) date was February 1, 2015. This type of sampling is non-destructive. Empirical calibrated the XRF according to manufacturer’s directions prior to, during, and at the end of the testing. Substrate correction is not recommended for this XRF instrument. The Niton XRF does not have inconclusive readings or ranges, therefore paint chip sampling is not necessary.

Building 2302, Arnold Hall One (1) elevator was included in the project in Arnold Hall. Three (3) XRF readings were taken at this elevator; the elevator door, door jamb and wall on the Stage area. These XRF readings were below the EPA’s standard for lead-based paint of 1.0 milligram per square centimeter (mg/cm2) and would not be considered LBP.

The XRF readings and locations are enclosed in Table 1, Appendix C. A site diagram depicting the approximate XRF reading locations is presented as Figure 1 in Appendix D.

Building 2348, Sijan Hall Thirty-one XRF readings were taken at three (3) elevators in Sijan Hall.

Elevator 1 was reportedly to be replaced. Sixteen XRF readings were taken at Elevator

1. Thirteen of these XRF readings were below the 1.0 mg/cm2 and would not be considered LBP. Three (3) XRF readings at Elevator 1 were above 1.0 mg/cm2 and would be considered LBP. These readings were on C Chanel and Rails in the elevator shaft and inside the elevator cab on the floor. Six (6) XRF readings were taken in the elevator control room for Elevator 1. These readings were below the 1.0 mg/cm2 and would not be considered LBP.

Three (3) XRF readings were taken on surfaces by Elevator 2. These readings were below 1.0 mg/cm2 and would not be considered LBP.

Six (6) XRF readings were collected on surfaces by Elevator 3 and in the elevator control room. These readings were below the 1.0 mg/cm2 and would not be considered LBP.

Figures depicting the approximate locations of the XRF readings are presented in Figures 2A and 2B in Appendix D.

Building 2350, Mitchell Hall Eight (8) elevators were included in this testing event in Mitchell Hall. Thirty-eight XRF readings were taken on these elevators.

Four (4) XRF readings were taken at Elevator 1 and its control room. These readings were below the 1.0 mg/cm2 and would not be considered LBP.

Four (4) XRF readings were taken at Elevator 3. Three (3) of these readings were below

1.0 mg/cm2 and would not be considered LBP. One (1) XRF reading was above 1.0 mg/cm2 and would be considered LBP. This reading was located on the door jamb on the first floor.

Three (3) readings were taken on Elevator 4 and the control room. These readings were below the 1.0 mg/cm2 and would not be considered LBP.

Elevator 7 was reportedly going to be replaced. Seventeen XRF readings were taken at this elevator and its control room. Fifteen of these XRF readings were below the 1.0 mg/cm2 and would not be considered LBP. Two (2) XRF readings were above 1.0 mg/cm2 and would be considered LBP. These XRF readings were on the rails in the elevator shaft.

Five (5) XRF readings were taken at Elevator 8. These readings were below the 1.0 mg/cm2 and would not be considered LBP.

Two (2) XRF readings were taken at Elevator 9. These readings were below the 1.0 mg/cm2 and would not be considered LBP.

Three (3) XRF readings were taken at Elevator 10. These readings were below the 1.0 mg/cm2 and would not be considered LBP.

Figures depicting the approximate locations of the XRF readings are presented in Figures 3A, 3B, and 3C in Appendix D.

Building 2354, Fairchild Hall Six (6) elevators in Fairchild Hall were included in this testing event. Four (4) of these elevators were in pairs, Elevators F5A and B and Elevators J9A and B.

One (1) XRF reading was taken on the Handicap Lift. This reading was below the 1.0 mg/cm2 and would not be considered LBP.

One (1) XRF reading was taken between the elevators F5A and F5B. This reading was below the 1.0 mg/cm2 and would not be considered LBP.

One (1) XRF reading was taken between the elevators J9A and J9B. This reading was below the 1.0 mg/cm2 and would not be considered LBP.

Two (2) XRF readings were taken on Elevator L10A. These readings were below the 1.0 mg/cm2 and would not be considered LBP.

Building 2355, CETF Four (4) elevators were included in this testing in CETF. Six (6) XRF readings were taken at elevators in this building.

Three (3) XRF readings were taken at Elevator 1. These readings were below the 1.0 mg/cm2 and would not be considered LBP.

One (1) XRF reading was taken at Elevator 2. This reading was below the 1.0 mg/cm2 and would not be considered LBP.

One (1) XRF reading was taken at Elevator 3. This reading was below the 1.0 mg/cm2 and would not be considered LBP.

One (1) XRF reading was taken at Elevator 4. This reading was below the 1.0 mg/cm2 and would not be considered LBP.

Building 2360, Vandenberg Hall Five (5) elevators were included in Vandenberg Hall during this testing event. Eight (8) XRF readings were taken at the elevators in this building.

Elevator 3 did not have testing performed. The materials appeared to be homogeneous with other elevators in the building.

Four (4) XRF readings were taken at Elevator 4. These readings were below the 1.0 mg/cm2 and would not be considered LBP.

One (1) XRF reading was taken on the wall composed of ceramic bricks by Elevator 5.

This XRF reading was above 1.0 mg/cm2 and would be considered LBP.

One (1) XRF reading was taken at Elevator 8. This reading was below the 1.0 mg/cm2 and would not be considered LBP.

Two (2) XRF readings were taken at Elevator 12. These readings were below the 1.0 mg/cm2 and would not be considered LBP.

Building 2410, Aeronautics Lab One (1) elevator was tested in the Aeronautics Lab. Four (4) XRF readings were taken at this elevator and in the elevator control room. These readings were below the 1.0 mg/cm2 and would not be considered LBP. A figure depicting the approximate locations of the XRF readings is presented in Appendix D, Figure 7.

The XRF readings and locations are enclosed in Table 1, Appendix C.

3.0 CONCLUSIONS AND RECOMMENDATIONS

Upon completion of the limited ACM testing and review of the sample results, asbestos containing materials were not reported in the samples collected in the renovation areas for the elevator project. XRF readings indicate LBP was detected on the rails in the elevator shafts of Elevator 1 in Bldg. 2348 and Elevator 7 in Building 2350, the C Chanel and floor in Elevator 1 in Bldg. 2348, Colorado Springs, CO February 26, 2018

Empirical Environmental, LLC 7 and the ceramic wall brick by Elevator 5 in 2360. The following table summarizes the testing performed for this event.

If LBP will be impacted during renovations the contractor will need to comply with the Occupational Safety and Health Administration’s (OSHA’s) Regulation 1926.62. Additionally, if components with LBP are removed and disposed of at a landfill, they will need to be tested and analyzed to ascertain

Empirical Environmental, LLC 8 if they are hazardous waste using the Toxicity Characteristic Leaching Procedure (TCLP). If the components are to be recycled, a letter should be provided to USAFA from the recycler stating they understand the components have LBP and they will handle them in accordance with Federal, state and local regulations.

4.0 LIMITATIONS

Empirical has performed limited ACM and LBP testing on the materials that were reportedly going to be impacted during renovation or replacement activities for select elevators at the USAFA in Colorado Springs, Colorado. Empirical used analytical results to assess whether ACMs were present in the samples and XRF results to determine if the paint was LBP. This limited testing is not a guarantee that ACMs or LBP are limited to those areas where identified in this report. Other sampling data at a different time or location may provide different results. The limitations of this limited testing should be recognized as conclusions are formulated on the environmental risks associated with this property. Empirical does not warrant the work of regulatory agencies or other third parties supplying information which may have been used during the preparation of this report.

This limited ACM and LBP testing report was prepared for the exclusive use of Schendt Engineering Corp. for specific application to the subject property. No warranties, either expressed or implied, are made or intended. The material contained herein shall not, in whole or in part, be disseminated or conveyed to any other party or be used or relied upon by any other party without Empirical’s written consent. In the event that any changes in the nature or location of suspected ACM or LBP as outlined in this report are observed, the conclusion and recommendations contained in this report shall not be valid unless these changes are reviewed and the opinions of this report are modified or verified in writing by Empirical.
