SECTION 00 21 50 – INSTRUCTIONS FOR PROVIDER TO PROCURE RELATED WORK
PART 1 GENERAL
A. Provider shall procure other trades to perform all required elevator related work to complete project in full compliance with all applicable codes and guidelines as specified within the bid package.
PART 2 FIRE SPRINKLERS
2.01 GENERAL
A. No Fire Sprinkler systems shall be modified as part of this project.
B. If Contractor, or any sub-contractor working under the direction of the Contractor, damages any portion of a Fire Sprinkler system while conducting work deemed to be in-scope and covered within the work specified in the Contract Documents, Contractor shall repair any/all related damage from said damage to the Fire Sprinkler system to like-new condition.
PART 3 REFERENCE RELATED WORK REQUIREMENTS
A. To discover and resolve conflicts, or lack of definition which may create problems, Contractor must review the following Reference list of common Related Work requirements. List is provided as Reference only in an attempt to provide clarity. Contractor shall follow applicable codes and standards.
1. Hoistway and Pit:
a. Bevel cants not less than 75° from the horizontal on any rear or side wall ledges and beams that project or recess 4" or more into the hoistway. Not required on hoistway divider beams.
b. Where applicable, installation of guide rail bracket supports in concrete. Inserts or embeds, if used, will be furnished under this Section.
c. Wall block-outs and fire rated closure for control and signal fixture boxes which penetrate walls.
d. Cutting and patching walls and floors.
e. Structural slab, concrete wall pockets and/or structural steel beams for support of hoist machine, rope sheaves, and dead-end hitch beams. Support deflection shall not exceed 1/1666 of span under static load. Concrete or structural steel machine hold down means for hoist machine mounted offset from hoistway or below lowest landing.
f. Erect front hoistway wall after elevator entrances are installed.
g. Grout floor up to hoistway sills and around hoistway entrances.
h. Lockable, self-closing, fire-rated pit door where existing does not comply.
i. Pit access ladder for each elevator where existing does not comply.
j. Structural support at pit floor for buffer impact loads, guide rail loads.
k. Protect open hoistways and entrances during construction per OSHA
Regulations.
l. Protect car enclosure, hoistway entrance assemblies, and special metal finishes from damage.
m. Seal fireproofing to prevent flaking where applicable.

n. Partition between machine room and hoistway where hoist machine is mounted offset from hoistway.
2. Machine Room and Machinery Spaces:
a. Self-closing and locking access door where existing does not comply.
b. Class “ABC” fire extinguisher in each elevator machine room.
c. Seal fireproofing to prevent flaking where applicable.
d. No Fire sprinkler work shall be part of this Specification or Project.
3. Electrical Service, Conductors and Devices:
a. Grounding: Grounding shall be supplied from the elevator main line disconnect and controller to the MCC and building ground. NEC Article 250.
b. Shunt Trip Circuit Breaker Required When Sprinklers are Present: Electric contractor shall provide a shunt trip circuit breaker for the elevator main line power to remove power from elevator controls before any sprinkler is activated in the elevator machine room and hoistway overhead. The shunt trip circuit breaker shall be installed in the elevator machine room. ASME A17.1
c. Electrical Component NEC Clearances: Clearances around all electrical equipment in the elevator machine room shall comply with NEC 110-26 electrical clearances requirements. The electrician’s work and equipment placement shall be coordinated with the elevator contractor’s equipment placement. NEC 620.5
d. GFI Receptacles: GFI receptacles shall be required in all elevator machine rooms, machinery spaces and elevator pit areas. ASME A17.1 NEC, 620.23(C) & 620.24(C).
e. Lighting Required in Elevator Machine rooms: Four foot, 2-tube, T8, guarded fluorescent light fixtures, or equivalent, shall be provided in elevator machine rooms. Lighting shall be adequate to work on all equipment without shadowing.

f. Light Switch Required in Elevator Machine Rooms: Light switches shall be required in all elevator machine rooms adjacent to the jamb side of the machine room entry door. NEC 620.23, ASME A17.1
g. Light Switch Required in Elevator Pits: The switch shall be a minimum of 18 inches above the elevator lowest landing doorsill and adjacent to (not behind) the pit access ladder. NEC 620.24(D), ASME A17.1
h. Two (2) Separate Circuits for Elevator Pit: The elevator pit shall have a separate branch circuit supplying pit lighting and receptacles and another for the pit sump pump. NEC, 620-24
i. Elevator Pits: Shall have wiring identified for use in wet locations in accordance with the requirements in NFPA 70.
j. When sprinklers are provided in the hoistway, all electrical equipment, located less than 4'-0" above the pit floor shall be identified for use in wet locations.
k. Lighting Required in Elevator Pits: Four foot, 2-tube, T8, guarded fluorescent light fixtures, or equivalent, shall be required in all elevator pits. The location shall be determined after coordination with the elevator contractor so that the light fixture is located out of the way of all elevator equipment. ASME A17.1
l. Pit Sump Pumps: Simplex receptacles for Sump Pumps, non-GFI, on a designated circuit shall be required in both elevator pits.
m. Telephone Line, or data cable if applicable, each individual elevator control panel in elevator machine room for Two-Way Communication Device.
n. Fire alarm initiating devices in each elevator lobby, for each group of elevators or single elevator and each machine room to initiate firefighters’ return feature.
See Section 2.01 Below.
o. Main Line Breaker or Disconnect (lockable, fused or breaker, a listed device):
Shall be supplied in all elevator machine rooms in sight of elevator motor and controller and adjacent to machine room entry door, one disconnect required for each elevator. A label on the disconnect is required stating location of overcurrent protection device. NEC 620-51.

p. Freight Elevator Power Door Controller: Breaker or Disconnect (lockable, fused or breaker, a listed device): Shall be supplied in all elevator machine rooms in sight of Power Door Controller and adjacent to machine room entry door, one disconnect required for each Door Controller. A label on the disconnect is required stating location of overcurrent protection device. NEC 620-51.
q. Rope Gripper/Rope Brake Disconnect: Shall be fused/breaker and lockable and shall be supplied for each Rope Gripper/Brake in each elevator machine rooms.
A label stating the location of the supply side overcurrent protection device is required on the disconnect. NEC 620.22(A) & 620.51(D).
r. Hydraulic Elevator PowerVator Requirement: Main Line Disconnect Auxiliary Contact for Emergency Battery Lowering Operation, PowerVator: This item is supplied by the electric contractor within the main line disconnect: If an emergency lowering system is utilized on a hydraulic elevator, there shall be an auxiliary contact associated with the main line disconnect that is in compliance with the 2002 NEC Section 620-91 (C).
s. Car Lighting Disconnect: A separate branch circuit shall supply the car lights, receptacle(s), auxiliary lighting power source, and ventilation on each elevator car. It shall be fused/breaker and lockable and shall be supplied in all elevator machine rooms. One disconnect required for each elevator. A label stating the location of the supply side overcurrent protection device is required on the disconnect. NEC 620.22(A) & 620.51(D).
PART 4 RELATED WORK IDENTIFIED
4.01 GENERAL
A. The following Related Work has been identified but is not intended to be exclusive.
Contractor shall comply with all applicable codes and standards. Contractor shall review and evaluate existing conditions during the scheduled pre-bid walk-through and Contractor’s proposal shall be inclusive assuring project meets all applicable codes and standards.

PART 1 - NON-PROPRIETARY EQUIPMENT DESIGN
1.01 NON-PROPRIETARY EQUIPMENT AFFIDAVIT
A. Provider hereby acknowledges the below Affidavit and agrees to fully comply with said Affidavit
The USAFA Sustain/Repair Elevators project requires the Vertical Transportation Equipment proposed and installed to be Non-Proprietary. “Non-Proprietary” shall be defined as below and shall comply with recognized and accepted standards, external to the Vertical Transportation Industry, for Universal Maintainability / Serviceability by any Qualified Elevator Contractor. “Qualified Elevator Contractor” shall be defined as an Elevator Contractor holding, in Good Standing, any/all required license(s), certificate(s), and/or permit(s) as required by the Authority Having Jurisdiction (AHJ) in the locale this agreement is subject to.
“Generally Available” shall be deemed to be available in the open market requiring no unique licensing, union association, or OEM affiliation.
i. Packaged Equipment, Assemblies, and Components must be generally available for purchase by any Qualified Elevator Contractor.
ii. “Spare Parts” shall be deemed to include any/all individual Parts, Harnesses, Assemblies, Sub-Assemblies or Components which are generally recognized in the
Vertical Transportation Industry as Field Replaceable. Any/all Spare Parts, Replacement Parts, Replaceable Parts, and/or Serviceable Parts, including computer “Code”, “Logic”, “Software”, must be generally available to any Qualified Purchaser and pricing shall be based upon a Published Price List which is readily available for review.
iii. Any/all Diagnostic, Service, Maintenance, Adjustment, or Troubleshooting “Equipment”, “Tool”, “Computer”, “Handheld Device”, “Software”, “Interface”, or “Application” shall be generally available for purchase and/or rental by any Qualified Elevator Contractor.
Such tools shall provide the Qualified Elevator Contractor access to any/all parameters, codes, settings, and levels of adjustment necessary for proper servicing, maintenance, repair and adjusting of the equipment. Any such device provided, purchased, or rented under this agreement shall not be subject to any form, or level, of “expiring”, or “degradation” due to time, duration, or usage which would prohibit the expected utilization of the device.
iv. Any/all documentation such as Manuals, Circuit Diagrams, “Prints”, Engineering
Drawings, Electrical Drawings, Adjusting Guides, Troubleshooting Guides, Test/Commissioning Procedures, Software Installation/Commissioning/Replacement, and Parts Lists/Catalogs with Replacement Parts Cross-References shall be Provided with the equipment at the time of installation, or generally available upon request by the
Qualified Elevator Contractor. If requested, replacement documentation shall be generally available to a Qualified Elevator Contractor at reasonable, appropriate, and published price.
v. If necessary, training, technical support, and/or engineering assistance shall be generally available to any Qualified Elevator Contractor for the Installation, Adjustment, NON-PROPRIETARY EQUIPMENT 00 23 00 - 2
Maintenance, Repair, and Troubleshooting of any/all Equipment, Assemblies, and Components sold and installed under the terms of this agreement. Based upon similar industry standards, training fees shall be reasonable, appropriate, and published.
vi. Technical Support should be generally available to any Qualified Elevator Contractor.
The Equipment Manufacturer shall provide a published Technical Support telephone number, web portal, or online chat portal available to the Qualified Elevator Contractor during normal business hours within North America; not subject to a specific time zone.

1.3 CONTRACT
A. Project will be constructed under a general construction contract.
1.4 WORK SEQUENCE
A. The work shall be conducted in multiple phases to minimize disruption to the users.
1. The project shall be substantially complete and ready for occupancy within 2 years of the Notice to Proceed.

1.5 USE OF PREMISES
A. General: Contractor shall have limited use of premises for construction operations as indicated on Drawings by the Contract limits.
B. Use of Site: Limit use of premises to work in areas indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated.
1. USAFA Occupancy: Allow for USAFA occupancy of Project site.
2. Driveways and Entrances: Keep driveways, loading areas, and entrances serving premises clear and available to USAFA, USAFA employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.
a. Schedule deliveries to minimize use of driveways and entrances.
b. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.
3. Limit construction operations to those methods and procedures which will not adversely and unduly affect the working environment of the Owner's occupied spaces, including noise, dust, odors, air pollution, ambient discomfort, poor lighting, hazards and other undesirable effects and conditions.
4. Disruptive operations: Noisy and disruptive operations (such as use of jack hammers and other noisy equipment) shall not be allowed at times that will disrupt the Government’s existing operations.
a. Schedule and coordinate such operations with Contracting Officer/Contracting Officer’s Representative (CO/COR).
b. Upon notification from CO/COR, cease operations which are, in the opinion of the CO/COR, disruptive to operations. Schedule such operations as described above.
5. Power Outages: Do not interrupt power, lighting, plumbing, telephone and HVAC services to occupied areas. Coordinate and schedule any required utility outages with the CO/COR at least 30 days in advance of the outage; have Government's approval.
6. Use of Existing Building: Maintain existing building in a weathertight condition throughout construction period. Repair damage caused by construction operations. Protect building and its occupants during construction period.
1.6 USAFA OCCUPANCY REQUIREMENTS
A. Occupancy: USAFA personnel will occupy the premises during entire construction period, with the exception of areas under construction. Cooperate with Government during construction operations to minimize conflicts and facilitate usage. Perform the Work so as not to interfere with Government’s operations. Maintain existing exits, unless otherwise indicated.
1. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from CO/COR.
B. Occupancy of Completed Areas of Construction: The Government reserves the right to occupy and to place and install equipment in completed areas of building, before Substantial Completion, provided such occupancy does not interfere with completion of the Work. Such placement of equipment and partial occupancy shall not constitute acceptance of the total Work.

1. The CO/COR will prepare a Notice of Substantial Completion for each specific portion of the Work to be occupied before total project completion.
2. Obtain a Certificate of Occupancy from CO/COR.
3. Before partial occupancy, mechanical and electrical systems shall be fully operational, and required tests and inspections shall be successfully completed. On occupancy, Government will operate and maintain mechanical and electrical systems serving occupied portions of building.
4. On occupancy, Government will assume responsibility for maintenance and custodial service for occupied portions of building.
1.7 WORK UNDER OTHER CONTRACTS
A. General: Cooperate fully with Government and separate contractors so work on those contracts may be carried out smoothly, without interfering with or delaying work under this Contract.

2. Agenda: Prepare the meeting agenda. Distribute the agenda to all invited attendees.
3. Minutes: Record significant discussions and agreements achieved. Distribute the meeting minutes to everyone concerned, including CO/COR and user, within 3 days of the meeting.
B. Pre-construction Conference: Schedule a pre-construction conference before starting construction, at a time convenient to CO/COR and user, but no later than 15 days after execution of the Agreement. Hold the conference at Project site or another convenient location.
Conduct the meeting to review responsibilities and personnel assignments.
1. Attendees: Authorized representatives of Government, user and their consultants;

A. General: At Contractor's written request, copies of construction document CAD files may be provided to Contractor for Contractor's use in connection with Project, subject to the following conditions:
1. Limited to drawings that already exist.
2. Used by Contractor as background information only.
3. Contractor includes a statement absolving the Designer of Record of all liability in connection with the use of said CAD drawing. This statement shall be included on all published drawings that include elements from the copied CAD files.
4. The Government will not be held responsible for delays in Contractor’s submittals as a result of delivery or non-delivery of any CAD file.
B. Coordination: Coordinate preparation and processing of submittals with performance of construction activities.
1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.
