TASK ORDER 0004 WORK STATEMENT

ENGINEERING ANALYSIS ACTIVITIES IN AGING STRUCTURES:

KC-135 Teardown Analysis Program Assets Storage

1.0 BACKGROUND AND INTRODUCTION

1.1 Summary. The Center for Aircraft Structural Life Extension (CAStLE) at the United States Air Force Academy requires contractor support for the transportation and storage of the structural assets resulting from a destructive teardown of two KC-135R aircraft, serial number (SN) 63-8886 and SN 60-0319, and two KC-135E aircraft, SN 57-1505 and SN 57-1465.

1.2 Background. The KC-135 Teardown Analysis Program began in 2006 and includes detailed destructive teardown analysis of four KC-135 aircraft. Analyses of three of these aircraft were executed under a previous government contract and analysis of the fourth is on-going under a government contract. The structural assets include those structural elements that were subjects of the teardown analysis program and structural elements which were not subjects of the teardown analysis program otherwise referred to as residual structure. Teardown analysis program subjects include; disassembled parts which have had coatings removed via CAStLE Protocol 5 processes, and have been inspected via CAStLE Protocol 7 processes; and root cause analysis specimens and parts which have been analyzed via CAStLE Protocol 8 processes; and fuselage lap-joint parts which had been analyzed via CAStLE Protocol 6 processes. Storage of structural assets and residual structure from all four aircraft is currently contracted by the government through 29 February 2016.

Teardown analysis program subjects are tracked during the current storage contract in the Teardown Data Management System (TDMS) per Protocol 1 and are typically crated together by Teardown section (TS). TS are as described in CAStLE Protocols 3 and 4. Residual structure is currently grouped in storage by lots. Lots are large structural elements which represent how the aircraft was originally cut apart. Lots are as described in CAStLE Protocol 3. Currently, approximately 8,100 square feet per teardown aircraft is allocated for storage. The storage arrangements for a typical teardown aircraft in the current government storage are to have teardown analysis program subjects stored in crates by TS. Depending upon the size of the TS some crates have more than one TS combined within. TS crates are typically 4 foot cubes with the TS of each aircraft requiring between 130 and 160 total crates. Residual structure is group by lots on pallets that are up to 12 feet by 12 feet in floor area with residual structural elements being stacked up to 8 feet high. Most aircraft have 42 total lots but here again; lots are often combined on pallets depending upon the amount of residual structure remaining after all program TS have been removed. Each aircraft has 25 to 30 such pallets. Floor space is left around both crates and pallets to permit easy access.

1.3 Basic Contract. This Work Statement describes only specific tasks and objectives applicable to this effort. The terms and conditions of the basic contract apply. Definitions of terms specific to this document or to the Aging Structures program can be found in the basic contract. Where specific tasks, terms, or conditions in this Task Order Work Statement and basic contract/contract clauses conflict, the basic contract governs.

1.4 Period of Performance. The desired period of performance is 29 February 2016 to 28 February 2017.

2.0 DESCRIPTION OF SUB-TASKS

2.1 Sub-Task 1: Transportation. The Contractor shall transport the KC-135 teardown program assets from government storage in Ste. Genevieve, Missouri to the contractor’s storage site.

FA7000-15-R-0002

Section L, Attachment 6.d.

2.2 Sub-Task 2: Storage. The Contractor shall store the identified KC-135 aircraft teardown analysis program assets for the duration of the period of performance. Subjects shall continue to be tracked in TDMS. Assets (residual structure) that are not tracked in TDMS shall maintain their grouping by lot to make easier the process of finding a particular location of interest. Storage will provide for asset protection (reference paragraph 2.2.1) and retrieval (reference paragraph 2.2.2).

2.2.1 Asset Protection. Storage shall be of a level appropriate for the type of items requiring storage. Residual structure and crated parts shall be stored in a clean and dry facility that protects the assets from mechanical, environmental, and atmospheric damage. In all cases, storage shall be secure and access to the assets shall only be granted to KC-135 teardown program participants.

2.2.2 Asset Retrieval. The Contractor shall maintain availability of assets so that they may be retrieved upon request should further analysis be required. Assets shall be located and mapped in the storage location such that identification and retrieval of a particular part takes no longer than 4 hours. Asset retrieval will be described, directed and funded in a future task order, if required.

3.0 GOVERNMENT FURNISHED PROPERTY

The four aircraft teardown analysis program structural assets, both residual structure and subjects, resulting from the destructive teardown of the four KC-135 aircraft, SNs 63-8886, 60-0319, 57- 1505, and 57-1465 are the only Government-Furnished Property (GFP) for this effort.

4.0 REQUIRED SUPPORT

The Contractor shall describe the need for the use of each category of support to meet the Task requirements. Proposed costs should be included in the accompanying cost/price proposal (solicitation

Attachment 3d).

4.1 Travel. The Government does not anticipate travel costs to be associated with this Task Order.

4.2 Transportation. The offeror will propose transportation costs appropriate to the Work Statement requirements.

4.3 Storage. Storage will be required in support of this Task Order. The offeror will propose storage costs appropriate to the Work Statement requirements.

4.4 Materials and Other Direct Costs. The offeror will propose material costs appropriate to the Work

Statement requirements. Provide necessary quantities and types of material proposed, as well as the purpose of each item and its sub-task association.
