Consolidated Q & A RFP
18 February 2015 The following are questions, comments, and responses in response to RFP FA7000-15-R-0002:
1. The 2/13/2015 Government revision to Section M is noted, however, we request further clarification as to how the Government will evaluate contractor Past Performance, specifically with regard to arriving at an overall Relevancy rating for all Past Performance via the individual Past Performance items submitted?
1) Section M, paragraph M002-c.1.iii is very clear in how relevancy ratings are assigned to the individual, "single source" Past Performance items.
2) However, M002-c.1.ii and Table 4, and later paragraph M002-c.2, do still seem to imply that the Government expects to arrive at a single, overall Relevancy rating for all contractor Past Performance. It is not clear how that overall, or aggregate, Relevancy rating will be derived from the individual item ratings. Will the Government follow some quantitative process, or is this primarily an informed judgment of the evaluators? To offer an example, which of the following would result in a superior Past Performance Relevancy rating:
a) Contractor submittal of a single item that is fully Relevant, i.e. relates to 4 up to 8 of the TO tasks, or
b) Contractor submittal of four different items that are each Somewhat Relevant per M002-c.1.iii.?
RESPONSE: There is no language in Section M of the RFP which states the Government will arrive at a single overall Relevancy rating for all contractor past performance. Relevancy will be rated according to the definitions in Section M, Table 4, and the paragraphs immediately following on page 12.
2. In the case where a team member is using a task order where they are currently a subcontractor to the incumbent as a past performance contract, can that team member’s point of contact for the questionnaire be the Government customer in lieu of the prime contractor.
RESPONSE: FAR 9.505-3 does not apply to the referenced situation. Yes, if the work performed by the team member is readily identifiable by the Government customer.
3. Ref. para C (b) Past Performance Factor, page 12 of 16, Attachment 9 with regard to Task Order 3. This Past Performance factor references para 2.1thru 2.2.7, however, Task Order 3 stops at 2.1.8.
RESPONSE: Should read paragraphs 2.1 - 2.1.8.
