Consolidated Q&A RFP 28 January 2015
The following are questions, comments and responses in response to RFP FA7000-15-R-0002.
1. Section L, Table 2.2 (Proposal Organization) requests the submittal of 4 paper copies and 1
CD of each proposal Volume. Additionally, Section L., paragraph 2.4 states “The "original" proposal shall be identified.” Also, Section L, paragraph 7.1.1 (Section A - Solicitation/Contract Form) states “The "original" copy should be clearly marked under separate cover and should be provided without any punched holes.”
• Does the Government request an “original” copy of each of the 5 proposal volumes?
• Does the “original” copy count as one of the 4 requested paper copies for each proposal volume or is the “original” copy in addition to the 4 requested paper copies?
RESPONSE: One original plus three copies must be submitted, for a total of four. Reference SF33, page 1, block 9, for a total of four. The original and all three copies must include all five volumes.
2. Section L, paragraph 4.2.4 states “Describe how you plan to recruit, hire, train and retain qualified employees to meet WS task requirements, identify the work to be subcontracted using Attachment”., We assume that the omitted Attachment number is 16. Is this correct?
RESPONSE: Yes, 16 is the ommitted number.
3. One of the Section L instructions for Task Order 0002 state “Describe how your processes and equipment will support the timely execution of each Protocol with a demonstrated approach that meets the requirements of the protocols.” This instruction was a change from the draft Section L instructions. However, the new Section M evaluation factor did not reflect this change and still reads “How the contractor facilities (or vendor/subcontractor facilities) will support the timely execution of each Protocol on a scale appropriate to the WS task.”
Would the Government please update this Section M evaluation factor?
RESPONSE: Section M will be revised to reflect the same text referenced in Section L.
“Facilities” will be replaced with “processes and equipment”
4. In reference to Section L, paragraph 6.3.2 (Probable Subcontractors), is the information requested in this section for each of the 4 Task Orders or the entire IDIQ contract? If for the entire IDIQ contract, we would appreciate the Government removing this requirement since all IDIQ Task Orders have not been defined.
RESPONSE: This information is in reference to the four likely awardable task orders. The language of paragraph 6.3.2 will be revised accordingly.
5. Section L, paragraph 7.1.2 (Section B – Supplies or Services and Costs/Prices) asks that pricing schedule attachments be included in Volume IV (as already requested in the Section L instructions for Volume IV). Does the Government require these same attachments to be included in Volume V? If not, what is the Government asking the Contractor to provide in this section of Volume V?
RESPONSE: Include the requested information in Volume IV only. This paragraph will be revised accordingly.

6. Section L, paragraph 7.1.3 (Section F – Deliveries or Performance) asks that the periods of performance for the 4 Task Orders be included in Volume II (as already requested in the Section L instructions for Volume II). Does the Government require the same period of performance information to be included in Volume V? If not, what is the Government asking the Contractor to provide in this section of Volume V?
RESPONSE: Include the requested information in Volume II only. This paragraph will be revised accordingly.
7. Section L, paragraph 7.1.4 (Section L and J – Attachments) asks that various attachments be included in selected proposal volumes, other than Volume V (as already requested in the Section L instructions for those Volumes). Does the Government require the same attachments to be included in Volume V? If not, what is the Government asking the Contractor to provide in this section of Volume V?
RESPONSE: Include the requested information in the specified volumes only. This paragraph will be revised accordingly.
8. Section L, paragraph 7.3.4 (Required Attachments) lists a number of attachments that are either part of the Government’s solicitation documents or are attachments required in other proposal Volumes. Does the Government require all of the attachments listed in Section L, paragraph 7.3.4 be included in Volume V, including all completed Cost/Price Schedules? If not, what is the Government asking the Contractor to provide in this section of Volume V?
RESPONSE: No, not all are required to be included in Volume V. Only return necessary attachments as stated in specific paragraphs. The “Required Attachments” listed in paragraph 7.3.4 is a list of documents to be used in proposal preparation.
9. One of the Section L instructions for Task Order 0003 asks the Contractor to describe “How you will approach the issue of accreditation.” Typically, courses are not accredited but degree programs within accredited education institutions are accredited. Would the Government please be more specific for this Task Order 0003 requirement?
RESPONSE: While it is true that courses are not individually accredited, under most accreditation programs the course goals, objectives and other course curricular outcomes must flow into the accreditation of curricular programs. The Section L instructions for Task Order 003 ("How you will approach the issue of accreditation.") seeks to have the offerer describe how the developed course will support the accreditation of a potentially applicable curricular program.
10. Section M (Cost/Price Factor) states “Unbalanced pricing exists when, despite an acceptable Total Evaluated Price, the price of one or more items is significantly overstated or understated as indicated by the application of price analysis techniques.” Would the Government please be more specific by the term “items?”
RESPONSE: The term “items” in reference to unbalanced pricing, means any part of the offeror’s proposal that is priced.
