Consolidated Q&A RFP
20 February 2015
The following are questions, comments and responses in response to RFP FA7000-15-R-0002:
1. Is the requirement of the paragraph satisfied with the submittal of the DCMA letter stating that the Government Property Management System is acceptable. If not is a detailed explanation of the system from cradle to grave required?
RESPONSE: Offerors may submit relevant DCMA property audits in lieu of a GFP management plan required under para 7.3.2.2 as long as the audit is relevant to the accountability of the GFP items specified in task order 0004. Audits that are not considered relevant for the accountability of 4 C/KC-135 aircraft in a disassembled state or other similar aircraft in a similar state will not be considered acceptable. The audit must show the plans, methods, practices and procedures for accounting for the property specified under task order 0004 are sufficient. The audit must be dated within 5 years of the date specified in the SF 33 block 9 Section A. After review of the audit by the PCO if it is determined the audit does not demonstrate the ability to manage this type of GFP the offeror will be required to submit a satisfactory plan within 30 days of contract award.
2. The Task Order WS and Task Order Proposal Template requires offerors to identify whether the proposed labor is Firm-Fix Price (FFP) or Firm-Fix Price Level-of-Effort (FFP-LOE). Please provide clarification as to why the funding is proposed to be firm fixed price or firm fixed price level of effort.
RESPONSE: Funding does not dictate CLIN type.
3. Section L, 2.2 calls out 4 paper copies / 1 CD. When the offeror places the CD with copy #1 of each Volume, should a full proposal of Volumes I, II, III, IV and V be on that CD or is there to be a CD of each separate Volume -only- and placed in the copy #1 binder of the representative Volume?
RESPONSE: Submit only one CD/DVD with your proposal. That one CD/DVD shall contain each volume in a separate directory.
