About this file

This is a Questions and Answers document providing clarifications on a network cabling installation project for Building 419. The project involves installing 24 CAT 6 cable drops to support wireless access points (APs) and Apple TV connections throughout the facility.

The contractor's primary responsibility is limited to network cable installation, including running CAT 6 cabling to designated locations, terminating cables with female keystones on both ends, and labeling each cable on both ends per T-568B color code standards. All cables must comply with plenum-rated fire-resistant specifications where they pass through HVAC systems. The contractor is also responsible for mounting the provided rack in the mechanical room and installing the pre-purchased 24-port Hubbell patch panel within that rack. The government will provide all major equipment including APs, patch panel, mounting rack, patch cords, and a StarTech bracket. Old cabling must be removed 48-72 hours after new installation and testing is complete. Work should be performed during standard weekday hours (0700-1600), though after-hours or weekend work may be accommodated with advance coordination and justification. The contractor must arrange escorts with the communications office or Civil Engineering when accessing the communications closet. No concrete core drills, wall-mounted faceplates, or aerial lifts are anticipated. All ceiling types are drop ceiling material. CAT 6 cable footage should be estimated using Civil Engineering diagrams (Attachment 3) and verified during installation, with a maximum 300-foot run per drop.

Text version

Q. What type of material is in the wall?

A. Cement or other possible impediments could minimize Wi-Fi signal. AP locations are general and will be installed by Ops personnel to maximize coverage.

Q. What is the orange box on the map?

A. This is an area that APs can’t be located too close to. Ops personnel that do the AP install will ensure that they stay the appropriate distance away from that area.

Q. Will previously run cable need to be removed when the new cables are installed?

A. Yes, after new cable is installed and tested to ensure that it is functioning, old/remaining wire should be removed after 48/72 hours. See SOW 5.6

Q. Is there any restricted access to the building?

A. Only the comm closet needs an escort. Ops personnel will arrange escort with the communication office or with Civil Engineering when access is required.

Q. Can the base provide specs for the patch panel?

A. The patch panel is a 24 port panel that will be installed and CAT 6 connected by Ops Personnel. The vendor is only required to run the CAT 6 cable to the designated areas and label CAT 6 cables IAW the patch panel. See SOW 3.2

Q. What type of termination should all the cables have?

A. All cables should have a female keystone at termination on both ends so they can be plugged into the patch panel/WAP at different lengths depending on AP location. See SOW 3.2.10 and 3.2.11

Q. How many wires are we running to each AP?

A. 1 wire to each location identified on the As-Built drawing provided. There will be 24 drops total. See

SOW 3.2.11

Q. Will Room 142 have an AP installed?

A. Yes, Room 142 will have an AP installed, along with the final 24th cable drop for Apple TV.

Indicated by Red and Green markers on latest drawing provided attached, dated 21 January 2026

Q. What type of CAT 6 cable should be used? Fire resistant for use in HVAC systems or regular?

A. Possibly both types, depending on whether wires pass through the HVAC system. See SOW 3.2.8 and section 8.1 for further info on Plenum cable requirements.

Q. Does each cable need to have a label?

A. Yes, Each CAT 6 cable ran shall be labeled on both ends to prevent confusion. Follow labelling from patch panel to make identification possible. See SOW 3.2.14

Q. Will an aerial lift be required to complete this project?

A. No, it shouldn’t.

Q. I see that standard work hours are identified in the solicitation. Would work be permitted after hours and/or on weekends, if coordinated and approved in advance?

A. Typically no, due to the fact that minimal government personnel are available to allow access to the base/building. However, if there is a justifiable reason for why work needs to occur after hours or on weekends, the government will try to accommodate the request. It should be assumed that most work will need accomplished during normal weekdays between 0700-1600 hrs. See SOW 7.3

Q. Will the contractor be responsible for configuring the equipment, or is the scope limited to installation only?

A. Contractor is only responsible for network cable installation, mounting the rack (provided by Ops) inside the mechanical room, and installing the patch panel within the rack (provided by Ops). See SOW 3.2 and 3.2.17

Q. Can we get confirmation on which of the riser conduits in the server room lead to which floor?

A. We were able to accurately verify two of the four conduits (one to the first floor, one to the second) One conduit had a lot of crosstalk and can only make an educated guess about the location. The last conduit we were unable to verify anything. We marked the conduits that could be positively identified to the first and second floor.

Q. Is there a grounding BUS bar available to ground the wall-mounted rack?

A. yes

Q. Are any concrete core drills anticipated? If so, how many?

A. Should not be any concrete core drills

Q. Are all faceplates to be recessed in the wall? How high above the floor should they be mounted?

A. We have decided to not do any wall plates or recessed installations. All network cable drops will come directly from the drop ceiling with terminated keystones. See SOW 3.2.10 and 3.2.11

Q. Are all access points to be ceiling mounted and all apple TV ports to be wall mounted?

A. Yes, however, Ops personnel will take care of all mounted equipment installations.

Q. Please confirm what materials will be provided by the customer? We noticed that the APs, rack, patch panel, and patch cords look like they have already been purchased. Plywood backing in the mechanical room is in place. We are assuming the Apple TVs will be purchased by the customer.

A. This should be affirmative. The only thing the contractor should provide is the network cable itself for drops. Perhaps some mounting hardware (screws/washers, etc) for the switch/patch panel rack location.

See SOW 3.2.1.3 and 3.2.17

Q. Please confirm whether mounting of the new APs and Apple TVs are by the customer as mentioned in the site visit? If the contractor is responsible for mounting, how do you want the Apple TVs mounted?

A. Ops personnel will be responsible for mounting the Aps and Apple TVs.

Q.CAT 6 Cable Quantity – Is there an estimated CAT 6 footage for the project, or should contractors calculate quantities based on field-verified routing (within the 300 ft maximum run per drop)?

A. The best tool for this would be the CE diagrams. Attachment 3 has SF for each room and hallway.

Estimates for length of CAT 6 cable should be based off of the diagram and verified during install .

Q. Comm Closet Capacity – Can you confirm if sufficient rack space is available for the new patch panel and cable management hardware?

A. We will be running these network cables to a new standalone mount/rack to be placed within the communications closet/mechanical room.

Q. Plenum Requirement – Should all CAT 6 cabling be assumed plenum-rated throughout the building?

A. Already answered on first page. See SOW 3.2.8

Q. Patch Cords – Is there a preferred quantity and standard length?

A. Ops personnel have pre-purchased all required patch cords to run from terminated keystones.

Q. Ceiling Types. Please confirm the ceiling types throughout Building 419 in all areas where cabling installation and routing will be performed.

A. Should all be drop ceiling material.

Q. Patch Panel Requirement- The SOW identifies termination hardware and patch panels; however, please confirm whether a new patch panel is required to be furnished and installed by the contractor as part of this effort.

A. Ops personnel have already purchased new mounting rack and patch panel. Contractor is only responsible for installation. See SOW 3.2

Q. RCDD Requirement- The solicitation does not state a requirement for the premise network system cabling installation, termination, and testing to be overseen by a Registered Communications Distribution Designer (RCDD). To ensure alignment with industry standards, proper code compliance, and to support a thorough review by the Information Security Officer (ISO) prior to deployment and installation, please confirm whether an RCDD should be added as a key personnel requirement for this project.

A. We do not have a requirement for an RCDD identified in the SOW, however, please review SOW section

8.1. to identify if that is required.

Q. Are drawings/blueprints available for the floors/areas that will be renovated or for the new construction areas?

A. N/A – We are not renovating or performing new construction.

Q. What are the specific brand specs (e.g. Panduit, Hubbell, Eaton, Chatsworth, etc.)?

A. We have a StarTech bracket that needs mounted and a 24-port Hubbell switch plate that needs installed.

Q. What are the color codes for the cable?

A. T-568B See SOW 3.2.12

Q. For the areas that are being renovated, will the whole area be closed off? Will any infection mitigation (e.g. dust extraction/control, HEPA carts, etc.) be required?

A. We do not foresee areas that will need to be renovated, but please see the SOW 10.1 and Attachment 4 with ESOH statement of purpose

Q. For areas where EMT conduit pathways will be required, will that be installed by the low voltage contractor? Or will that work be completed by an electrical contractor?

A. Either should be qualified, please review SOW section 8.1.
