About this file

This is an Environmental Protection and Occupational Health Safety Statement for the Juniper Project at the 911th Airlift Wing, effective September 16, 2020. The document establishes comprehensive environmental compliance and safety requirements for contractors performing work at the installation.

The statement mandates contractor compliance with all federal, state, and local environmental regulations and Air Force programs, with contractors bearing responsibility for any fines or penalties resulting from non-compliance. Key requirements include participation in the base Hazardous Materials (HAZMAT) program with government pre-approval of all materials; adherence to Air Force pesticide applicator licensing requirements; submission of an Environmental Protection Program proposal within ten calendar days of Notice to Proceed; and preparation of a Crystalline Silica Exposure Control Plan. Contractors must conduct a preconstruction survey with the Contracting Officer, submit a waste disposal scheme, provide Safety Data Sheets for all HAZMAT, identify HAZMAT storage locations, submit pesticide application documentation, provide weight receipts for recycled or disposed materials, and submit quarterly Construction and Demolition Debris Waste Management Reports. Additional requirements include dust control measures compliant with CFR standards, erosion and sediment control following Pennsylvania Department of Environmental Protection guidelines, post-construction cleanup, and prohibition of open burning on government premises.

The statement further requires contractors to manage radioactive materials and X-ray producing devices under Air Force Instruction 40-201, obtain NRC or Agreement State licenses where applicable, and comply with radiography operations standards per Pennsylvania Code Title 25. Contractors must notify the base Bioenvironmental Engineering office thirty days in advance of bringing lasers or RF emitters onto the installation, comply with confined space entry procedures per 29 CFR 1926, manage solid waste through the base Qualified Recycling Program with a minimum 50 percent Construction and Demolition waste recycling goal, properly handle hazardous waste per 40 CFR regulations, eliminate Class I Ozone Depleting Chemicals, avoid asbestos-containing materials and lead-based paint, manage HAZMAT storage with secondary containment meeting or exceeding 10 percent of stored quantity or the largest container volume, control spills with immediate notification and cleanup responsibility, and comply with water quality, noise, vehicle exhaust, and Environmental Management System requirements. An HAZMAT Usage Log template is provided for tracking container size, quantity, and date emptied for all hazardous materials used under the contract.
