About this file
This document contains questions and answers from a site visit related to solicitation number FA671223Q0014 from the Department of the Air Force Reserve Command. The solicitation requires the installation of fiber optic cable at various locations on base, including running 12 strand fiber from ITB221 to B209, installing two 4-inch conduits and Maxcell from manhole MH210 to building B209, utilizing existing conduit from MH301 to building B317, installing 1-inch conduit through the gym in building B120 above drop ceiling height, and using outdoor fiber cable without indoor plenum transition. No new IT equipment or systems migration is included. Davis Bacon and Service Contract Labor Standards apply. Testing shall be in accordance with TIA 526-7 for OTDR and optical power meter between FODPs and one way for incomplete circuits in maintenance holes.

Attachment #29 Q&A Fiber Optic Cable jobs
Question 1 – ITB 221 to B209: Page 2 defines the work as pulling a 12-strand fiber from ITB405 to B209, page 4 and Page 10 both define pulling a 12 strand fiber from ITB221 to B209. The aerial photo of the site on page 15 shows the installation between ITB221 and B209. Which is the correct path for this SWO?
Answer 1 - The correct path is from ITB221 to B209.
Question 2 - ITB 221 to B209: Page 9, section 2.2.2.1.2., calls for one 4” duct to be installed after the Directional Bore is completed, along with 50’ of 3”x3 Geotextile Innerduct. The aerial photo of the site on page 15 has two notes calling for 2 – 4” conduits and Maxcell from MH210 to B209. Are we to install one or two 4” conduits and Maxcell in each?
Answer 2 - Two Question 3 - ITB221 to B317: What does “Overrides existing 2” conduit” mean for the last two-line items, MH301 to B317 Mechanical Room, and B317 Mechanical Room to B317?
Answer 3 - Utilize existing conduit, there is space in available in it.
Question 4 - ITB405 to B120: Page 9, section 2.2.2.1.1. calls out a New HH206A, but the aerial photo of that site doesn’t show that New handhole. Is this New handhole to be included in our SOW?
Answer 4 – HH is at the contractor’s discretion Question 5 - ITB405 to B120: What conduit size is required for the installation through the Gym area in B120?
Answer 5 – 1” Question 6 - ITB405 to B120: At what height will this conduit be installed through the Gym?
Answer 6 - Above the height of the drop ceilings in the weight room and lobby Question 7 - ITB405 to B120: Are we permitted to install innerduct instead of EMT conduit from the entry point into B120, to the point where the conduit will be exposed in the Gym area?
Answer 7 – Conduit shall be used Question 8 - Will the existing supports in the manholes be sufficient as long as there is enough room for the new fiber cable?
Answer 8 – Yes
Question 9 - Will it be necessary to make a transition to indoor plenum fiber cable at any of the buildings, or shall we continue the outdoor fiber cable to the final equipment rack?
Answer 9 - It is NOT necessary to make a transition to indoor plenum fiber cables.
Question 10 - Is there a recommended equipment manufacturer and/or part numbers for the splice case and each fiber type that would be required for this project?
Answer 10 - We recommend Corning Closet Connector Housing Panels (CCH-CP-12-3C) SC connector into CCH Cassette Termination and Slack Storage, empty, for one CCH adapter panel (CCH-CF), then into existing Corning (CCH-01U) Closet Connector Housing Four Rack Unit (CCH-04U) Closet Connector Housing, Corning (CCH-01U) dependent on dedicated rack location Question 11 - Any special labor requirements (Exp. Prevailing wage, etc…)
Answer 11 - Davis Bacon Act and Service Contract Labor Standards apply. See attachments to Revision #2 of the solicitation.
Question 12 - Status of existing conduit, Is there conduit already in place and how filled is it?
Answer 12 – Consult each SOW as to whether new conduit is needed or existing will be used.
Question 13 - Are we migrating systems to the new fiber?
Answer 13 - No Question 14 - Are we installing any new IT gear?
Answer 14 - We recommend Corning Closet Connector Housing Panels (CCH-CP-12-3C) SC connector into CCH Cassette Termination and Slack Storage, empty, for one CCH adapter panel (CCH-CF), then into existing Corning (CCH-01U) Closet Connector Housing Four Rack Unit (CCH-04U) Closet Connector Housing, Corning (CCH-01U) dependent on dedicated rack location Question 15 - What is the OTDR threshold requirements you want to meet Answer 15 - All strands of all fiber optic cables shall be tested in accordance with TIA 526-7, Measurement of Optical Power Loss of Installed Single-mode Fiber Cable Plant, or equivalent. As a minimum, the following tests shall be performed. Both Optical Time Domain Reflectometer (OTDR) and Optical Power Meter tests will be used for all end-to-end circuits. Between FODPs, bi-directional testing at 1310 nm and 1550 nm is required. For incomplete circuits that end in Maintenance Holes, only one way OTDR testing is required.
