Q&As: Pittsburgh Tab C
1. Reference PWS paragraph C2; Operate Vehicles;
Question: what is the permissible operating distance (POD)?
Answer: The only reference to the POD is in C2.6. The POD is that distance from the installation that GMVs travel before competing with commercial carriers. As a guide, a 100-mile radius is sufficient to support operations at most bases. DoDD 4500.36-R and AFI 24-301 dated 5 May 2016 both removed the requirement allowing bases the leeway to establish local policy if they choose to do so. This is why the statement “if required” was added into C2.6.
2. Reference paragraph C2.2.4 PMEL:
Questions: As no workload is provided, what is the frequency of trips to PMEL? Answer: The workload data is captured under Delivery/Pickup Material for this service. Original data was captured under UDI support due to the unique requirement at Pittsburgh ARS. As you are aware, HQ USAF released a request to AFLCMC/HICB to standardize support categories within the OLVIMS Dispatch application to take effect 1 Sep 2016. The new PWS incorporated this workload data to include PMEL services as well as all PU/DEL services within tab C. Frequency of the trips is approximately 24 trips per year, (2 per month). Questions: Will the KTR be reimbursed if an overnight stay is required?
Answer: There is no reimbursement for an overnight stay if required by the KTR, this was previously identified in the original re-write of the new PWS. The KTR will decide appropriate vehicle requirements based upon the assets scheduled for pickup.
3. Reference paragraph C2.2.5 DRMO;
Question: As no workload is provided, what is the frequency of the trips to DRMO?
Answer: Data for this requirement has been captured under Tractor Trailer support as the contractor utilizes our 30' closed van for this service. Current approximate trips per year are 4, (1 per Quarter). This number can fluctuate determined on influx of assets needing to be transported to local DRMS.
4. Reference PWS paragraphs C6, C6.1, C6.2, C6.2.1 – The C6 paragraph title: “Air Force IT Systems (AFSITS)” does not belong to this Section at all. Further, OLVIMS and several other already retired systems are mentioned throughout the paragraphs and that they are all to be replaced by DPAS. DPAS is already fully implemented at Pittsburgh ARS and the content of C6.1 through C6.2.1 are already overcome by events.
Question: Please clarify the intent of the entire Section C6.
Answer: C6.1 refers to OLVIMS Dispatch Module. This system is used and will continue to be used by the Vehicle Operations personnel. C6.2 outlined the multiple Air Force IT Systems that will be utilized by the individual holding the Fleet Management & Analysis position. C6.2.1 will be utilized by numerous personnel assigned to Vehicle Management. DPAS may be utilized by the mechanics, manager, Fleet Manager and the VOM.
