1.0 INTRODUCTION
Terracon Consultants, Inc. (Terracon) conducted limited lead-based paint (LBP) paint chip sampling at the 301st Life Support Building 1630 located on the southwest corner of
Carswell Avenue and G Street at the Naval Air Station Fort Worth Joint Reserve Base in
Fort Worth, Texas. The LBP sampling was conducted on November 19, 2014 by Phillip G.
Fronczek, a State of Texas certified Lead Risk Assessor. The LBP sampling was performed in general accordance with Terracon Proposal No. P95140769 dated November
10, 2014.
1.1 Project Objective
The objective of the LBP sampling was to identify accessible representative LBP associated with the building. The LBP sampling was limited to readily observable and accessible surfaces. It should be understood that this limited LBP sampling is not considered to be comprehensive in nature, and the results are not intended to be used to determine lead hazards, develop abatement plans, or prepare detailed cost estimates for abatement. Accessible materials which have not been specifically evaluated should be tested prior to disturbance of the material. Based on information provided by the client, the building is proposed for renovation.
Regulatory agencies (HUD, TDSHS) have defined LBP as a paint or other surface coating that contain >5,000 parts per million (ppm) of lead or more than 0.5% of lead by weight for buildings that meet the definition of target housing. The Occupational Safety and Health
Administration (OSHA) define LBP as a paint which contains lead, regardless of the concentration. Due to the nature of the site the OSHA regulations will apply to the construction and/or demolition activities.
2.0 BUILDING DESCRIPTION
The 301st Life Support Building 1630 is a single-story structure constructed in 1942, with a mechanical room addition constructed on the southwest side of the original building in
1950, and a mobility storage addition constructed on the west side of the original building between 1989 and 2007. The building is constructed on a concrete slab foundation and measures approximately 6,360 square-feet with a gabled metal roof.

The exterior walls of the building consist of exterior insulated finish system (EIFS) over concrete masonry unit (CMU) block. The interior of the building consists of storage rooms, training rooms, a locker room, offices, restrooms and hallways. The interior walls consist of painted drywall and painted CMU block. The floors consist of unfinished concrete, carpet, vinyl floor tile, and ceramic tile. The ceilings consist of painted drywall and ceiling tile suspended from the drywall upper ceiling. A CMU block wall is present behind the sheetrock on the south wall of the locker room.
3.0 FIELD ACTIVITIES
The LBP sampling was conducted by Mr. Phillip G. Fronczek, a TDSHS certified Lead Risk
Assessor (Certification No. 2070985). A copy of Mr. Fronczek’s certification is attached as
Appendix D.
3.1 Site Limitations
It should be noted that suspect LBP, other than those identified during the sampling, may exist within the building and/or on the building exterior. It should be understood that this limited LBP sampling is not considered to be comprehensive in nature, and the results are not intended to be used to determine lead hazards, develop abatement plans, or prepare detailed cost estimates for abatement. Accessible materials which have not been specifically evaluated should be tested prior to disturbance of the material. If suspect LBP is identified during the renovation process, those materials should be assumed to LBP until testing can be performed to determine if lead is present in the paint. At the request of the client, no sampling was conducted in the mobility storage addition to the building.
3.2 Methodology and Analysis
The LBP paint chip sampling was conducted by scraping approximately 2 square inches of paint from the supporting substrate. Eighteen (18) paint chip samples of were collected from various concrete masonry unit (CMU) block walls, metal structural columns and trusses, drywall walls and ceilings, a metal door, a metal door frame, a wood door frame, a concrete mechanical equipment pad, a metal electrical box, and the side of the concrete foundation on the exterior of the building. The samples were submitted to Environmental
Hazards Services, L.L.C. of Richmond, VA, a National Environmental Laboratory
Accreditation Program (NELAP) certified (Certificate No. T104704248-11-3) and AIHA accredited (Lab ID: 100420) accredited laboratory. The analysis was performed by Flame
Atomic Absorption Spectrophotometry, EPA method (EPA SW846 7000B). The limit of detection (LOD) for this analytical method ranges from <32 ppm to <130 ppm based on the weight of the sample. Sample results reported below the LOD may contain lead at a
Responsive ■ Resourceful ■ Reliable 3 concentration below the analytically defined LOD. A summary of the lead based paint samples and analysis is included in Appendix B.
No materials were assumed to be LBP. Any inaccessible areas that contain painted surfaces should be tested when access permits or should be assumed to be positive for Lead-Based
Paint.
4.0 REGULATORY OVERVIEW
The State of Texas has established the Texas Environmental Lead Reduction Rules
(TELRR) to establish the means to control and minimize public exposure to lead by regulating lead-based paint activities in target housing and child-occupied facilities. The
TELRR contains procedures and requirements for the accreditation of lead training providers, procedures and requirements for the certification of individuals and firms engaged in lead-based paint activities and standards for performing such activities in target housing and child-occupied facilities. The TELRR also requires that all lead-based paint activities in target housing and child-occupied facilities be performed by certified individuals.
As a point of reference, regulatory agencies (HUD, TDSHS) have defined LBP as a paint or other surface coating that contain >5,000 parts per million (ppm) of lead or more than
0.5% of lead by weight for buildings that meet the definition of target housing. OSHA, however, defines LBP as a paint which contains lead, regardless of the concentration.
The OSHA Lead Standard for Construction (29 CFR 1926.62) applies to construction work where an employee may be occupationally exposed to lead. All work related to construction, alteration, or repair (including painting and decorating) is included. The lead-in-construction standard applies to any detectable concentration of lead in paint. OSHA considers paint containing any level of lead above the analytical method detection limit a potential hazard which should be communicated to any employees or contractors who may disturb the materials in the course of their assigned work.
5.0 FINDINGS AND RECOMMENDATIONS
A total of 18 paint chip samples were collected and twelve (12) samples were determined to contain detectible concentration of lead. A summary of the components tested, location of the sample, and results are provided in Appendix A.

The following materials were determined to contain detectible concentrations of lead:

White paint on CMU block walls in the original building
White paint on metal structural columns
White paint on perimeter drywall walls
Gray paint on concrete mechanical equipment pad
White paint on metal structural truss
White paint on metal electrical box
Exterior
Tan paint on side of concrete foundation (appears to be present behind EIFS as well)
Samples of the following materials were determined to be below the limit of detection
(LOD) which ranged from <39 to <340 ppm:

Blue paint on metal doorframes
White paint on CMU block walls in the mechanical room addition
White paint on interior drywall walls
Exterior
Brown paint on metal doors
Brown paint on wood doorframes
The renovation activities conducted in the 301st Life Support Building 1630 will be subject to OSHA regulations (29 CFR 1926.62 – Lead Exposure in Construction). The OSHA regulation defines specific training requirements, engineering controls and working practices for construction personnel subject to this standard. There are also federal and state regulations, which require characterization of demolition debris to determine the proper disposal procedures.
The possibility exists that LBP coated surfaces may be hidden from sight or in inaccessible locations, or the homogeneous construction areas identified may not be homogeneous.

6.0 GENERAL COMMENTS
This LBP sampling was conducted in a manner consistent with the level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions in the same locale. The results, findings, conclusions and recommendations expressed in this report are based on conditions observed during our sampling of the building. The information contained in this report is relevant to the date on which this survey was performed, and should not be relied upon to represent conditions at a later date. This report has been prepared on behalf of and exclusively for use by CEMS Engineering, Inc.
for specific application to their project as discussed. This report is not a bidding document.
Contractors or consultants reviewing this report must draw their own conclusions regarding further investigation or remediation deemed necessary. Terracon does not warrant the work of regulatory agencies, laboratories or other third parties supplying information which may have been used in the preparation of this report. No warranty, express or implied is made.

1OSHA Lead Standard for Construction (29 CFR 1926.62) applies to any detectable concentration lead in paint. Demolition or renovation of the listed components will be subject to the OSHA Lead Standard for Construction.
For comparison purposes the US Environmental Protection Agency (EPA) action level for lead-based painted surfaces is 5,000 part per million for residential/target housing.

The HUD lead guidelines for lead paint chips are 0.50% by Weight, 5000 ppm, or 1.0 mg/cm². The Reporting Limit (RL) is 10.0 ug Total Pb.
Paint chip area and results are calculated based on area measurements determined by the client. All internal quality control requirements associated with this batch were met, unless otherwise noted.
