Basis of Design (BoD)
Civil Design Narrative
Buildings 1628, 1630, 1632 and 1637 stand in an area near the intersection of G Street and Carswell Avenue. Paved parking lots, travelled ways, and concrete pads and walks link the buildings, and a number of area underground utilities service the buildings in the vicinity.
An existing underground communications line shall be rerouted from the Building 1630 area, with service to nearby associated buildings provided and/or maintained as shown in the design drawings. Civil site works shall be placed in order to mimic existing conditions and shall support the demolition and placement necessary for new communications infrastructure.
Stormwater mitigation measures will likely not be required due to the amount of land disturbance. Best management practices will be used for Erosion and Sediment Control and will include the installation of sediment fencing and a gravel construction entrance/exit. The project construction sequence will begin with the installation of all sediment trapping devices before proceeding with site demolition and construction.
Once construction has been completed, all disturbed areas shall be permanently seeded in accordance with installation seeding schedule after placement and earthwork is complete. A Stormwater Prevention and Pollution Plan (SWPPP) will not be required in accordance with EPA/NPDES requirements, and drainage design will be completed to comply with the requirements of Section 438 of the Energy Independence and Security Act (2007).

Electrical Design Narrative
This project became necessary when it was discovered that an existing underground communications line was in the footprint of the new addition to building 1630. This existing communications line currently serves buildings 1628, 1632, and 1637 with fiber optic and copper cables.

The existing communications cables (fiber optic and copper) and conduit in the area of the new addition will be demolished. In areas not in the footprint of the new addition, the cables will be removed and the conduit will be abandoned.
A new two way 4” concrete encased ductbank will be installed from an existing handhole along Carswell Street between buildings 1628 and 1630. This new ductbank will be installed adjacent to Carswell Street then turn behind building 1628, then extend to near building 1637. Concrete handholes with fold out steel doors will be installed along the route as needed. The new ductbank will contain 48 strands of single mode fiber optic cable and 200 pair copper cable. This will be distributed as follows: 12 strand fiber and 50 pair copper to building 1628, 12 strand fiber and 50 pair copper to building 1632, and 24 strand fiber and 100 pair copper to building 1637. Three cell fabric innerduct will be installed in each 4” conduit in the ductbank.
A complete new ductbank system with fiber optic cable (data) and copper cable (voice) will be installed from the existing tie in handhole to buildings 1628, 1632, and 1637 before the existing cables are demolished. This will allow for a shorter change over time.
The new copper cable will be installed into the communications rooms of buildings 1628, 1632, and 1637 and terminated on new 110 termination blocks. Base personnel will complete the change over from the new outside plant copper cable to the existing telephone equipment.
The new fiber optic cable will be installed into the communications rooms of buildings 1628, 1632, and 1637 and terminated in a new fiber optic distribution panel (FODP).
The contractor will install a fusion pigtail in the FODP and base personnel will complete the change over from the new outside plant fiber optic cable to the existing data patch panels.
