Basis of Design (BoD)

Civil Design Narrative

Building 1630 stands on a site at the intersection of G Street and Carswell Avenue.

Concrete parking lots, set back from the building, exist on three sides linked to entrances via concrete walks. Grassed areas slope gently away from the building footprint and various utilities and equipment (with pads) exist surrounding the building.

Between the Southern parking lot and the building, a line of large rocks stand in a line parallel to the existing Southern building face.

The proposed building expansion shall protrude from the existing Southern building face and extend southward. In addition, new canopied entrances shall be constructed at entrance locations, selectively. Expansion shall require removal and/or reconfiguration of existing site works within the footprint of the new structure (see site demolition and improvements drawings for reference):

Concrete walks, equipment pads and base material.

Landscape items including two trees.

Large rock impediments.

Southern asphalt parking lot (multiple stalls), base material, and wheel stops.

Natural gas main, building service, and metering equipment. Note: per as-built drawings and installation GIS information, the main is 2 1/2” and existing building service size is currently unknown.

Communication and electrical items (see electrical narrative for additional information).

Sprinklered fire protection coverage is needed within the building. A new 6” fire line, tapped from a nearby main with post indicator valve, shall be placed in order to service the building. A yard area siamese-style Fire Department Connection shall be provided.

Stormwater mitigation measures shall be required due to the amount of land disturbance (5000+ SF overall) and addition of impervious surface between pre- and post-development. In order to comply with Section 438 of the Energy Independence and Security Act (2007) and mandates of LID (low impact development), selective pavement areas shall be removed and replaced with grass resulting in no net increase of impervious area.

New building downspouts will splash down to finish grade, ultimately conveyed to the existing drainage system. Best management practices will be used for Erosion and Sediment Control and will include the installation of sediment and measures indicated in

Naval Air Station, Fort Worth Joint Reserve Base, TX www.cemsengineering.com

PO Box 1680 2

3509 Iron Horse Drive Ladson, SC 29456 the design drawings. The project construction sequence will begin with the installation of all sediment trapping devices before proceeding with site demolition and construction.

Once construction has been completed, all disturbed areas shall be permanently seeded with grass after all work is complete.

A Stormwater Prevention and Pollution Plan (SWPPP) will be required in accordance with EPA/NPDES requirements, and drainage design will be completed to comply with the requirements of Section 438 of the Energy Independence and Security Act (2007).

Project Overview and Design

Existing Building

The below descriptions of the existing building were gathered through review of the as-built drawings and through non-destructive site investigations.

The existing 301st Life Support Building 1630 was originally designed and constructed in 1942 and has had many renovations and a few small additions throughout its life. The original facility was 98’-8” x 52’-3” with a superstructure built of 8” steel columns supporting steel trusses (consisting of steel angles, channels, and gusset plates).

There are 6 of these steel frames creating 5 bays. The 3 interior bays are spaced at 20’-0” on center and the two end bays are spaced at 18’-4” creating two gable ends.

With an existing roof pitch of 4/12 and an eave height of approximately 11’, a ridge height of approximately 20’ is created. The trusses originally supported 2-2x12 wood purlins spaced at approximately 50” on center that were bolted to steel clips that were welded to the truss top chord. At some unknown point during one of the renovations, light gauge Z-purlins and anchor clips have been added between the wood 2-2x12’s at

Naval Air Station, Fort Worth Joint Reserve Base, TX www.cemsengineering.com

PO Box 1680 14

3509 Iron Horse Drive Ladson, SC 29456 approximately 50” on center creating purlins of alternating materials spaced at approximately 25” on center.

The exterior walls are noted as “8” tile walls” in the 1942 as-built drawings. The original masonry blocks are similar to typical CMU but have nominal dimensions of 8” wide, 5” high, and 12” long with two cells. These walls do not appear to be reinforced vertically or horizontally. These walls are continuous and bypass the outside of the aforementioned steel columns. The masonry is anchored to the steel columns with ½” diameter bent clip anchors spaced at approximately 21” on center. This is a deviation from the as-built drawings which show these anchors spaced at 16” on center. The gable end masonry walls that extend to the bottom of the existing 4’+/- tall triangular attic louver at each peak contain (2) 30” by 16” pilasters approximately 19’ apart and centered on the wall for out-of-plane bracing.

The existing substructure is constructed of continuous 8” wide concrete foundation walls on 20” wide strip footings supporting the 8” masonry walls. This continuous foundation is integrated with the 24”x24” concrete piers and 36”x36” spread footings that support the steel columns. The top of the concrete foundation walls and piers are approximately 4” to 6” above grade and the bottom of the footings extend approximately 24” below grade. The columns have 10”x10”x 1¼” baseplates atop ¾” of grout that are bolted into the piers with (2) 1”x18” anchor bolts. The floor slab of the remainder of the building is constructed of a 6” concrete slab on grade with expansion joints at the foundation wall/pier interface.

There were two additions to the original structure, both to the northwest side of the structure.

1. A mechanical room measuring approximately 12’x31’ was constructed in the early 1950’s. Unreinforced, 8” CMU walls support wood framed trusses. These CMU walls are supported on what appears to be a concrete foundation wall that matches the 1942 construction. CEMS does not have accurate as-built drawings of this addition and did not dig to verify the foundation so this is assumed.

2. Between 1989 and 2007, a 60’x14’ pre-engineered “lean-to” metal building was added. The steel frames provide a low slope roof (sloping approximately from 11’ AFF to 10’-7” AFF). The addition is supported by what is assumed to be a monolithic thickened slab on grade. Again, CEMS does not have as-built drawings of this addition.

Renovation

Within the existing facility there are mainly light framed partition walls (wood or metal studs). However, there are two existing interior CMU partition walls. One is a newer 8”x8”x16” CMU wall on one side of the corridor that extends to the bottom of the trusses (10’ above finished floor elevation). The other is an original 1942 “tile” masonry wall

Naval Air Station, Fort Worth Joint Reserve Base, TX www.cemsengineering.com

PO Box 1680 15

3509 Iron Horse Drive Ladson, SC 29456 that separates the helmet station from the locker area. This unreinforced wall extends to the pitched roof deck which creates an approximately 20’ unreinforced masonry wall.

In addition to the existing openings already present, the new floor plan will need new openings in this wall and although this area of the country does not experience high seismic forces, it has been determined that this tall unreinforced masonry wall will be demolished and replaced with a new metal stud wall to better facilitate the desired floor plan.

Another existing masonry wall will also be demolished. The existing 1942 gable end wall adjacent to the new addition will be demolished to the top of existing concrete foundation wall elevation. New penetrations and partial removal will be required in this wall due to new door openings and required attic space in the mechanical design. This will be replaced with a new structural 6” metal stud wall for ease of construction. This wall will also act as a shear wall for lateral resistance for the new addition.

New daylighting windows will be installed within original 1942 openings that have been infilled with masonry during the life of Building 1630. This should require little structural retrofit since the original openings are to be reused which contain concrete lintels.

New partial height 4” CMU will be incorporated as an exterior finish on the majority of the perimeter of the building including the “lean-to” metal building in which a new small 12”x10” concrete footing will be installed. In order to support this new CMU veneer on the existing foundations of the 1942 main building and 1950’s mechanical room, the lowest course below grade will be installed atop the existing footing 1” maximum from the existing wall and each course above will be stepped outward an additional 1/2”+/-from the course below until the faces are flush with the courses above grade.

Addition

Although the new and existing structures are to appear to be integral, the approximate

40’x64’ addition will be treated as a separate and independent structure which will have vertical and lateral supporting elements on all four sides of the locker room. The roof of the addition will be constructed of new light gauge steel trusses (pitch and extents to match the existing roof) spaced at approximately 4’-0” on center with a galvanized

1.5B22 steel deck diaphragm and topped with rigid insulation and the new standing seam metal roofing system (SSMRS).

New exterior walls of 8” CMU with both vertical and horizontal reinforcement shall be provided to resist wind and seismic loads as well as the gravitational forces from the roof structure. These walls shall be anchored to the new foundation with vertical reinforcement. These walls will also be provided with steel bearing plates cast into

Naval Air Station, Fort Worth Joint Reserve Base, TX www.cemsengineering.com

PO Box 1680 16

3509 Iron Horse Drive Ladson, SC 29456 horizontal bond beams at the top of the new CMU walls so that the new steel trusses can be sufficiently fastened/anchored to the plates to resist all applied loading.

As mentioned above, the existing 1942 gable end wall adjacent to the new addition will be demolished to the top of existing concrete foundation wall elevation. A new structural 6” metal stud wall with flat strap x-bracing will be constructed and anchored to the existing foundation. This wall will also act as a shear wall for lateral resistance for the new addition and will be anchored to the new trusses.

All concrete will be normal weight with a 3,000 psi compressive strength. The floor will be a 6” thick concrete slab on grade reinforced with 6x6-W2.9xW2.9 welded wire fabric over a 4” capillary barrier. A 10 mil polyethylene vapor retarder will be placed under the slab on grade and over the subgrade. The concrete slab on grade shall have sawed control joints at approximately 10’-0” to 15’-0” on center each way. The slab will be poured up to the CMU wall with a 1/2” expansion joint filled with expansion material to allow for differential movement.

The net allowable soil bearing capacity is 2,000 psf per the geotechnical report. The 8” reinforced CMU wall will have all cells below grade filled with grout. The wall will be supported on a continuous 24” wide by 12” thick reinforced concrete footing approximately 24” below grade. This footing will also support the new partial height 4”

CMU veneer.

A total of 4 new steel framed open canopy entrances will be provided in this design to closely match the existing building 1650 entrance.

Antiterrorism/Force Protection (AT/FP)

During the Pre-proposal and Pre-design meetings, it was determined that upon completion of the renovation and new addition, the building will be routinely occupied by

8 DoD personnel (the same number as in the existing facility). This was further confirmed in a letter dated 23 Jun 14 written by James Pettus (301 FW Anti-Terrorism

Officer) where it was determined that the facility is routinely occupied by 8 people classifying the building as low occupancy. The new design will not change the occupancy of the facility (will remain low occupancy), nor with the renovation and addition trigger compliance with UFC 4-010-01 in reference to cost because the project costs will not reach 50% replacement value.

Naval Air Station, Fort Worth Joint Reserve Base, TX www.cemsengineering.com

PO Box 1680 17

3509 Iron Horse Drive Ladson, SC 29456

Some new glazing will be installed for daylighting but the glazing and supporting structural elements requirements of UFC 4-010-01 will not be triggered due to the occupancy of the building and replacement costs.

Electrical Design Narrative

The existing 150 kVA pad mounted service transformer will supply a 400 amp, 120/208 volt electrical service. The existing service entrance conductors are sized for 250 amps.

The main circuit breaker in the existing main panel ‘MDP’ is 400 amps, resulting in inadequate overload protection for the service conductors. To correct this situation, the existing underground electrical service will be demolished and a new underground electrical service rated for 400 amps will be installed.

The existing main distribution panelboard ‘MDP’ will be replaced with a new ‘MDP’ with a 400 amp main circuit breaker. Existing panel ‘LA’ will remain and be relocated. An existing unlabeled subpanel will also be replaced with a new 225 amp, three phase panel. Existing branch circuits connected to existing panels to be replaced or relocated will be reconnected to new panels. A new 100 amp, three phase panel will be installed in the new communications room.

All existing interior light fixtures will be replaced. New lighting will consist of recessed or surface mounted energy efficient fluorescent fixtures with T5 lamps and electronic ballasts. Where practical, light fixtures will be controlled with dual switching to allow for one, two or three lamp operation. Ceiling mounted occupancy sensors will be installed in most rooms. Existing wall mounted emergency lights will be demolished. Emergency lighting will be accomplished with integral battery packs in light fixtures. New exit signs will be LED type. New exterior wall mounted fluorescent fixtures will be installed at the new exits.

PO Box 1680 18

3509 Iron Horse Drive Ladson, SC 29456

All communication cabling will be removed and replaced with CAT6 cabling. Each communications faceplate will have two data outlets and two voice outlets. This will allow the occupants to have extra outlets for computers and telephones. The existing wireless access points will be taken down and saved during construction and be replaced in their current locations. The existing telephone backboard in Room 116 will be demolished and a new telephone backboard will be installed in the new communications room. The existing communications cabinet housing the network switch will be replaced with a larger cabinet and be located in the new communications room. New 12 strand fiber optic cable and 25 pair copper cable will be installed from the existing communications handhole to the new communications room. The existing network switch will be removed and reinstalled by the Government. New television outlets will be installed where requested by the user.

A new lightning protection system (LPS) will be installed. The LPS will consist of air terminals, down conductors and extension of existing counterpoise system. The new

LPS will be UL listed and labeled.

An empty conduit system with pull string will be installed at monitored doors for the

Intrusion Detection System.

Mechanical Design Narrative

The existing buildings envelope is poor to fair with vented gabbles and little insulation in the roof and ceiling; the exterior walls have approximately 1-1/2” EIFS as insulation. The

Scope of Work requires minimum envelope U-values in accordance with ETL 94-4

Energy Usage Criteria for Facilities in the Military Construction Program as follows:

Fire Protection Design Narrative

Fire Suppression

The building shall be protected throughout by a new automatic sprinkler system. For the spaces containing the water reactive flight suits (AFE Lockers, ACDE, NVG/HMIT, Survival Equipment, and Kit/Vest Room) a double interlock pre-action sprinkler system (dry) will be provided along with an automatic air sampling smoke detection system with 3 levels of alert. The double interlock pre-action sprinkler system requires two conditions before water is introduced into the piping. One, a smoke or heat detector must activate; and two, a sprinkler must activate and release the pressurized air in the piping. If only one of the two occur, the sprinkler piping will remain dry. The majority of the building consists of lightly loaded nonstorage and nonmanufacturing areas with ordinary combustibles that is Hazard Category 1 (HC-1) as defined in FM Global 3-26.

In addition there is a small mechanical room that is Hazard Category 2 (HC-2). All wet-pipe sprinkler system areas will be protected with quick response sprinklers. Pre-action systems will be protected with standard response sprinklers. All ceilings are less than 30 feet high. Sprinkler design for wet-pipe HC-1 areas will be based on a density of

0.10 gpm/sq. ft. over a design area of 1500 sq. ft. Sprinkler design for wet-pipe HC-2 areas will be based on a density of 0.20 gpm/sq. ft. over a design area of 2500 sq. ft, however, the HC-2 area is only 382 sq. ft.

A new backflow preventer will be provided for the wet-pipe sprinkler system and it will be part of the sprinkler riser. Water supply will come from the existing base water distribution system in the vicinity of the site. A new 6-inch fire water service line inclusive of a new post indicator valve will be provided for the building. A fire department connection will be provided for the building and located such that it is within 150 feet of a fire hydrant and accessible by the fire department.

HC-1 Flow Demand

Est. Sprinkler Demand = 0.10 gpm/sq. ft.X1500 sq. ft.X130% = 195 gpm Total Flow Demand = 195 gpm + 250 gpm = 445 gpm

HC-1 Pressure Demand

End head pressure: p = (Q/K)2

Q = 0.10 gpm/sq. ft. X 200 sq. ft. = 20 gpm K = 5.6 p = 12.75 psi

Pressure loss for height: ph = 0.433 psi/ft. X 12 ft. = 5.19 psi Inside Pressure Loss = 15 psi Outside Pressure Loss = 20 psi (includes 12 psi for BFP)

Total Pressure Demand = 12.75 psi+5.19 psi+15 psi+20 psi = 52.95 psi

A comparison of the estimated demand to the available water supply indicates that there is 58.3 psi available at 445 gpm resulting in a 5.35 psi safety factor.

Based on this hydraulic analysis, a fire pump is not required.
