LEAD-BASED PAINT SAMPLING REPORT
NASJRB - Building 1656
1.0 INTRODUCTION
Terracon Consultants, Inc. (Terracon) conducted Lead-Based Paint (LBP) sampling prior to the proposed renovation on the exterior of Building 1656 at the Naval Air Station Joint
Reserve Base (NASJRB) in Fort Worth, Texas. The LBP sampling was conducted on
September 23, 2015 by Chad Champagne, a State of Texas certified Lead Risk
Assessor. The LBP sampling was performed in general accordance with the Terracon
Proposal No. P95150643 dated August 18, 2015.
1.1 Project Objective
The objective of the LBP sampling was to identify potential LBP hazards prior to the renovation and construction of an addition to the exterior of Building 1656 at NASJRB.
The LBP sampling locations were based on information provided by the client, and drawings indicating the area proposed for renovation.
Regulatory agencies (HUD, TDSHS) have defined LBP as a paint or other surface coating that contains >5,000 parts per million (ppm) of lead or more than 0.5% of lead by weight for buildings that meet the definition of a child occupied facility or target housing. The Occupational Safety and Health Administration (OSHA) defines LBP as a paint that contains lead, regardless of the concentration. Due to the nature of the site the OSHA regulations will apply to the renovation activities, since the site does not meet the definition of a child occupied facility or target housing.
2.0 BUILDING DESCRIPTION
Building 1656 at NASJRB is a single-story structure that measures approximately 3,500 square feet. The addition will measure approximately 1,450 square feet and is intended to be constructed on the north side of the existing structure.

3.0 FIELD ACTIVITIES
The LBP sampling was conducted by Mr. Chad Champagne, a TDSHS certified Lead Risk
Assessor (Certification No. 2071012). A copy of Mr. Champagne’s certification is attached as Appendix E.
3.1 Site Limitations
It should be noted that suspect LBP, other than those identified during the sampling, may exist within the building and/or on the building exterior. If suspect LBP is identified during the renovation process, those materials should be assumed to LBP until testing can be performed to determine if lead is present in the paint. The LBP sampling locations were selected based on information provided by the client, and drawings indicating the area proposed for renovation.
3.2 Methodology and Analysis
The LBP paint chip sampling was conducted by scraping approximately 1 square inch of paint from the substrate. The samples were submitted to Environmental Hazards
Services, L.L.C. of Richmond, VA, a NELAP (National Environmental Laboratory
Accreditation Program) (Certificate No. T104704248-11-3) and AIHA (American
Industrial Hygiene Association) (Lab ID: 100420) accredited laboratory. The analysis was performed by Flame Atomic Absorption Spectrophotometry, EPA method (EPA
SW846 7000B). A summary of the lead based paint samples and analysis is included in
Appendix B.
No materials were assumed to be LBP. Any inaccessible areas that contain painted surfaces should be tested when access permits or should be assumed to be positive for
Lead-Based Paint.
4.0 REGULATORY OVERVIEW
The State of Texas has established the Texas Environmental Lead Reduction Rules
(TELRR) to establish the means to control and minimize public exposure to lead by regulating lead-based paint activities in target housing and child-occupied facilities. The
TELRR contains procedures and requirements for the accreditation of lead training providers, procedures and requirements for the certification of individuals and firms engaged in lead-based paint activities and standards for performing such activities in target housing and child-occupied facilities. The TELRR also requires that all lead-based paint activities in target housing and child-occupied facilities be performed by certified individuals.
Responsive ■ Resourceful ■ Reliable 3
The Department of Housing and Urban Development (HUD) guidelines consider a lead content equal to or greater than 5,000 parts per million (PPM) to be the level at which paint is considered to be “lead-based” and at which point a potential hazard exists. The
Occupational Safety and Health Administration (OSHA) considers paint containing any level of lead above the analytical method detection limit a potential hazard which should be communicated to any employees or contractors who may disturb the materials in the course of their assigned work.
The OSHA Lead Standard for Construction (29 CFR 1926.62) applies to construction work where an employee may be occupationally exposed to lead. All work related to construction, alteration, or repair (including painting and decorating) is included. The lead-in-construction standard applies to any detectable concentration of lead in paint.
OSHA considers paint containing any level of lead above the analytical method detection limit a potential hazard which should be communicated to any employees or contractors who may disturb the materials in the course of their assigned work.
5.0 FINDINGS AND RECOMMENDATIONS
A total of nine (9) paint chip samples were collected. One sample contained lead above the HUD standard of 5,000 ppm.
Brown paint on the North exterior door (Sample 5)
It is recommended that contracting personnel who may disturb the paint as part of the planned renovations should be made aware of the lead content in the materials so that they may exercise proper OSHA procedures for personnel protection or possibly employ protective procedures when working with the materials. It is further recommended that activities such as flame/torch dismantling, dry sanding and/or dry grinding of any components with lead-containing materials applied should be prohibited as part of any repair, renovation or demolition activity.
The renovation activities conducted in Building 1656 will be subject to OSHA regulations
(29 CFR 1926.62 – Lead Exposure in Construction). The OSHA regulation defines specific training requirements, engineering controls and working practices for construction personnel subject to this standard. There are also federal and state regulations, which require characterization of demolition debris to determine proper disposal procedures.

6.0 GENERAL COMMENTS
This lead paint sampling was conducted in a manner consistent with the level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions in the same locale. The results, findings, conclusions and recommendations expressed in this report are based on conditions observed during our survey of the building. The information contained in this report is relevant to the date on which this survey was performed, and should not be relied upon to represent conditions at a later date. This report has been prepared on behalf of and exclusively for use by CEMS
Engineering, Inc. for specific application to their project as discussed. This report is not a bidding document. Contractors or consultants reviewing this report must draw their own conclusions regarding further investigation or remediation deemed necessary. Terracon does not warrant the work of regulatory agencies, laboratories or other third parties supplying information which may have been used in the preparation of this report.
