About this file

This document is a Questions and Answers (Q&A) document for a Repair Airfield Spalling Solicitation (Solicitation Number FA667025B0002) dated 19 Aug 2025. The Q&A addresses four key clarification points about the project: (1) crack sealing quantities, (2) sealant product specifications, (3) routing of previously sealed cracks, and (4) scope of joint sealing. Key details include: the project requires jet fuel resistant sealant for crack filling, with crack and joint sealing quantities to be determined in the field based on project specifications and drawings; previously sealed cracks will need to be routed for a new clean seal; and joint sealant replacement is expected only at locations of spall repairs and full depth repairs, not across the entire project limits. Contractors are advised that they can propose alternative preparation methods to the Contracting Officer for review if routing existing cracks proves impractical.

Repair Airfield Spalling Solicitation – FA667025B0002 Question and Answers – Set 2 19 Aug 2025

1. Quantity of Crack Sealing The Q&A states there is no quantity for the cracks that need to be sealed, with the extent to be determined in the field per the specifications and drawings. Without estimated linear footage, bidders cannot price this work consistently. Please provide an estimated quantity for bidding purposes, or confirm that this work will be measured and paid at a unit price (LF) based on actual field measurement.

Answer: There is no quantity to the cracks that need to be sealed. The cracks required to be repaired will be determined in the field based on the requirements for crack sealing defined within the Project Specifications and Drawings.

2. Sealant Product vs. Jet Fuel Resistance Requirement Specifications call for cold-applied silicone sealant for crack filling, yet other sections appear to require sealant meeting jet fuel resistance standards—typically not met by standard silicone. Please confirm whether the required sealant must meet jet fuel resistance criteria, and if so, identify an approved product meeting both the cold-applied and jet fuel resistance requirements.

Answer: Jet fuel resistant sealant is required.

3. Routing of Previously Sealed Cracks The Q&A indicates previously sealed cracks will be routed for a clean seal, though in practice this may damage adjacent pavement and existing sealant. Will alternative preparation methods be considered for these cracks if routing is impractical?

Answer: These previously sealed cracks are in rough shape and need to be resealed.

Previously sealed cracks will need to be routed so a new clean seal can be established in these locations. If the Contractor thinks there is a better method for this process they can propose that to the Contracting Officer for review.

4. Scope of Joint Sealing The project specifications and drawings identify joint sealing work but do not clearly state whether:

• Joint sealing is required only for the joints surrounding each slab scheduled for replacement or repair, or

• Joint sealing is required for all joints throughout the project area, regardless of whether the adjoining slabs are replaced or repaired.

This distinction significantly impacts the total joint length to be sealed and, therefore, material, labor, and equipment costs.

Please confirm whether the intent is to:

• Seal only the perimeter joints of slabs replaced or repaired under this project, or

• Seal all joints within the project limits as shown on the plans.

Answer: It is assumed that joint sealant will be removed and replaced at the location of spall repairs and full depth repairs. It is not expected that all joint sealant within the project limits be removed and replaced.
