About this file
This document is a Request for Information (RFI) response for the RVKQ 20-0770 Repair Airfield Pavement Spalling project at Niagara Falls Air Reserve Station. The RFI contains 16 technical clarification questions and responses from the government's Civil Engineering Center (CEC) regarding specific project details, including QA/QC requirements, traffic control, pavement repair specifications, drainage structures, concrete mix designs, project phasing, and submittal requirements.
Key technical clarifications include: the QA/QC person must be on-site during all paving operations, low-profile barricades are required for work areas, drainage structures will remain in place, concrete mix designs approved within 18 months prior to RFP posting may be used, project phases will be completed in succession (Phase 1 → Phase 2 → Phase 3 → Phase 4), no LEED requirements exist, and all saw cuts must be sealed. The project involves repairing airfield Portland Cement Concrete (PCC) pavement spalling in the Aircraft Main Apron and Taxiway Alpha, with work including full and partial depth patching, joint and crack sealing, and slab/panel replacement.

DEPARTMENT OF THE AIR FORCE
AIR FORCE RESERVE COMMAND
23 July 2025
MEMORANDUM FOR: 914th MSG/PK
FROM: 914 MSG/CEC
SUBJECT: RVKQ 20-0770 Repair Airfield Pavement Spalling RFI 001 Response.
1. The spec mentions the need for a QA QC but mentions daily inspections. Please clarify how often the QA QC person is required to be onsite.
a. CEC Response: The QA QC person is required to be on site during all paving operations.
2. Is traffic control required? Is so, please provide more information on traffic control. There is no traffic control plan provided. Low profile barricades?
a. CEC Response: Traffic Control is not required; however the Contractor will be required to set up low profile barricades around their working area to delineate it. The Contractor has to do this for each phase of the project. Additionally, the Contractor shall ensure there is no vehicular traffic over concrete work that has not fully cured yet.
3. Is there a detail for the partial depth repair?
a. CEC Response: All details are provided in the drawings.
4. What is the footage of crack sealing?
a. CEC Response: There is no quantity to the cracks that need to be sealed. The cracks required to be repaired are will be determined in the field based on the requirements for crack sealing defined within the Project Specifications and Drawings.
5. TAB 23 shows a detail for a crack previously sealed and notes to “route clean and res to limits of existing cp where crack exceeds patch with epoxy”. Please clarify. Also, from our experience, sealed cracks cannot be routed – it will make a mess.
a. CEC Response: These previously sealed cracks are in rough shape and need to be resealed. Previously sealed cracks will need to be routed so a new clean seal can be established in these locations. If the Contractor thinks there is a better method for this process they can propose that to the Contracting Officer for review.
6. What are the dimensions of the full depth replacement slabs? What is the thickness of the full slab replacements?
a. CEC Response: Drawings are to scale. Slab dimensions can be obtained from the drawings. Full slabs shall be replaced to the existing thickness stated on drawing TAB 6.
7. TAB 20 identifies slab #12032 for full depth replacement and, with the 1:10 scale provided, measures 12’x9’ = 96 SF. TAB 4 identifies slab 12032 at 152.5 SF replacement. Please provide the correct SF for this replacement. (The other slabs seem to scale out correctly.)
a. CEC Response: TAB 4 is incorrect. According to the survey slab 12032 is approximately 98 SF.
8. There is a spec for removing paint and rubber. How is this spec applicable for this project?
a. CEC Response: Paint and rubber removal is not anticipated.
9. TAB 19 identifies full depth replacement of slabs 11025, 11030, and 11016. These slabs contain drainage structures with steel frame and grates. Are the frame and grates to remain? There is no storm work spec or drawings. Please clarify.
a. CEC Response: The drainage structures are to remain and be protected. There is no drainage work required in this project.
10. Can a concrete mix design that has previously been approved be used for this project to save time? If the new slabs are 10” thick, the project will require 45 CY, plus whatever is needed for the smaller partial depth repairs.
a. CEC Response: Mix Designs approved within 18 months prior to RFP posting may be utilized as long as they meet the proper requirements.
11. What is the average depth of partial depth repair?
a. CEC Response: The partial depth repairs requirements are to saw cut at least 2 inches deeper than the respective pavement distress. There is no average depth.
12. Is there a particular schedule for phase 1-3 or do you plan on the work to be done in succession
(phase 2 first. once complete, begin phase 3, etc.)
a. CEC Response: The phases shall be in succession. Phase 1 Phase 2 Phase 3
Phase 4.
13. Do you have a submittal register that we can look at to understand the preconstruction and during construction submittals that need to be submitted?
a. CEC Response: See AF IMT 3000 in attachment section.
14. Is Fencing required around both the work area and the staging area? If so, do they both require fabric?
a. CEC Response: Fencing is not required in either area. The work area does need barricades around it as specified.
15. There is mention of recycling. Is there a LEED requirement?
a. CEC Response: No LEED requirement.
16. Do all saw cuts need to be sealed?
a. CEC Response: Yes, all saw cuts shall be sealed.
