RE: FA667020B0001 Copper Plant Upgrade

Please see question for the above referenced project.

1. Section 2.1.2.1 Security Clearances. Please provide the areas the contractor will need to give 24 hours advance notice to gain access to.

a. Bldgs. 202, 204, and 2504.

2. 2.1.1.1 Measurements. Can the owner provide a site plan with all hand holes and manholes shown for accurate measurements? This was to be verified by the contractor during the site visit

3. 2.1.1.6 Outside Plant Installation. Can the owner provide product data sheets on the fiber cable they are to furnish?

a. (EFI&T) single mode (SM) fiber optic cable (FOC); The cable shall meet RUS 7 CFR 1755.900 criteria

4. 2.1.1.6 Outside Plant Installation. Can the owner provide real lengths of fiber the contractor will use to install?

a. This was to be verified by the contractor during the site visit.

5. Will the existing conduits that the contractor is pulling fiber through have Maxcell installed in them?

a. Yes

6. Will the existing Maxcell have a free cell for the contractor to use?

Yes

7. 3.3 Hours of Operations. Can the Contractor work outside normal duty hours at the site if scheduled?

The contractor may request to work hours outside of those hours listed in the solicitation; requests will only be granted if/when special circumstances exist

Questions regarding Copper Plant Upgrade

1. Are we to assume that the existing manholes have the appropriate racking and steps?

Yes, the existing manholes have the appropriate racking and steps.

2. It was stated in the documentation what was required for the fabric innerduct, does the existing underground ducts have the 3"x 3 cell innerduct?

Yes, the existing underground ducts have the 3” x 3 cell inter-duct.

3. 3" x 3 cell innerduct: spreadsheet indicates MH 500 to MH 501-1, 210'. It is not on the prints provided, please clarify.

The map (6 of 7) is correct. The table (2.1.1.6.1.3.1, Install Geo-textile) does mention MH 500 to 501-1 210’ but it is incorrect and this item should be omitted.

4. In 2.1.1.6.1.3 (2-6) it mentions using 1 ¼” inside diameter conduit from pull box to equipment room for buildings 600, 207, 618, and 828.

In 2.1.1.6.1.3.7 it mentions installing 1” HDPE innerduct in the same buildings. Is this an error or are we to place 1” HDPE innerduct along with the 1 ¼” conduit?

Yes, 1 ¼” innerduct is needed.

5. What type of building environment and ceiling heights are the (4) new 1 1/2" to be installed within?

The Installation has a variety of building construction types (brick, metal, stucco, etc. ) and the heights differ from building to building; it is on the Contractor to verify each type as necessary.

6. Are you requiring the HDPE (high density polyethylene) innerduct to be installed in the new 1 1/4" conduit since the buildings are list in both requirements?

No

7. Are we to assume that the buildings calling out for corrugated innerduct are 50' or less?

Yes, approximately 50’.

8. Is it acceptable to offer a 4U termination cabinet in Buildings 797, 500, to condense fiber cables into one cabinet?

Yes, but final approval would be via the submittal process

9. Will escorts be needed in any areas?

To gain access to the building’s communication closet. Escorts will be needed for bldgs. 202, 204. 2504.

10. Are any man holes alarmed and/or locked?

No, the man holes you will be accessing will not be locked or have alarms.

11. I need to know the locations of the FODP and point of cable entry to see route and how much of the 1” HDPE corrugated innerduct is needed in ITB 500, ITB 797, Bldgs 202, 204, 207, 404, 421, 425, 426, 600, 618, 828, and 2502?

12. Specification 2.1.1.6.1.1 Mentions installation of 13 Handholes. Map details only the following 10 handholes as currently not existing :HH 797,HH 204,HH 425,HH 426,HH 421,HH 600,HH 618,HH 618-1,HH 8-1,HH 8-2.

a. Are only 10 new Handholes required or is it actually 13? If so, which additional handholes are the ones necessary?

There are 10 handholes not 13.

13. Building 425 & Building 426’s Proposed conduit is only mentioned on map, not on specification table 2.1.1.6.1.1. I trust that a single 4” conduit run would need to be installed along with a NEMA 4X box for each?

Yes, single 4” conduit and a NEMA 4X box for each; but final approval would be via the submittal process.

14. Table 2.1.1.6.1.1.2 Mentions that Building 421 shall have one 4” conduit run of approx. 90’ from Building 421 to HH 421, but the map specifies two. Which of these two is the correct quantity?

(Sheet 7 of 7) Bldg. 421 to HH421 should be 1x4” The drawing has wrong color. It should be blue.

Table 2.1.1.6.1.1.2 does mention from one 4” conduit from HH 421 to HH 421 with an approximate distance of 90’ on sheet

6. It should be sheet 7.

15. A.

Specification number 2.1.1.6.1.3.7 mentions an installation of 1” innerduct inside ITB797, Buildings 202,204,207,404,421,425,426,600,618 & 828. Does the core for each of these building need to be the same size as building 202’s 4” core or would 1” suffice?

1” would suffice for inside the buildings; but final approval would be via the submittal process.

B.

Does ITB 500 and building 2502 require a conduit run and manhole intercept along with a NEMA 4X box like ITB 797 does?

No.
