Question and Answer #3

Pickle POL Lines

1)

In response to previous question:

There was mention made at the pre-construction meeting of the contractor providing a tanker truck as an alternate bid item yet we did not see this on the most recent bid sheet. Is this still a desire? If "yes" we would suggest that this be a unit price "per hour portal/portal" item as this is how we would be charged from the trucking company. Also, it should be made know that this tanker must be CLEAN when arriving on site so as not to contaminate fuel.

Response: It was explained at the meeting that the government would be providing 2 tanker trucks and that it was recommended that the contractor provide at least 1 of their own to be able to complete the job in a timely manner, and that would be included in the total cost submitted in the contractor proposal. The optional item discussed was the option of nitrogen in the lines and that had been listed as an optional item on both the updated SOW and updated bid sheet.

Our Company agrees that three trucks (or more) would be best suited for this project as one would be loading while the other is unloading. We would, respectfully, request that the bid sheet be modified to make the cost of providing this truck an add item OR the requirement of providing a set number of trucks for a set number of hours be included in the price of the bid. This would allow all bidders to bid the project on equal grounds.

We would make the suggestion of having 2 tankers for 1 – 12 hour day (including transit time to/from the base).

Thank you for this consideration.

Response: Unfortunately we are unable to modify the bid sheet to itemize out the cost of the tanker truck(s) and fix the number of trucks that the contractor must use. In the SOW we are detailing what service the government is looking to have happen and how many tanker trucks that we will be providing, we are not instructing or directing on how many tanker trucks the contractor should use to perform the job to complete it on time. It is up to the contractor to determine how many tanker trucks they will need to complete the job within the period of performance and figure that into their price accordingly. If the contractor already owns their own tanker truck(s) they are able to still include their use into the final project cost.

2) Please confirm that wage rate 23311 “Fuel Distribution System Mechanic” of $27.65 + $3.5 per hour for health and welfare is the rate that is to be used when bidding this project.

Response: The appropriate occupational classifications are listed under occupational code

23000. Under the service contract act a worker should be paid at a minimum of what is listed on the wage determination based on what they are classified. (ie – if the worker is classified as a 23311, Fuel Distribution System Mechanic then the wage would be $27.65, if classified as a

23312, Fuel Distribution Systems Operator the wage is $22.98, if classified as a 23790, Pipefitter the wage is $25.74.) We are unable to tell the contractor what their workers are classified as.

In accordance with an all agency memo dated June 9, 2010, the applicable wage decision includes the new and current SCA Health and Welfare rate of $3.50 per hour. The Health and

Welfare rate of $3.50 per hour or $140.00 per week or $606.67 per month should be added to listed pay rate of the workers classification.
