1) SOW item 1.2.1.1.1 - We are assuming that all fuel is reusable and that no sludge exists in the line. Would you please provide a quantity of sludge to be disposed (i.e. 1 – 55 gallon drum) so that all contractors bid disposal of this item at the same rate.
Response: No sludge amount will be specified.
2) SOW item 1.2.1.2.1 states that fuel will be reclaimed directly into the above ground storage tank or GOV tanker truck. We are assuming that this fuel will be either kept in the storage tank and re-used. Is it correct to assume that the contractor is not to assume costs for the following:
a) Disposal of any fuel
b) Cleaning of any GOV supplied tanker truck or bulk fuel storage tanks after being used
Response: All fuel will be reclaimed by the Gov’t. The GOV supplied tanker trucks will not be cleaned by the contractor.
3) Please confirm that all field personnel performing this work must have 40 hour Hazwoper training.
Response: Yes, as stated in 1.14.8.2 of the SOW – All site personnel shall be required to submit a copy of their 40 Hr. Hazardous Waste Site Worker Certificate for review and approval by 914 AW/CEV personnel prior to beginning any work.
4) Provide a start/end date for the project.
Response: Start date will be contingent upon award date; it is not a set date that can be provided at this time. We are aiming to have the award made during the first week of
August. The time frame for completing the job is 90 days.
5) Is this a Davis-Bacon and/or certified payroll project?
Response: No this is not a Davis-Bacon or certified payroll project. It is a service contract under the Service Contract Act FAR 52.222-41. Attached is the current wage determination.
6) We do not anticipate any digging needing to be performed during this project, however, there is a requirement for a SWPP plan. Please verify that a SWPP plan is NOT required as part of this project.
Response: A SWPP plan will not be required.
7) Please indicate the # and size of tanker trucks that are available for use by the contractor for this project. This information is critical to determine how long the work will take.
Response: 2 ea R-11 (6000gal capacity) GOV tanker trucks will be available.
8) There was mention made at the pre-construction meeting of the contractor providing a tanker truck as an alternate bid item yet we did not see this on the most recent bid sheet. Is this still a desire? If "yes" we would suggest that this be a unit price "per hour portal/portal" item as this is how we would be charged from the trucking company. Also, it should be made know that this tanker must be CLEAN when arriving on site so as not to contaminate fuel.
Response: It was explained at the meeting that the government would be providing 2 tanker trucks and that it was recommended that the contractor provide at least 1 of their own to be able to complete the job in a timely manner, and that would be included in the total cost submitted in the contractor proposal. The optional item discussed was the option of nitrogen in the lines and that had been listed as an optional item on both the updated SOW and updated bid sheet.
9) A pig launcher was noted at the tank farm. Will pigging through this line send the pig through the transfer AND hydrant lines or is there a separate point where we will need to tie into the hydrant line? If there is a separate tie in is there a launcher there as well?
Response: The pig will only be sent through the transfer line. The hydrant loop will be drained via a low point drain near spot #8 on the ANG Ramp.
10) Is there a pig receiver available or will we need to build one?
Response: Contractor will furnish the pig launcher and receiver.
11) Please indicate the PSI the nitrogen charge is to put at. Without this information it is impossible to price the line item. Typically, 15psi is acceptable.
Response: 15 psi is acceptable.
12) Do you see a need for any other environmental work (i.e. soil borings, monitoring wells) to support this line closure? Is there a need for a formal line closure report?
Response: Do not build contingencies into the scope. If a situation arises that is not addressed in the scope of work, we address it through the addendum process.
