About this file

This is a Questions and Answers document dated September 22, 2026, providing clarifications on technical requirements for the renovation of Building 203 aircraft engine shop to support C-130J conversion operations at the Department of the Air Force Reserve Command.

The document addresses critical design and construction specifications for two temperature and humidity-controlled rooms (128A and 134). Key clarifications include: no ceiling tile, drywall, or acoustical grid is required in either room; R49 ceiling insulation is specified; Room 134 requires four 100-watt white light wall packs on two-side walls with humidity maintained at or below 40 percent and temperature at 70 degrees or lower; Room 128A retains existing lighting with addition of 11 lights; Room 128B requires replacement of explosion-proof lights with an equal number of LED suspended lights; Room 128 humidity must be maintained at 50 percent and temperature at 73 degrees or lower; specified bar joist materials must be used; the project is not a design-build; a standalone HVAC monitoring system is acceptable without integration into the Johnson Controls system; and a referenced DD Form 1354 has been disregarded. The document serves to resolve ambiguities from initial site walkthrough directives and previous questions and answers regarding materials, lighting specifications, environmental controls, and HVAC requirements for the engine maintenance and propeller repair facility.

Questions/Answers 22 September 2026

Are we to use the specified bar joist? Use specified bar joist

Since we are provided with materials to be used and there is no requirement for professional design is this project is not a design build? This not a design build

On the first walk through we were given the directive that no ceiling was required in neither room 128A nor 134. Now it appears there is a ceiling required. Can you please clarify if a 5/8 dyrwall hard ceiling is required? Is it to be above or below the overhead door? Is acoustical ceiling tile grid acceptable? What is the bassis of design? No ceiling tile in either room. No 5/8 drywall. No acoustical ceiling or grid.

The original solicitation requires and R49 ceiling insulation. The Q & A #6 answer states that R 39 ceiling insulation is required. Can you please clarify? R49

1st walk-through it was said that the lighting layout was just put in for reference for identifying the need for lighting. Now it stated that 9 - 2'X4' Flush Mount lights are required. Can you please clarify this directive? Can you please give the rest of the paramaters required (foot candles, light color, etc...)?

ROOM 134- 4 WALL PACKS ON THE TWO-SIDE WALLS 100 WATT WHITE LIGHT EA..

State of Work Scope References a Form DD 1354. Can Sample of this Form be Provided? Or Clarify Intent of this Form? Assume the "DD" refers to Delegated Design? Please Clarify. Please disregard Form.

For Room 134, we understand that we are not able to exceed 40% humidity. Are there any requirements that we have to maintain a certain level of humidity, or as long as the humidity is below 40% that is sufficient Room 134 is at or below 40% and the 70 degree or lower for Temp. Room 128 humidity 50% and temp at 73 degrees or lower

The new HVAC system is for a standalone monitoring system ,which Kevin said was allowed and we did not have to tie into the Johnson Control system
