The site visit is scheduled for August 13, 2026, at 10:00 AM EDT at 3976 King Graves Road. Interested contractors, subcontractors, and their employees must submit names to the Entry Authority List no later than August 10, 2026, at 4:00 PM EDT via the encrypted SAFE portal at https://safe.apps.mil/. The document outlines the vetting process and negative screening criteria that will result in denial of base access, including inability to verify U.S. citizenship, debarment from federal installations, outstanding warrants, incarceration exceeding 12 months in the past ten years, convictions for serious crimes (espionage, terrorism, murder, sexual assault, firearms violations), sex offender registration, appearance on federal watch lists, and ten or more habitual felony convictions within ten years. All contractors must obtain a favorable Criminal Background History (CBH) check through the National Crime Information Center (NCIC) and a favorable National Agency Check (NAC) prior to receiving a DBIDS card and installation access. The memorandum indicates the sponsor for base access is Kim Hitchcock from the 910th CONF/PK organization.
