About this file
This is a Statement of Work (SOW) for a Design-Build project to renovate Building B203 at Youngstown Air Reserve Station (YARS) in Vienna, Ohio, to support C130J aircraft conversion operations. The project is identified as ZQEL 24-0006 and is issued by the Office of the Base Civil Engineer, Department of the Air Force, Air Force Reserve Command, Headquarters 910th Airlift Wing.
The scope encompasses demolition and construction work to create two climate-controlled enclosed spaces within the existing aircraft engine shop: an Engine Storage Room (Room 134) and a Prop Repair Room (Room 128A). Demolition activities include selective removal of electrical outlets, panels, HVAC units, doors, water lines, and equipment cages, with specific items such as air reels and electrical switches designated to remain. Construction requirements specify 6-inch load-bearing metal stud walls with R-19 insulation, J-bar truss roofs supporting 50 pounds per square foot live load, steel decking, insulated fiberglass overhead sectional garage doors, drywall finished to level 4 with bright white paint, and Fiberglass Reinforced Plastic (FRP) wall protection up to 48 inches. HVAC systems must maintain Engine Storage at 60-70 degrees Fahrenheit with humidity not exceeding 40% relative humidity and Prop Repair at parameters specified by Dowty. All HVAC units must be compatible with existing installation equipment (Daikin or Carrier examples) and integrate with the building's Johnson Controls Energy Management System. Additional requirements include fire suppression system relocation, overhead crane stops installation, and provision of DD Form 1354, red-line drawings, as-built drawings, and CAD files upon completion. All work must comply with Unified Facilities Criteria (UFC), National Fire Protection Association (NFPA), and National Electric Code standards, be completed within 240 days of contract award, and contractor employees must complete AT Level I awareness training and comply with DoD facility security procedures.

1. Location:
The site of work contemplated herein is at Youngstown Air Reserve Station (YARS), located adjacent to the Youngstown-Warren Regional Airport, in Trumbull County, Vienna, Ohio, approximately 11 miles due North of Youngstown, Ohio.
2. Scope:
This project provides the necessary upgrades to building #203 aircraft engine shop, to maintain the required number of new C130J aircraft engines and propellers to support the YARS mission.
The renovations to building 203 include the construction of enclosed areas within the existing workshop, facilitating the ability to maintain and store engines on stands, as well as a room to perform repairs of the J-model propeller blades. These rooms will be temperature and humidity-controlled to meet storage and repair requirements. Any current equipment located within the shop space area may need to be altered to accommodate the new climate-controlled spaces. As-builts on the facility are available in base civil engineering. During construction a DD form 1354 is to be filled out and upon completion of work, is to be provided to the Civil Engineering Office as well as red line drawings, as-built drawings, and CAD files detailing changes made to the drawings provided by Civil Engineering. All construction shall meet Unified Facilities Criteria (UFC), National Fire Protection Association (NFPA), National Electric Code (NEC & NFPA 70), as well as all other standards encompassed in the scope of work performed.
The following information is also available on the project plans/drawings.
3. Demolition work:
Prior to any demolition work, a pre-demolition plan will be submitted to the contracting office for review.
