About this file

This is a Questions and Answers document for solicitation FA665625B0001, providing clarifications for contractors bidding on the Shortfield Striping and Rubber Removal project at Youngstown Air Reserve Station, Ohio.

The document addresses logistical questions about the runway maintenance project, which involves removing 95% of rubber buildup from the assault runway and repainting all Landing Zone (LZ), Controlled Apron, and Non-Controlled Apron markings. Key project details clarified include: grey water disposal facilities are available between buildings 305 and 308, water access is provided via multiple fire hydrants on the flightline, standard work hours are 0700-1700 with weekends discouraged unless necessary, and the staging area is located between buildings 305 and 308. The government expects the rubber removal area to be less than the historical 50,000 square feet due to reduced flying activity from conversion training. Additional clarifications specify that only yellow toe-lines to hangars will be changed to white (all other markings repainted as-is), reflective testing is required, and the rubber removal typically takes half a day while painting the assault strip takes 1.5 days and apron area takes 5 days. Bid submissions must be hand-delivered to Building 504 or mailed to the contracting office, with FAX submissions not accepted.

Questions and Answers

Will a place be provided on site to dispose of grey water? Or will it need to be stored in frac tanks and tested before disposal? Yes, the dump facility is located between bldg. 305 and 308.

Will access to water be available onsite? If by fire hydrant, where is it located in reference to project? Yes, water is available next to the dump facility and other hydrants on the apron area are also usable.

What are the work hours for this project? Are weekends available?

0700 to 1700 unless requested. Prefer no weekends, unless circumstances arise. Generally, rubber removal takes half a day and painting the Assault Strip is 1.5 days and the Apron Area takes 5 days.

Is the water source a fire hydrant and where is it located in relation to the work areas? Yes, multiple locations on the flightline

Will you provide a place on site for gray water disposal? Or will it need to be stored in frac tanks and tested before disposal? Yes, Between Bldg. 308 & 305

Where is the staging area? The staging area is between Bldg 305 & 308.

Restriping was completed on the Apron and back to the Hangars this past fall. The new bid drawings show these same areas to be restriped. Is there something being changed? Yes, the white Toe-Lines to the Hangers, going from yellow to white. Repainting all else, as is.

Are we correct in reading that there is only 1 painted line needing removed? A certain yellow edge line in the drive lane on the apron? The centerline on the travel lane shows yellow on the plan, that is incorrect, it is white and will be painted white. Will correct the plans for next year

The quantities have been consistently at about 50,000 sq ft for rubber removal year over year. Do you expect this to grow or shrink currently? Pretty sure the area of rubber removal will be less than expected, not as much flying this year do to conversion training. Surveying the LZ I observed less rubber in the touchdown zones, but a little more marks outside the area form landing long.

Please confirm reflective testing will be required. Yes, it is required.
