Lighting protection is not required
7. Note 10, Section Sht. AD-112- Says to remove portion of the standing seam roof as required for new Ridge caps. Ref Plan on A-114. However, Note 9 on Sheet A-114 indicates the Ridge Caps are Exisiting. The other Ridge Cap on Sheet A-114 References Note 11 which does not exist in the New Coded Notes. Response: Existing ridge caps to remain.
8. Page A-512, Section 4- Details show the New standing seam roofing to be installed directly over the rigid insulation with no plywood in between. Is this correct? Response:
Yes, there is no plywood in between. The detail is per the Basis of Design product (see specifications.) “Double-Lock DL20” by Dimensional Metals Inc. which shows the roof installed thru the insulation, into the metal deck.
9. Page FP-010- What is the Make and Model of the existing Fire Alarm System?
Response: Monaco System
10. Page A-113- A-113 shows an equipment and furniture plan however there is no specification section. The specs say “Not Used”. Is furniture to be part of our bid? If so please provide specifications as there are many manufacturers and levels of quality.
Response: All the contractor has to do is move all existing furniture to other places on base (no more than 3 locations)
11. Page A-113- General note 2 on A-113 states Installation of bulletin boards, display cases, and white boards by contractor. Are all of these items to be provided by the contractor?
We have been unable to locate and information on these items. Response: No supplied by Owner.

13. Page A-112a- Coded note 1 states to tape all mats from CMU to CMU. It was stated at the site visit that this would not be allowed. What type of installation is desired?
Response: Closure System: an interlocking closure system that allows each mat section to be securely connected together without using mat tape and creates a water-tight seal. No mat tape is to be required. 1. Resilite Sports Products, Inc. is what this system is based on, I’m sure there are other companies that make an interlocking system. 14. Hook and loop or other overlapping tabs to connect mat sections together is not acceptable
14. Page A-610- Please confirm that none of the new windows or store fronts need to meet any blast resistance? Response: Not blast resistance

17. General- Currently there is an existing firing range in the way of the addition that is to be constructed. Can it be guaranteed that this building will be gone and properly backfilled prior to our mobilization? The outside work will be the first thing that will need to be started through the summer months while conditions are suitable. If the building is not guaranteed to be gone by NTP will winter protection costs be addressed at this time?
Response: No Guarantee on when that building will be down. Working with Core of Engineers to try to have down as soon as possible. Contract will not be awarded until late April and it is for 270 days which will fall into January of 2020 so I would think the contractor would build in winter conditions.
18. General- A project of this size will require a substantial laydown area. What is to be used as a laydown area? Response: Will have a better idea when Coats is finished with the Range.
19. Page A-511, Section 8- Detail 8 on A-511 shows fastening 2x4’s to the under side of existing trusses and installing R13 insulation, OR if existing structure only has 2X4 top chords to install 2x6 then R19 insulation. In lieu of this expensive work would the government be receptive to removing all existing insulation and spraying the underside of the existing roof deck with a closed cell insulation to achieve a factor of R-32?
Response: Option to remove all existing insulation and spray underside of existing roof deck with Closed Cell insulation as shown to achieve an r-value of R-32 min.
will be allowed.
20. Page C-100- The South end of the drawings shows removing signs/ concrete/ and asphalt but there is currently a building sitting there. Are these items to be included on our bid to remove? Response: Yes, but not as much as shown. Possibly 60 l.f. of curb and 100
sq. ft. of asphalt.
21. Page B-101- None of the boring locations are within our Work Zone. What is going to happen if we encounter failing substrates? Especially where another contractor is going to be removing an existing building which sits in the pathway of our new addition. How are we to provide positive test results when the existing surfaces don’t exist yet? Response:
If needed we will use spread footers that we will provide direction and use the Means Cat. For pricing and the extra work that may be performed.
22. Depth of sewer at tie in points for new branches? Response: findable by opening a cleanout and measuring down
23. Will ceiling be a plenum ceiling requiring cast iron vent piping? Response: No, mechanical HVAC system is ducted and not used as plenum. Follow Drawings.
24. Incoming natural gas pressure at building wall? Response: 10-12 p.s.i.
25. Is incoming gas meter and regulator to be supplied by natural gas supplier? (Dominion East Ohio or others) Response: Yes by others
26. Do ONICON gas and water flow meters need to tie into a monitoring system? Response:
Yes, the gas and water meters should be connected to BMS system by using BACNet communication cards if needed.
27. It appears as though the underground to the building is sized appropriately. I don’t feel as though feeder removal is necessary if those feeders can be kept to that back box and obviously new feeders get pulled place of the old. Can this box stay? Response: Yes, if existing box is complete, has over 40 years life and sized to handle new loads, it can remain.
28. During the site visit, it was discussed that through the current project that is underway – the government believes that the building scheduled to be demolished should be removed by June at the latest. When compiling our pricing, we would anticipate beginning all of the site work over the summer and having the new building addition under roof and protected from weather prior to Thanksgiving 2019. If there is a delay in getting the other project completed by the anticipated timeframe, how would the government deal with associated costs due to delays and extensions of schedules? This would inevitably burden any contractor that would have anticipated a shorter duration for completion of the project. Response: No guarantees bid this project the way you see it and the government is not responsible for weather conditions. If more time is needed we allow at no cost to the Government.
29. S-010 Details the work related to soil bearing capacities. We cannot perform soil borings at this time due to the existing structure. If during the removal of the existing structure and it’s foundation by the other contract, the soil is disturbed at the anticipated elevation shown on the contract drawings – will there be a means of compensation for the undercutting and filling with engineered fill to reach bearing capacity? Is there existing drawings confirming the depth of the existing footers that would lead us to believe that they are shallower than the anticipated new footers and that the soil should be at bearing capacity now? Response: Refer to #21 above
30. Drawing T-510- Cat 3 12pair cable from existing room extended to new IDF also 110 protection blocks requested, is any of this needed or not? Response: See Addendum #1 by STAR Consultants (Amendment 2 posted on fbo.gov 6 March 2019)
31. Drawing T-511- Under data transport media it is list multimode six strand fiber OAM4, it also listed FC connectors? You stated clearly that you don't use multimode fiber anymore. Response: See Addendum #1 by STAR Consultants (Amendment 2 posted on fbo.gov 6 March 2019)
32. Drawing T-110- The triangles indicate your drops but the question is are they single, dual or quad drops and are the locations correct where you want the drops? Response: See Addendum #1 by STAR Consultants (Amendment 2 posted on fbo.gov 6 March 2019)
33. Drawing T-110- there are four items listed as (J) which is a simple wall plate with 1-1/2" hole, are cable drops going here or this for something else? Response: See Addendum #1 by STAR Consultants (Amendment 2 posted on fbo.gov 6 March 2019)
34. In reference to drawing T-110, and note #17, the speaker cabling is shown to be routed to a foursquare box. Speaker cabling is to be terminated to a Speakon connector to at an audio equipment rack may be connected to the speakers. Patch cabling must also be provided.
Is the owner providing the audio equipment for this space (existing equipment)?
Response: Equipment to be supplied by Contractor
What type of Speakon connector and patch cable must be provided? 2-conductor or 4-conductor? This may be dictated by the type of Speakon output the existing owner provided equipment rack has. Response: The drawings specify JBL Control 65P/T, this uses 2 conductor cables and 2 conductor 1 to 2-meter patch cable. The contractor shall use conductors needed for equipment submitted for approval and approved by the COTR (Contracting Officers Technical Representative). JBL65 P/T Speakers use 2 conductor patch cable. Follow the manufacturer’s requirements that is approved by submittals.
