Youngstown Q&As from amended RFP and PWS
TAB F
1. Reference PWS paragraph F5.14.6.1, Cross-Connection Surveys: With the survey
a. required every five years, the Government informed us in prior Q and A that the current contractor opted to perform all of the inspections at once rather than 20% per year. Additionally, as of last year (2015), we were informed that the inspection was past due (due 2014). Has the inspection been performed? When is the next inspection due?
ANSWER: The last recorded inspection was accomplished in February 2009, therefore the required inspection is currently overdue. Offerors should be prepared to accomplish the inspection during the first year of the contract.
Reference PWS paragraph F5.23 and F-TE-2, the technical exhibit does not have a listing of lightning and ground arrestors. Please provide a listing?
ANSWER: Contractor should assume all facilities require Ground and Lightning Arrestor Testing per the referenced AFI and ETL.
2. Reference PWS paragraph F.6.3.5.4, “Snow Plow Blades, Brooms” is no longer a part of this document. This paragraph previously stated that the KTR was responsible for the purchase installation and maintenance of all snow plow blades, shoes, cables, snow brooms and associated parts for all snow equipment. Does this mean that the expense for these items is not the responsibility of the KTR?
ANSWER: Paragraph F6.3.5.4 was inadvertently left out of the PWS. The following paragraph will be added back into the PWS, “F6.3.5.4 Snow Plow Blades, Brooms: The KTR shall be responsible for the purchase, installation and maintenance of all snow plow blades, shoes, cables, snow brooms and associated parts for all snow equipment. The brooms require polyurethane bristles.”
3. Reference F-TE-6 MAS 18, a – h, pages F-130 – 141; the equipment listings that populate most of this MAS are inadequate for the purposes of staffing. Each of the maintenance action sheets shows a protocol that differentiates by system tonnage and/or type (i.e. AHU, water or air cooled, chilled water, package, etc.) however that type of information is absent from all of the listings with the exception of MAS 18c. Additionally, there are numerous occurrences where the maintenance action required does not match the equipment list associated with it. For example, see MAS 18d (Package Heat Pump), 18e (Window A/C Unit) and 18h (Exhaust Fans). We would like to suggest that the Government utilize the same type of format utilized in the Dobbins solicitation (example below), thereby providing all offerors with the information necessary to staff this section properly.

ANSWER: The Gov’t feels that the data provided is adequate for a proper offer to be made. All contractors received the same data.
4. Reference F-TE-6 MAS 18, i – r, pages F-141 – 145; None of these Maintenance Action Required sheets have any specific equipment assigned to them, is there a reason that they are included? Is there information missing, or are these sheets not required. Please clarify.
ANSWER: Some of these MAS sheets may apply to data given throughout MAS 18a-r. There is enough data provided to determine which MAS sheets apply.
Reference Tab F, PWS paragraph F5.25.8 and MAS #43; As the KTR is responsible for the maintenance of the Industrial Wastewater Pre-Treatment Plant located in Building 309;
a. Please provide a breakdown of the equipment that makes up this system in order for the offerors to accurately staff for this requirement.
ANSWER: Information provided is adequate for contractors to propose.
b. Please provide the typical flow rate realized through the system.
ANSWER: The flow rate is 60 - 80 Gallons per minute.
c. Does the system have any type of alarm for notification of a failure, or is the KTR responsible for staffing this location continuously?
ANSWER: The Lift stations and De-Icing pits have alarms. The plant does not operate if it is not manned, and it does not need to be manned continuously.
5. Reference PWS paragraph F6.4.4 and F-TE-2e, Kitchen/Misc. Equipment; this paragraph states that “The KTR shall clean kitchen exhaust hoods and ducts; building 113 and 402 quarterly, and Building 201semiannually.” The equipment list in F-TE-2e does not show any equipment for Building 402, nor does it provide the duct dimensions that need to be cleaned for any location. Please clarify.
ANSWER: . Building 402 will be added to the Kitchen/Misc/Equipment chart as seen below.

6. Reference PWS paragraph F5.17.1.3 Air Distribution Systems. Please identify the locations and quantities of all of the air intake/distribution/exhaust grilles, registers, and diffusers so we may estimate staffing and resources accordingly. If this service will be provided via Service Call versus monthly FFP, please state so in PWS.
ANSWER: Paragraph F5.17.1.3 will be modified to read, “F5.17.1.3 Air Distribution Systems: The KTR shall visually inspect and clean air intake/distribution/exhaust grilles, registers, and diffusers for security, unrestricted air flow and cleanliness. All work will be ordered under the Labor for Service Call CLIN of the contract.” Paragraph F5.17.1.4 will be modified to read, “F5.17.1.4 Fan Coil Units: The KTR shall visually inspect and clean all heating and cooling fan coil units for unrestricted air flow and cleanliness quarterly in all facilities. All repairs will be ordered under the Labor for Service Call CLIN of the contract.
7. Reference PWS paragraphs F5.19.1.2.1. Please provide the locations, quantities and types of lights that will need to be cleaned as referenced in AFJMAN 32-1083, Electrical Interior Facilities (paragraph 9-5 Cleaning). Additionally, please provide the preferred frequency, as the manual states that cleaning intervals may vary. We must have this information so we may estimate staffing and resources accordingly. If this service will be provided via Service Call versus monthly FFP, please state so in PWS. Please keep in mind this one item alone may be very costly as there are likely a substantial amount of lights in the facilities. Further, it may require after-hours/overtime rates as occupants will not be able to work in their offices while this service is being conducted, therefore the service may have to be done regularly after hours.
ANSWER: Paragraph F5.19.1.2.1 will be modified to read, “F5.19.1.2.1 All maintenance, tests, and inspections shall conform to AFJMAN 32-1083, Electrical Interior Facilities. Cleaning of light fixtures will be ordered by the BCE under the Labor for Service Call CLIN of the contract.”
10. Reference PWS paragraphs F5.19.1.2.1.1. This paragraph states “Where AFJMAN 32-1083 indicates work items may be performed at the discretion of those performing the work, the determination shall be by the BCE.” We presume that work requested by the BCE will be handled as Service Calls, otherwise we will need to estimate staffing and resources based on the requirements of AFJMAN 32-1083. If this service will be provided via Service Call versus monthly FFP, please state so in PWS.
ANSWER: Paragraph F5.19.1.2.1.1 will be modified to read, “F5.19.1.2.1.1 Where AFJMAN 32-1083 indicates work items may be performed at the discretion of those performing the work, the determination shall be ordered by the BCE under the Labor for Service Call CLIN of the contract.”
11. F2.3.3: PWS Section F2.3.3 requires LFM personnel to have at least 5 years’ experience working on aviation fuel systems. It further states that part of that experience must be in maintaining military Type III hydrant systems. Please clarify why hydrant system maintenance experience is a requirement when Youngstown does not have a hydrant system?
ANSWER: The PWS Tab F position descriptions detail the necessary experience required to successfully perform the associated position work tasks.
12. Reference PWS paragraph F6.3.5, Snow Removal and Ice Control Operations; please clarify the KTR responsibility regarding airfield snow removal and ice control, as it doesn’t appear to be outlined in the PWS.
ANSWER: Paragraph F6.3.5 states, “F6.3.5 Snow Removal and Ice Control Operations: The KTR shall provide snow removal and ice control operations as required to maintain installation mission capability at all times. The KTR shall perform the snow removal and ice control operations IAW AFI 32-1002, Snow and Ice Control, (excluding paragraph 2.2.5.2) and the installation's Snow and Ice Control Plan (S&ICP). All snow removal and ice control will be ordered under the Labor for Service Call CLIN of the contract. Installation and removal of snow marker stakes, hydrant flags, snow fencing, and placement, refilling and removal of sand and ice melt buckets shall be accomplished under FFP CLIN of the contract.”
13. Reference PWS F3.11, F5.1.2-F5.1.3. Will the Government be providing BUILDER TM?
ANSWER: BUILDER TM software will be provided by the Government.
14. Reference PWS F6.3.5. Will the Government be providing the snow plows, blades and brooms necessary for snow removal?
ANSWER: All GFE is listed in the PWS and RGFP Attachment. Any replacement parts, to include blades and brooms, will be the responsibility of the contractor. Paragraph F6.3.5.4 was inadvertently left out of the PWS.
15. Reference PWS F6.3.7. Will the necessary sweeping equipment be provided by the Government?
Answer: All GFE is listed in PWS and RGFP Attachment. Any replacement parts will be the responsible of the contractor.
16. There are locations throughout the PWS that were not clear as to whether or not the cost of materials are part of the FFP. One example is shown below.
Regarding the PWS, Tab F, Paragraph F4.1 Preventative Maintenance (PM): states, “Preventive maintenance is defined as those items of planned work, inspections and tests required on a periodic (for example, daily, weekly, semi-monthly, quarterly, semi-annual and annual) basis to prevent or delay failures of all real property, and real property installed equipment (RPIE). The KTR shall base the degree of preventive maintenance employees upon the reliability, criticality, and economics of the equipment, facility, and system being maintained, except as specified elsewhere in the PWS. See additional workload data in F-TE-6.
Are materials associated with Preventive Maintenance included as part of the FFP price?
ANSWER: Yes, all materials associated with Preventative Maintenance are FFP.
17. Paragraph F6.1.4 states in part: Maintenance activities may include but are not limited to fertilizing, watering, weeding, mulching, and repairing or replacing of damaged plants and shrubs.
B3 interprets the above paragraph to mean that the KTR was to include the price of the mulch in our FFP proposal. Is this correct?
ANSWER: Yes.
