Tab F Questions, 4 th
Round
1. Reference Tab F-Questions #3, Question #9: The answer to this question states that “The
Pest Management Plan Identifies a frequency of monthly for surveillance/inspection to the CAC, Bldg 113. We do not see this reference anywhere in the document. Please identify where that can be found. Additionally, we wanted to confirm that the 2008 version is the most current available.
Answer: The following has been added to the PWS.
F-TE-2e
Facilities requiring Pest Management Inspections F6.2.4
Facility Inspection Frequency Square Footage

26,939
All Annual Termite inspection See facility list
This paragraph has been revised.
F6.2.4 Inspection and Service Requirements: The KTR shall prepare and submit a schedule of inspections IAW F-TE-3, F46. The schedule shall establish dates monthly for pest inspections and annually for wood infestation inspections and treatment of designated facilities listed in F-
TE-2e. The KTR shall report the presence of termites in writing, to the BCE immediately.
2. Reference PWS F-TE-2, 1.3.1 Debris; When the debris is transported off-site, where is it taken and what type of vehicle is used?
Answer: It is the KTR’s responsibility to determine the type of vehicle that is used.
KTR is responsible to transport debris to a state approved collection site.
3. Reference PWS paragraph F5.14.6.1, Cross-Connection Surveys: With the survey required every 5 years, has the current contractor opted to perform 20 % per year? If not, when is the next survey due? Are they currently up-to date?
Answer: No they did not do 20% per year. All at same time, the last inspection was February 2009. Inspection needs to be done.
4. Reference PWS paragraph F5.17.2.1 and .2.2, Boiler Operations and Natural Gas
Furnaces: What period of time is considered the “Heating Season”?
Answer: October - May
5. Reference PWS paragraph F5.17.2.1, Boiler Operations: The paragraph states in part, “… and during cooling season if boiler operation is required to supply reheat to coils for dehumidification purposes.” Which boilers in the MAS #12 list does this pertain to?
Answer: There are 6 buildings to supply reheat, they are: 128, 203, 305, 407, 504 and 540
6. Reference PWS paragraph F5.18.3: Is the cost of the defoamer considered to be part of the
FFP or is it reimbursable?
Answer: Yes, de-foamer is part of FFP.
7. Reference PWS paragraph F5.18.3: What are the dates of the most recently performed foam system tests?
Answer: Assume all inspections need completed at contract start.
8. Reference PWS paragraph F5.24.2: How many Fire Hydrants are on the installation?
Answer: Reference F-TE-7-E-1 for location and quantity.
9. Question: Reference PWS F-TE-2, 1.3.1 Debris: The paragraph refers the offeror to PWS paragraph F6.1.1.2 which is titled “Edge”.
Answer: The proper reference for Debris is F6.1.1.5.
10. Question: Reference Second Round of Questions, Tab F, F2: The map referenced in the answer (F- TE-7-C-1) does not provide the square footage necessary to calculate an accurate cost of materials. The map only offers a graphic representation of either mulch/shrubs (yellow), stone/other (blue) and stone/shrubs (red). Additionally, the map is not printable in 1/8th scale to allow for accurate measurement. As this has previously been a reimbursable item, we feel that the base should have accurate dimensions of the beds that require these products. With the rock being at least 3 – 4 times the price of the mulch, inaccuracies can prove very costly. Respectfully request that the square footage for each product be provided.
Answer: The map has been updated with the square footage.
11. Reference Second Round of Questions, Tab F, F2: We would also like to confirm that a 3” thickness of rock is added to the rock beds on an annual basis. While we understand the deterioration/breakdown of mulch, we don’t see that deterioration occurring at the same rate with the rock.
Answer: The red rock does not require 3 inches per year, but should be brought to the 3 inch level during May of each year as directed in the PWS.
