Youngstown - Q&As from amended RFP and PWS TAB C Vehicle Operations and Maintenance
1. Reference PWS paragraph C.2.4.1 and C-TE-2b workload, the PWS paragraph references weekly work to be performed, however there is no workload for this activity found in C-TE-2b. Please clarify.
a. Answer: Workload is incorporated into “Servicing Vehicles”. Twice a month the vehicle will be cleaned, washed and serviced. The average In-Service time to service a vehicle is 103 min; therefore, workload is calculated to be 24 services per year X 103 min = 2472 min totaling 41.2 hours per year.
2. Reference PWS paragraph C2.5 Fleet Wash Facilities, as the KTR is responsible for supplies; please provide number of washes performed as well as the chemical usage per wash in order to accurately price necessary supplies.
a. Answer: The wash bay at this location is serviced thru an off base contract through the current ktr. The govt does not have the dollar amount spent by the current ktr. There are 193 vehicles assigned to the base that need washed on average once a month.
3. Reference C-TE-2a, Please confirm that the workload in this chart (i.e. man hours expended and parts cost) covers all of the Tab A vehicles.
a. Answer: No. Workload for the Tab A vehicles are in A-TE-4b.1 and the Tab C vehicles are listed in C-TE-2a.
4. Reference C-TE-2c, What is the historical average In-Serv time for both PDF and CDF per exercise? Additionally, what type of vehicle is associated with PDF and CDF?
a. Answer: Both CDF and PDF require 12 hrs of support. Vehicles required are Buses, Forklifts, Tractor Trailers and K-Loaders.
5. Reference PWS C2.7. Please confirm that Vehicle Operations and Maintenance Tab C is now responsible for aircrew support. Is this included in firm fixed price or over and above?
a. Answer: Yes this is included in the FFP. Workload is found in C-TE-2b, Transient and Permanent Aircrew.
