Questions from Responses to Q&As.
1. Reference PWS Tab F updates: F-TE-2e: Please provide the information for the Aircraft
Fire Training Facility.
Answer – MAS #39 identifies the Crash Rescue Training Facility along with the required MAS sheet. Paragraph F7.1 identifies the requirements.
2. Reference Tab B Questions and Answers, Answer B2: The Government’s answer states that “UTA(A) is in regards to the LRS portion of the UTA, and UTA(B) for the MX portion”. Please confirm that no BOS services under any functional Tab are to be provided as FFP support.
Answer – Youngstown ARS only has 1 UTA per month. BOS services for each
Functional Tab for the one UTA is FFP.
3. Reference Tab F Questions and Answers, Answer F5: The Government’s answers states that we are to “assume all inspections need to be completed at contract start”. The incumbent has the advantage of knowing whether the 2-year tests are required two or three times during the performance of the resulting contract. This give the incumbent an unfair advantage over the other competitors for these services. Please provide the necessary information to allow all competitors to bid from the same base of knowledge.
Answer – The below paragraph will be updated in the PWS.

Notification Systems, and where applicable NFPA 72.

UFC 3-601-02, Operations and Maintenance: Inspection, Testing, and
Maintenance of Fire Protection Systems, UFC 4-021-01, Design and O&M: Mass
Notification Systems, and where applicable NFPA 72. To benchmark all fire systems regardless of prior inspection date and required frequency, the KTR shall schedule and complete within the first performance period, all Inspection, Testing and Maintenance (ITM) requirements listed in UFC 3-601-02. Subsequent performance period ITM task requirements will be scheduled and performed at the defined frequency IAW UFC 3-601-02. This gives the incumbent an unfair advantage over the other competitors for these services. Please provide the necessary information to allow all competitors to bid from the same base of knowledge.
Answer: Same as #3.
5. Reference Tab F, MAS #3 Air Compressor List: How many of the compressors listed are less than 5 HP?
Answer: The MAS referenced already lists the model and serial numbers associated with each compressor. Compressors are not tracked by horse power.
6. Reference PWS paragraph F5.17.1.1 Filters and MAS #42, Line 8 Infrared Heaters: The referenced PWS paragraph states that disposable filters should be replaced quarterly, however line #8 of the referenced MAS sheet states that “Check air filters, replace if necessary or every 2nd year”. Please clarify this discrepancy.
Answer: No infrared heaters have filters that require quarterly changing. Our CO-
RAY-VAC systems have disposable filters on the burners and these get changed as needed or every 2nd year. The other infra-red heater brands do not have filters.
a. Additionally there appears to be disconnect between the number of CO-RAY-
VAC systems in MAS #42 and the number of CO-RAY-VAC filter quantities shown in F-TE-2g.
Answer: CO-RAY-VAC is just one brand of infrared heaters (see above.) Other brands do not have filters. CO-RAY-VAC 'systems' may have more than 1 burner per system and therefore the number of filters would not match the number of systems.
7. Reference Question #4, Tab A/RFP Questions (16 Oct) and PWS paragraph F6.4.3; The answer to question #4 state that “Youngstown has 1 UTA per month”, however, paragraph F6.4.3 states that the KTR must ensure Bldg. 113 boilers are operating in preparation for “UTA weekends (twice monthly)”. Please clarify, are there 1 or 2 UTAs per month?
Answer: Youngstown has 1 UTA per month.
8. Reference F6.4 Kitchen Equipment and Miscellaneous Equipment; Is the KTR responsible for performing preventative maintenance on the equipment listed in F-TE-2e
(p. 70 – 71)? In reviewing this section, we see one paragraph (.3) that identifies KTR work under FFP and two paragraphs (.2 and .5) that reference “repairs and non-preventative maintenance”. We do not see anything that identifies the KTR as responsible for PM work.
a. Please clarify if PM Work is the KTRs responsibility.
Answer: PM work is not the responsibility of the KTR.
b. If so, as there are no MASs available, what should be used as guidance for performing this work?
Answer: PM work is not the responsibility of the KTR.
