1. Neither the 1st floor Mechanical Room or the 2nd floor TR/MDF is current compliant with TIA/EIA-607 standards (Referenced in SOW). Does this project mandate only the new installed components comply with TIA/EIA-607 to the TMGB in the 2nd floor TR/MDF or is the contractor expected to install and bond to a new TGB in the 1st floor Mechanical Room?
R: Yes, only the newly installed components should comply with TIA/EIA-607.
2. Please provide specifications and information on existing handholes and manholes.
R: Refer to the attached ‘B346 OSP CVC snap shot and existing hand holes and manholes to bldg.. 346.pdf’ for additional information. Our records shows existing MH C-201-2 tied to B346.

· Comment: In MH C-201-2, the cable is fusion splice to strands 13-24 of 36 strands FOC from ITN 356. Terminate on wall mount FODP in Bldg. 346.
3. Provide information on the manufacture & specification of the installed SM fiber.
R: Refer to the attached B346 OSP CVC snap shot or List of Materials.
4. Provide general information regarding the fire rating of interior and exterior walls.
R: Both the telecommunications and the mechanical rooms are fire rated for one (1) hr. The rest of the building is not.
5. Building and fire code require fire rated walls to be labeled with the fire rating. This was not evidenced in the mechanical room. Once the LV contractor demos existing category cabling, and repairs penetrations, is he/she also responsible for providing required signage or is the general contractor handling this?
R: No.
6. Will the general contractor wish to perform a walk-thru with the LV contractor upon completion of the project to ensure the building is ready for final/ CO inspection?
R: Yes
7. Specify the ability, restrictions and procedure for evening and weekend work in the bldg.
R: The Contractor shall routinely work during normal duty hours on site. However, mission requirements may necessitate work outside normal hours (nights and/or weekends), especially if existing service must be interrupted. Any site work requested by the Contractor to be performed outside of normal duty hours shall be coordinated with the Base POC at least 10 calendar days in advance.
Holidays/Down Days.
The Contractor shall not perform under this contract on federal holidays or site-unique down-days unless expressly authorized by the CO and coordinated with the Base POC.
8. Upon Award, provide specific placement for the WAP's for 1st & 2nd Floors.
R: There should be two separate WAP’s network in B346.
1. Regular NIPRnet WAP which is indicated in a green triangle legend along the hall way of the 1st and 2nd floor. There should be three drops per floor.
2. Education and Training should have their own WAP’s on the 2nd floor only. After further review, three WAP’s should suffice for Education and Training. The locations should be along the hallway as NIPRnet WAP.
9. Should (2) new 2-post racks be included in the bid as indicated in the SOW or is it preferred to use the existing (2) installed 2-post racks a+nd exclude additional racks from our bid pricing?
R: Yes, the bid should include two new post racks.
10. Specify color specification for horizontal category 6 cabling for both general use and Wireless.
R: Green is for general use and orange for Wireless. Please see attached CAT6_Cable_Color_Code.xlsx for additional information.
11. Re-submit building drawings, room number and cat-6 drop count ambiguities for Rm-2113.
R: 44
12. Provide the permitting procedure and time lags related to exterior building penetrations and trenching.
R: Trenching: For all work within the Base, contractor will need to have a Base Civil Engineering Work Clearance Request (Dig Permit), AF Form 103. The AF Form 103 is required when planned digging is 4 inches or more into the ground. The permit must be accompanied by a drawing of the area where work will be performed so that CE & Comm. can determine where buried lines are that may be in the area. The permit is only good for 30 days. BCE may request a map of the area. This map can be obtained from CE which is located in bldg. 232 (Phone: dsn 535-6060). Please fill in blocks 1-7 of the AF Form 103 (see attached). 482 CS will need to hand-carry the AF Form 103 and drawing for coordination to:
Phoenix Management, Inc (PMI) Customer Service Real Property Maintenance Office Bldg. 232 Rm. 109 POC: PMI Rep Comm: (786) 415-7322 DSN: 535-7322 Once 482 CS takes the AF Form 103 and drawing to PMI Customer Service, Bldg 232, Customer Service will ensure the form is coordinated by required CE craftsmen. Afterwards, the form will be reviewed and approved by Chief of Operations Flight or Deputy.
***Important: the contractor cannot start work until the permit has been approved*** PMI Customer Service will notify the contractor when the work clearance forms are completed and ready for pick-up (approx. 10 working days or two weeks). Contractor must pick up the forms prior to start of work. At this point, the contractor must have the AF Form 103 on hand until the job is complete. If the contractor should run into any underground utility lines, these forms will be vital to verification of permission to dig should injury/damage occur to personnel, equipment or resources.
Penetrations:
For all work within the Base, contractor will need to have a Base Civil Engineering Work Request (Dig Permit), AF Form 332 (For coordination and approval only). The AF Forms 332s submitted will not require Base funding to complete the work. The contractor will be seeking BCE approval for the proposed work identified on the 332. 482 CS will need to hand-carry the AF Form 332s and drawing for coordination to: Phoenix Management, Inc (PMI) Customer Service Real Property Maintenance Office Bldg. 232 Rm. 109 POC: PMI Rep Comm: (786) 415-7322 DSN: 535-7322. PMI Customer Service will notify the contractor when the work request forms are completed and ready for pick-up (approx. 10 working days or two weeks).
Note: 482 CS is requesting that any penetrations and trenching requests be identified in advance of the contractor arrival. Ideally, during the kick-off meeting
13. Is there a time when the building is not in use?
R: Nights, weekends and holidays. Normal duty hours are M-F, 0730 to 1630.
14. Is there a preferred patch-panel layout in the rack(s)?
R: Refer to example (picture of patch-panel layout). Contractor shall provide wire management to insure a neat and orderly installation.
15. Are we providing and installing new racks? The SOW says we are but yesterday there we (2) new racks in the upstairs IDF and it was said that those are staying there. Can you please have someone clarify this Scope.
R: Yes, the bid should include two new post racks.
16. Will a proposal on company letter head suffice for bid or will an official bid form be provided?
R: The submission should be on company letterhead and also on the solicitation itself.
17. Please provide fire rating on any walls requiring firestopping.
R: All wall penetrations, including inside buildings, shall be restored to meet the required base fire ratings. Fire ratings will be provided during the AF 332 coordination process. In general, 482 BCE structural engineers shall review and approve all structural changes/penetrations. Penetrations through walls and floors shall be sealed. Fire ratings of penetrated walls and floors shall be maintained. Raceway shall be bonded and grounded per TIA/EIA standards and the NEC. In addition, contractor shall spray the GREAT STUFF fire block foam (should be an orange color) on an opening- cracks/wall penetration areas.
18. Will PDUs/Battery, electrical outlets, grounding, horizontal/vertical cable managers be required for new 2-post racks?
R: Grounding, horizontal/vertical cable managers only.
19. Fire rated or paint required for Plywood scheduled for MDF?
R: Yes, plywood needs to be painted with fire retardant.
20. SOW 3.1 e; '...Cabling admin system shall include documenting and managing system, testing system, and architectural plans for the system.' Please clarify.
R: For record purposes, contractor shall document the equipment, OSP fibers, CAT 6 and other associated hardware to be installed; or in the event of any material substitution, documented those as well. Contractor shall provide proof of system testing and fully operational prior to government acceptance.
21. SOW 3.4 'All the materials, cables, patch panels, face plates and boxes for project have been purchased by 482CE with 482CS recommendation. Contractor to take government provided list of material and provide any other material needed for installation.' Please provide list of government provide material.
R: Please disregard this paragraph. There is a typo. The contactor is responsible for providing all of the materials, cables, patch panels, face plates and boxes for project.
22. Please provide Bill of material for 4" Pipe and J-box.
R: Please reference the ‘List of Materials for the review.pdf’ for the 4” EMT and PVC conduit part numbers.
23. Confirm if concrete floors need to be ex-rayed/scanned before corning.
R: Yes
24. Please provide cable tray specifications.
R: Refer to TIA-EIA-569-A-7 for Cable Trays and Wireways guidance
25. Is there a requirement for the telecommunication racks, ladder rack and OSP? Is the ISP conduit to be bonded? If so, what are the required specifications?
R: Yes and yes please read the SOW and see answer for question no. 1 26 Is there a standard or preferred communications color code for the new CAT6 cable?
R: Refer to CAT 6 Cabling attachment for further guidance; however, 482CS should have preferred color code for the base.
27. Is there a requirement for patching and repairing of the walls once the old premise cables are removed?
R: Yes
28. Can we provide a current communications layout on how the 12-strand fiber optic cable is feeding the bldg.?
R: Refer to attached B346 OSP CVC snap shot and ‘existing handholes and manholes to bldg 346.pdf’ for additional information. Our records shows existing MH C-201-2 tied to B346.
29. Can we provide a part number for the OSP NEMA box or do we have a preference?
R: Please reference the List of Materials for the review.pdf
30. Please re-work the education and training sketch. Several contractors found it confusing.
R: The main focus of this sketch is to determine home-run, all premise wiring of TEST STATION (red/black legend) in Room 210 to Comm. room 211, and three WAP’s for Classroom – Commercial Wi-Fi along the hall way of the 2nd Floor shall be home-run to Comm Room 211. Other workstations/printers/faxes can share or ride on regular NIPRnet drops. The critical requirement here is to home-run all premise wiring cable to main Comm Room 211 where maint. staff can patch whichever required ports to required users accordingly.
31. Are there any restrictions on performing any of the work after hours and/or on weekends?
R: The Contractor shall routinely work during normal duty hours of the site. 32. In reference to the two 4" OSP conduit, is there a requirement for it to be above the ceiling in MDF room?
R: Minimal 6-inch or higher, above the ceiling, and shield any opening area with the GREAT STUFF fireblock
33. If the contractor is not able to construct the cable tray/ladder rack according to the propose layout, are there any restrictions on changing the design? If so, what is the process?
R: Sketches are not to scale as it only serves as a general planning purpose. Sketches are subjected to change based upon a contractor walk-through the site and establish a design with “BEST PRACTICE” of the site scenarios. TIA-EIA-569-A-7 for Cable Trays and Wireways should have some guidance.
34. Can we provide the requirements as to how the wall penetrations must be done?
R: Contractor shall spray the GREAT STUFF fireblock foam (should be an orange color) in an opening- cracks/wall penetration areas.
35. Explained the process for obtaining a permit on Base?
