The purpose of this Amendment is to:Block 14 (Description of Amendment/Modification):

Section L - Instructions, Conditions, & Notices to Offerors or Quoters
Miscellaneous text in this section has been modified to:
1. NOTICE: This is a requirement for the completion of a terminated construction project. Upon award, the prevailing contractor as part of its obligation to complete construction shall assume responsibility for design completion, the delivery and coordination of specialty manufactured items, equipment and due balances.
Notice: Funds are NOT presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
Clause FAR 52.216-1 Type of Contract (Apr 1984) The Government contemplates award of a firm fixed price contract resulting from this solicitation. (End of provision)
2. Instructions to Offerors: to assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein.
A. This is a lowest priced technically acceptable with past performance completion construction project. This acquisition is being conducted IAW FAR 15.3, Source Selection as supplemented by the Defense Federal Acquisition Supplement (DFARS) and the Air Force Federal Acquisition Supplement (AFFARS) . The Government is not obligated to determine a competitive range, conduct discussions with offerors, or solicit final proposal revisions. The Government intends to award without discussions, but reserves the right to conduct discussions, if determined necessary. Any discussions will be conducted in accordance with FAR 15.306. The Government reserves the right to make a selection based upon initial submissions, so offerors should submit their best terms in the initial proposal. The Government reserves the right not to make an award.
Registration in System for Award Management (SAM): In order to be eligible for contract award, offerors must be registered in SAM at https://Sam.gov.
Security Requirements: The contractor shall comply with all security requirements imposed by Homestead
ARB, FL.
A site visit will tentatively be held on August 25th, 2022 beginning at 10:30 AM EST. The site visit is not mandatory. Attendees are required to register by submitting a completed Special Event Background Check form to the contracting specialist, Ms. Daniela Marton through DoD Safe no later than 1200 PM EST on August 22th, 2022. Attendees must request a DoD Safe drop-off link from Ms. Daniela Marton at daniela.marton@us.af.mil prior to submitting the form. Attendees will have to provide the name of each person to attend as it appears on the person's driver's license, driver's license number and State, date of birth and Social Security Number. Late registration will not be allowed. There shall be no more than two (2) registered parties per contractor. A visitor

map will be provided with directions to the site visit. On the date of the site visit and upon arrival to the gate, attendees may contact Daniela Marton at 786-415-6815 (at least 15 minutes prior to the scheduled start time) for an escort to the meeting location.
The purpose of this site visit is to visit the construction site, clarify the statement of work and terms of the solicitation, and to answer any questions concerning the solicitation. Offerors are requested to prepare all questions in writing prior to the scheduled date of the site visit. Submission of questions prior to the conference is encouraged. The deadline for all questions pertaining to this solicitation will be August 30th, 2022 at 4:30 PM EST. Remarks and explanations provided at the site visit shall NOT qualify the terms of the solicitation and statement of work. Unless the solicitation is amended in writing, it will remain unchanged. Should an amendment be issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
B. The proposal submitted in response to this solicitation must be in compliance with the terms and conditions of the Statement of Work (SOW), the design requirements, the 100% signed and sealed drawings and any solicitation stated requirements and attachments. All claimed capabilities to meet the requirements shall be realistic and are subject to verification by the Government. Non-conformance with these instructions may result in rejection of the proposal or an unfavorable proposal evaluation, or being deemed ineligible for award. The Contracting Officer (CO) will select the best submission which conforms to the solicitation requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the submission instructions), and is judged, based on the evaluation factors, to represent the best value to the Government. The Government seeks to award the Offeror who is best suited to fulfill the solicitation requirements on a lowest priced technically acceptable basis.
C. Offerors must clearly identify any exception to solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions are unacceptable.
Any exception determined unacceptable by the Government may result in the Offeror's proposal being determined unacceptable and ineligible for award. This information shall be provided within the Offeror's proposal cover letter:

If no exceptions are taken, include a statement stating so within the proposal cover letter.
D. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but, rather, shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the Offeror's proposal.
E. If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the CO in writing with supporting rationale as well as the remedies the Offeror is asking the CO to consider as related to the discrepancy, omission or error.
F. Proposals will be accepted electronically ONLY and are due by September 7th, 2022 at 4:30 PM EST. The Offeror shall submit their proposal electronically via email in a format readable by Microsoft (MS) Word 2010, Adobe Acrobat X Pro, MS Excel 2010, and MS-Power Point 2010. Any questions whether technical or contractual in nature shall be submitted in writing to the Contracting Specialist (CS) Ms. Daniela Marton at daniela.marton@us.af.mil by 4:30 PM EST, August 30th, 2022. Questions shall not be answered individually.
All questions and answers shall be compiled and posted to SAM.gov.
The Offeror shall submit proposals for consideration no later than 4:30 PM EST, September 7th, 2022. Only one
(1) proposal shall be submitted, per company, in response to this requirement. Proposals received after the date /time specified may not be evaluated. Late proposals will be processed in accordance with the provisions of FAR 52.215-1(c)(3), "Submission, modification, revision, and withdrawal of proposals."
DOD SAFE: please email the Contract Specialist Ms. Daniela Marton to confirm your email address. Once your email address is confirmed you will receive an email request to Drop-Off your files. Contractors are cautioned to request a DOD SAFE drop off link well in advance. The Government will not be responsible for interruptions in communications which cause delays. Date and time for DOD safe drop off is the official time of the proposal.
G. Each Offeror submitting a proposal in response to this solicitation shall submit proposals in three volumes.
Volume I - Cover Letter and Price Volume II - Technical Approach Volume III - Past Performance.
Format of proposal: Text shall be single-spaced, on an 8 1/2 x 11 sheet with a minimum one-inch margin all around. Font shall be no less than Times New Roman 10 pt. Pages shall be numbered consecutively within each volume. The page limits prescribed are maximum page limits for each volume. When both sides of a sheet display printed material, it shall be counted as two (2) pages. Cover pages, tables of contents, cross-reference matrix, tabs, and glossaries shall not be counted against prescribed page limits. Pages submitted in excess of these limits will not be read or considered in the Government's evaluation of the proposal. All proposal information shall be submitted in either MS Word or PDF format except for Pricing information (Volume I).
Pricing information shall be submitted in MS Excel format. Each volume shall be submitted as a separately labeled electronic file. Submit your proposal electronically in accordance with the table below. Submissions shall include a completed copy of applicable Provisions and Clauses. All electronic submissions shall reference the complete solicitation number in the subject line.
VOLUME I

VOLUME I: The Cover Letter shall include a proposal acceptance period of at least 90 days. Proposals offering less than 90 days will be deemed unacceptable. The cover letter shall be submitted on company letter head that includes the company name, address, Unique Entity Identifier (UEI), small business status/categories, a specific primary and alternate point of contact (POC) to include phone numbers and email addresses of who can contractually obligate the company, a statement that the company understands the requirements specified and will meet the performance standards and requirements therein, a statement that the company does or does not take exception to any of the requirements of this solicitation, and/or specific information if proposing a teaming arrangement.
FACTOR 1: Price The Offeror shall submit pricing information to support the completeness and reasonableness of their proposed prices for all CLINs. The pricing information submitted should fully support the SOW, design requirements and 100% signed and sealed drawings for each major functional element specified. Information shall be separated by the performance periods, individual performance locations, and the total price for each CLIN as specified in the solicitation. Information shall also show the consolidated total price for performance.
VOLUME II
FACTOR 2: Technical Approach The Offeror shall provide a technical approach that demonstrates their ability to execute all critical aspects of the construction within the performance period of the contract. The Offeror shall be specific and complete in explaining their project management approach. The Offeror shall also demonstrate an understanding of the issues related to completion of an existing construction project and detail a method for risk mitigation. The Offeror may use a critical path or other method of his/her choice; however, schedules shall be graphically represented. The length of the schedule must match the proposed contract duration.
NOTE: The summary schedule will, after contract award, be replaced with a final schedule as required by FAR Clause 52.236-15, Schedules for Construction Contracts. The schedules shall be task oriented, indicating the number of calendar days, after notice to proceed, by which milestones are to be achieved.
Legibility, clarity, and coherence are very important. Provide as specifically as possible the actual methodology you would use for accomplishing the requirements outlined in the SOW, design requirements and 100% signed and sealed drawings. Address your solution for meeting or exceeding the Government's minimum performance or capability requirements. All the requirements specified in the solicitation are mandatory. By your proposal submission, you are representing that your firm will perform all the requirements specified in the solicitation.
Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation.
VOLUME III
FACTOR 3 - Past Performance Offerors shall provide a list of three (3) of the most recent and relevant contracts performed for Federal Agencies, State, or Local Governments, and/or commercial sources within the past five (5) years of similar scope and size involving construction projects greater than or equal to $250K. Provide any information currently available (e.g. letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer's satisfaction with overall job performance and quality of completed product for the same or similar type contract.
Performance information submitted for individual task orders issued under a single IDIQ contract will be counted individually. The list shall have Point of Contact Information to include; name of organization, names of the primary AND alternate POCs, telephone numbers, dollar value, period of performance and description of each project.
H. Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)
(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made, the CO determines that accepting the late offer would not unduly delay the acquisition; and--
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received. (ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted. (3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel. (4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume. (5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
I. Mistakes in offeror's proposal shall be handled in accordance with FAR 14.407-4 as referenced in FAR 15.508.
J. The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contractor Officer's opinion, adequate price competition exists no additional cost information will be requested and certification under FAR 15.406-2 (Certificate of Current Cost or Pricing Data) will not be required. However, if at any time during this competition, the Contracting Officer determines that adequate price competition no longer exists; offerors may be required to submit information, to the extent necessary, for the Contracting Officer to determine the reasonableness and affordability of price. Further, the CO may request that the data be submitted consistent with the format in Table 15-2 of FAR 15.408, but without the certification requirement of FAR 15.406-2.
K. The Contract Specialist and the Contracting Officer are the Government's sole point of contact for this acquisition. Address any questions or concerns you may have to the Contract Specialist and Contracting Officer.
Written requests for clarification may be sent to the Contract Specialist and Contracting Officer.
L. The Government reserves the right to revise or amend the specifications, drawings, or the solicitation prior to the solicitation closing time. Such revisions or amendments will be communicated by amendments to the Request for Proposal (RFP) and posted in the System for Award Management (https://sam.gov/content /opportunities). If such amendments require material changes in quantities or prices, the solicitation closing date may be postponed by enough days to enable offerors to revise their proposals. In such cases, the amendment will include an announcement of the new closing date and time. Offerors MUST acknowledge all amendments in their proposal, providing signed copies of the amendments with their proposal, or by separate letter which includes a reference to the solicitation and amendment numbers.
