Solicitation FA6648‐22‐R0001 Site Visit Questions and Answers

Q1. Would you please provide all submittals already approved.

A1. Please refer to Attachments 5.1 and 5.2 AF 66 Original and AF 66 Working Copy. The Government will provide the Forms AF 3000 to the winner of the award.

Q2. Section H states that the beams are on site. During the site visit, we did not see any precast beam. Please advise where are the precast beams being stored.

A2. They were on site and mentioned during the site visit. They are located next to the bldg., by the bay door.

Q3. Please confirm that the precast beams have been fully paid for and there is no balance owe to Seminole precast.

A3. The vendor has confirmed that there are no outstanding payments, however, please refer to Solicitation FA6648‐22‐R0001 Section H. Any questions should be directed to:

Q4. Since the government is providing the precast beams, please confirm the beams are structural sound and in good condition. Contractor cannot guarantee the present condition of the precast beams.

A4. The beams seem to be structurally sound and appear to be in good standard. Beams were and are available for additional inspection if the contractor chooses to do so.

Q5. Provide a list of scaffold equipment shown on lease

A5. Please refer to Solicitation FA6648‐22‐R0001 Section H.

Q6. Confirm that no shop drawings are required for the new lintel (beams).

A6. Shop drawings wouldn’t be required unless contractor was deviating from the original drawings.

Q7. Please confirm that all work performed by previous contractor has been accepted by government and no rework is required.

A7. Please refer to “Attachment 6 – Special Instructions” and the SOW. No part of the project has been officially approved by the Government because the building is still under construction.

Q8. Has the entire paint on the metal deck been completed and accepted?

A8. This has been completed. No part of the project has been officially approved by the Government because the building is still under construction. However, an unofficial inspection has deemed the metal deck paint to be completed in a satisfactory way.

Q9. If work performed by previous contractor has not been accepted by the government, please specify what work has not been accepted

A9. Please refer to “Attachment 6 – Special Instructions” and the SOW for list of tasks that have been completed and that remain to be completed. No part of the project has been officially approved by the Government because the building is still under construction.

Q10. Confirm if existing ceiling grid already installed in each room is to be removed and replaced with new.

A10.Please refer to “Attachment 6 – Special Instructions” and the SOW.

Q11. Statement of work states that previous contractor grinded exterior window frames. Please specify what kind of repairs are needed to the exterior windows.

A11. Please refer to “Attachment 6 – Special Instructions” and the SOW. Note, the window frame needs to be repainted.

Q12. Is the government expecting to replace exterior windows, if so, how many?

A12. No, exterior windows will not be replaced.

Q13. Regarding the exterior metal soffit/overhang, please provide manufacturer's name , type of soffit and color.

A13. Contractor will need to verify soffit type and replace in kind. Contractor will submit product data/sample for new material.

Q14. Please confirm the HVAC condenser and AHU are working properly.

A14. This is a new unit. The unit was installed and the start up test executed on 8 September 2021.

Afterward the unit has not been used, because the building has not been occupied.

Q15. Bond form SF24 provided has an expiration date of 8/31/2022, please confirm that we can still use this form for this project bid due on 9/7/22.

A15. The expiration date at the top right corner of the Standard Form (SF) refers to the Office of Management and Budget (OMB) control number 9000‐0045, Bid Guarantees, Performance, and Payment Bonds and Alternative Payment Protection. This date does not indicate that the form expires on 8/31/2022. This OMB control number is required by the Paperwork Reduction Act (PRA). This provides the clearance/approval for the FAR to collect the information required in the SF. In accordance with the PRA, the FAR Council must request an extension for the information collection every three years. The FAR Council recently received approval for an extension by OMB, and the expiration date on the forms will be updated to 8/31/2025. In short, the forms you are using do not expire. All the forms associated with this OMB control number will be updated with the revised expiration date of the OMB clearance. In the meantime, please continue using the forms as posted in the GSA library.
