About this file
This document is a Clarification Question List for a Blanket Purchase Agreement (BPA) for aircraft washing services for the 934 Airlift Wing, Solicitation No. FA6633-26-Q-A001. The BPA covers on-call aircraft wash services from October 2026 to September 2031, with a ceiling of $249,999. Historically, the wing has conducted 11-13 washes annually, with wash frequency varying between 1-2 per month. The government will provide cleaning compounds, Government Furnished Equipment (GFE) including pressure washers and lifts, and initial fall protection training.
Key contract details include electronic delivery tickets being acceptable, invoices must itemize each aircraft wash, and payment will be made via Government Purchase Card (GPC) with mandatory use of the WAWF (Wide Area Workflow) module. The incumbent contractor was Aeroshine Inc. Contractors may use their own OSHA-compliant equipment if approved by the Maintenance Group Quality Assurance. The labor category for wash personnel is classified as "Aircraft Servicer", and the contract allows for potential multiple awards, with call orders potentially being rotated or competed depending on the Micro Purchase Threshold (MPT).

Clarification Question List for 934 AW Aircraft Wash BPA
Solicitation No.: FA6633-26-Q-A001
S: No Category Question Source Reference Government Response
1. Wash Quantities & Workload
The PWS defines on-call washes but does not state the expected annual number of washes or aircraft assigned.
Question: Can the Government provide historical wash frequency or projected volume to help with pricing and staffing assumptions?
PWS Sec. 1.4.2 FY25 we had 13 washes FY24 we had 12 washes FY 24-25 - There were 7 months with no washes FY 24-25 - There were zero months with 3 washings In FY26 we are projecting 11 washes.
Currently this October there are 3 washes forecasted.
One on the 2nd week, one on the 3rd week, and one on the 5th week
Generally, there are 1-2 per month.
2. Government
Furnished Equipment
The PWS lists GFE (pressure washer, lifts, stands, PPE). If these become unavailable, will the contractor be expected to provide substitutes? Also, May the contractor use its own OSHA-compliant lifts/stands/PPE if equivalent?
PWS Sec. 3.2, App. B
The contractor will not be expected to provide items listed as GFE. Contractor may use its own equipment if approved by MXG Quality Assurance. Maintenance would prefer that contractor use GFE, but will consider allowing equipment that is compliant with government rules and would make the contractor’s process more efficient.
3. Expedited Requests & Cancellations
The PWS requires response to expedited washes within 2 days but does not indicate how often these occur.
Question: Can the Government provide an estimated frequency? Also, what happens if the Government cancels with less than 24 hours’ notice or after crews mobilize?
PWS Sec.
1.4.2.2 – 1.4.2.3
None of the current employees recall this ever occurring.
One employee has been involved in the contract washes for over 15 years. Because of this we could not estimate it.
If the Government cancelled with less than 24 hours’ notice, the contractor would be allowed to charge the agreed upon wash price. This has also not ever occurred in the last 15 years.
4. Environmental & Waste Handling
“The PWS requires removal of ‘all associated waste,’ but utilities/drainage are Government-furnished.
Can the Government clarify what counts as contractor-removed waste (e.g., rags, containers) vs. what the wash facility’s drainage handles?
Also, is a separate spill response plan or environmental SOP required beyond EMS training?
PWS Sec. 1.4.5, 5.15
The definition of waste in this statement only applies to solid waste, not waste water or normal runoff waste from a properly conducted wash.
A separate spill plan is not required. The installation spill plan already in place covers this process.
5. Training & Certification
PWS already states the base will provide initial fall protection training to the contractor POC.
Hours of Performance & Operator Support Will the Government accept equivalent OSHA/ANSI certifications already held by contractor staff, or must all personnel complete 934 AW base-specific training?
PWS Sec. 6.0 If contractor has equivalent OSHA training, provide certificates. These will be reviewed by the Wing Safety office for approval/disapproval.
6. Base Access &
DBIDS
PWS states DBIDS for unescorted access
Question: how many badges can be issued, what is processing time, and how often must they be renewed? If an aircraft is in a restricted/controlled area, will additional briefings or escorts be required for wash crews?
PWS Sec.
5.10.2.1 – 5.10.2.3
Processing time for the first time they come in is about 10 minutes per person. They will have to be escorted into the controlled/restricted areas. An Escort will have to be with them at all times.
7. Invoicing & Payment
The BPA Terms specify payment by Government Purchase Card (GPC), but clauses also include DFARS WAWF invoicing.
Question: Can the Government confirm whether all payments will be by GPC only, or if WAWF is also required?
BPA
Terms / Clauses
BPA §8;
DFARS
252.232-
Payment will be made via GPC.
However, IAW DAFI64-117 Use of PIEE WAWF module to create and accept receiving reports is mandatory when the GPC is used as a method of payment against a contract. The contractor is required to generate the receiving report in WAWF, and the government acceptor is required to accept the receiving report in WAWF. The CH is required to verify acceptance has occurred in WAWF prior to submitting the invoice to the Certifying Officer for certification.
8. Pricing Validity The Price List requires unit prices valid through Sep 2026, but the BPA runs until Sep 2031.
Question: Will contractors have the opportunity to adjust pricing annually (e.g., labor, chemicals, inflation, WD revisions)?
Price List /
BPA
Terms
Attch 2;
BPA §10
Refer to Attachment 3 BPA Terms and Conditions paragraph 10 “The Contractor should submit a revised pricing list annually or as necessary.”
9. No storage on base
Can we stage equipment for the day during active work, and where?
(Needed for crew flow.)
General questio n
During active work, contractor equipment that has been approved for use by 934MXG Quality Assurance may be staged near the aircraft being washed.
10 Rewash/touch-up logistics
Government may require rewash/touch-up; is that within the original call or a new call? If off-day return is required, is travel billable?
General Questio n
Rewash/touch-up is only required when work performed by contractor does not meet standards in PWS and Air Force tech data. Process is as follows: After wash is completed, designated government personnel will inspect aircraft. If aircraft cleanliness meets standards, no rewash/touch-up will be required. If rewash/touch-up is required, inspector will inform contractor of areas where needed. If it can’t be completed inside of work hours remaining that day, contractor will be required to return the next day to complete work and will not be allowed to bill for travel.
11 Quality Control Plan (QCP) Deliverable
PWS requires a QCP within 30 days after award.
Question: Will the Government require an initial draft QCP at the proposal stage for evaluation, or is it strictly a post-award deliverable?
PWS Pag 8 Post-award deliverable.
12 Contract Manager (CM) Identification
PWS requires naming the CM and alternative within 5 days of award.
Question: Should the CM be identified in the proposal submission, or only after award?
PWS Section 5.6
Only after award.
13 Post-Award Orientation Meeting
PWS requires a meeting at 934 AW within 2 weeks of award.
Question: Will this meeting be required in person only, or will virtual participation be acceptable?
PWS Pg 4 Virtual participation is acceptable.
14 Insurance / Liability Coverage
The PWS states the contractor is strictly liable for damages.
Can the Government clarify whether specific insurance coverage (aircraft hull/liability limits) must be demonstrated at proposal stage, or only post-award? Also, please clarify what constitutes ‘fair wear and tear’ and whether a disputes process or liability cap exists
PWS Section 1.4.7
See attached Aircraft Wash Services BPA QA, question 6
15 Hours of Performance & Operator Support
PWS clearly defines normal hours, but it doesn’t clarify support beyond duty hours.
If a wash runs beyond normal duty hours, will the Government provide operator support, or must the contractor schedule washes strictly within those duty hours?
PWS Section 1.3 There will not be support outside of the hours indicated in paragraph 1.3 of PWS.
See paragraph 1.4.4 of PWS for process on requesting additional time.
16 Past Performance / Experience Requirement
Past Performance / Experience Requirement
The RFQ package does not clearly state if past performance examples are required with the proposal.
Question: Can the Government confirm whether past performance references must be submitted as part of the evaluation, or if this will be LPTA based only on price and compliance?
General Questio n
Past Performance will be evaluated in accordance with 52.212-2
Past performance will be evaluated utilizing SPRS and FAPIIS. Vendors may submit past performance examples if they choose.
17 Proposal Volume Structure
Question: Does the Government require separate volumes (Technical, Price) or will a single consolidated package be acceptable?
General Questio n
Either is acceptable.
18 Page Limits / Formatting
Question: Are there any page limits, font, spacing, or file format restrictions for the proposal submission?
General Questio n
No
19 Signed Forms Question: Besides the completed price sheet (Attch2) and SAM.gov Reps & Certs (FAR 52.212-3), are there any additional signed forms required (e.g., SF1449, subcontracting plan, cover letter)?
General Questio n
No
20 Reps & Certs Timing
Question: Does the Government require Reps & Certs to be resubmitted with the proposal, or will
Verification of current SAM.gov registration is sufficient verification of current SAM.gov registration be sufficient?
21 Damage/liability boundaries
PWS says contractor assumes strict liability; is there a disputes process, investigation protocol, or cap?
Clarify “fair wear and tear” examples
PWS Section 1.4.7
Duplicate question. See question 14.
22 Facility deficiencies impact on schedule
We must report facility issues to the Facility Manager, does that stop the 12-hour clock, and how are delays documented/approved?
PWS Section 1.4.3.1.
If work is delayed due to facility issues to the point where contractor reaches a 12 hour day (normal allowable time in paragraph 1.4.4), the contractor has the option to cease work and not return to finish the wash. Contractor would be allowed to bill government normal agreed upon price although wash was not completed.
23 Three-month schedules & change cadence
The government will issue rolling 3-month schedules; how often do updates occur and what’s the typical variance?
PWS Section 1.4.2
From the Maintenance Scheduling Office: Looking at our last 2 years, I found 5 instances of changes within those 3 month windows. All but two of them had at least one month warning. The shortest warning was 9 days of notice, moved to the following week due to the base closure for President Carter’s day of mourning. The amount of variance depends on the reason, but generally we only shift a week or two.
24 Weather/facility aborts mid-wash
If weather/facility availability halts a wash in progress, is a return trip billable or included?
PWS Section 1.4.2.1
If this were to occur, the government would not require the contractor to return and complete the wash. The contractor would be allowed to bill the agreed upon price although wash was not completed.
25 Wash-water handling vs.
“remove associated waste”
Base provides electricity/water/sewage/refuse, yet we must remove “all … associated waste” after each wash. Please define what “associated waste” includes (rags, empty containers, filters) vs. what the wash facility’s drainage handles.
PWS Section 1.4.6
Duplicate question. See question 4
26 Safety & PPE Specifics
The PWS requires use of PPE (rain suits, gloves, eye protection, etc.). Can the Government confirm if any PPE beyond OSHA/AFOSH minimums (e.g., flame-resistant gear, respiratory protection) is required due to specific chemicals or facility conditions?
PWS Sec. 3.3, Nothing beyond OSHA/AFOSH minimums are required.
27 Qualified Products List (QPL) Chemicals
The PWS specifies use of MIL-PRF- 87937-10 Type I QPL-approved compounds. Can the Government provide the currently approved QPL list and confirm whether substitutes are allowed if a listed product is discontinued during the BPA period?
PWS Sec.
1.4.4.3 – 1.4.4.4, Pages 2–3
The PWS states that the government will provide the aircraft soap. The last sentence of paragraph 1.4.4.3 is there to ensure the contractor does not use the wrong chemical when washing the aircraft. It does not state that the contractor will provide it.
28 Government Furnished Equipment (Serviceability & Repair)
If Government Furnished Equipment (e.g., pressure washers, lifts, stands) becomes inoperable, will the Government provide repair/replacement within a set timeframe, or will the contractor be required to pause work until fixed?
How are schedule impacts handled?
PWS Appendix B, Page 9
Similar to answer for question 22: Government will provide repair/replacement of inoperable equipment. If work is delayed due to broken equipment to the point where contractor reaches a 12 hour day (normal allowable time in paragraph 1.4.4), the contractor has the option to cease work and not return to finish the wash. Contractor would be allowed to bill government normal agreed upon price although wash was not completed.
29 Post-Wash Inspection & Acceptance
The PWS requires post-wash inspections using AFRC Form 164.
Can the Government clarify who the inspection authority is (COR, QA, or CPCM) and what the reinspection timeline is if discrepancies are found?
PWS Sec. 1.4.4, Paragraph 1.4.4 states “….designated government personnel…” will perform this. There are multiple personnel who are trained and authorized to do the inspection.
30 Emergency Response & Medical Costs
PWS states the Government will make “reasonable efforts” to secure emergency services but will not be
PWS Sec. 5.12, See attached Aircraft Wash Services BPA QA, question 6 liable for costs incurred for medical services or transport. Can the Government confirm whether contractors must carry workers’ compensation coverage that includes emergency transport costs?
31 Multiple Awards & Ordering
Since the BPA may result in multiple awards, will the Government compete each individual call order among awarded BPA holders, or will calls be assigned rotationally?
BPA
Terms_ Conditi ons
Sec. 1, It could be a combination of both. If the call is under the Miro purchase threshold (MPT) calls may be rotational. If the call is over the MPT it will be competed amongst the BPAs.
32 Use of Multiple Subcontractors Under BPA
XXXX intends to use multiple subcontractors for performance under this BPA to ensure availability and reliability of services. All subcontractors would agree to provide services at the same unit price so the Government always pays a consistent rate, and XXXX would assign work based on availability and capacity.
Can the Government confirm whether this approach is acceptable under the BPA, or if subcontractor assignments must be fixed to a single provider?
BPA
Terms_ Conditi ons
Sec. 1–4 (Descriptio n of Agreement , Purchase Limitation, Call Order definition)
The subcontractors are the responsibility of the Prime Contractor to ensure they meet the requirements of the BPA. If the prime chooses to use multiple or fixed to a single provider is their discretion as long as they are meeting the requirement within the BPA.
33 Period of Performance vs.
Ceiling
The BPA period runs until Sep 2031 or until $249,999 is reached. If the ceiling is met early, will the Government allow contractors to propose a follow-on agreement, or will a new solicitation be issued?
BPA
Terms_ Conditi ons
Sec. 2, A new solicitation will be issued
34 Call Order Definition
Section 4 states a call order is defined as “one aircraft wash as outlined in the price list.” Can the Government confirm whether multiple aircraft can be bundled under one call order, or if each wash is issued as a separate call?
BPA
Terms_ Conditi ons
Sec. 4, Yes, it may be bundled under one call
35 Delivery Tickets Requirement
Delivery tickets must include itemized services, dates, and purchase numbers.
Can the Government confirm if electronic delivery tickets (PDF/email) are acceptable, or must they be hard copies signed on site?
BPA
Terms_ Conditi ons
Sec. 6, Electronic is acceptable
36 Invoicing Consolidation
Section 7 states invoices shall be consolidated into one charge per call order. If multiple aircraft are ordered under one call, should invoicing reflect each aircraft individually for tracking, or only the total?
BPA
Terms_ Conditi ons
Sec. 7, Invoices should be itemized to reflect each aircraft wash performed.
37 DFARS 252.204-
7012 – CUI
Protection & Incident Reporting
DFARS 252.204-7012 requires full implementation of NIST SP 800-171 controls and 72-hour incident reporting. For this BPA, does the Government require full CMMC Level 2 implementation at the time of award, or will a current CMMC Level 1 implementation with a documented plan of action toward Level 2 be considered acceptable for compliance?
Also, do these requirements apply only to the Prime contractor, or must all subcontractors also maintain the same level of compliance?
Attch 4_Claus e Selectio n FAR
DFARS
Pag 2 This BPA does not require CMMC Level 2. There are no requirements for subcontractors to provide
38 DFARS 252.204-
7019 – SPRS
Score Submission
Since DFARS 252.204-7019 requires submission of a NIST SP 800-171 self-assessment SPRS score, can the Government confirm whether this must be re-submitted specifically for this BPA, or will an existing, current score already posted in SPRS satisfy the requirement?
Attch 4_Claus e Selectio n FAR
DFARS
Pag 1 An existing, current score already posted in SPRS will satisfy the requirement if it’s within 5 years. If it’s over 5 years then the contractor needs to complete the Self-assessment SPRS score.
39 DFARS 252.204-
7020 – DoD Right to Audit
DFARS 252.204-7020 provides the DoD with audit rights. Can the Government confirm whether an on-site or system access assessment would be expected for this BPA, given the scope is limited to aircraft wash services with no technical data?
Attch 4_Claus e Selectio n FAR
DFARS
Pag 1 It could depend on which agency is conducting the audit.
40 Key Clauses Marked ☒ in This Solicitation that need clarification
FAR 52.204-10 – Reporting Executive Compensation and First- Tier Subcontract Awards:
Given that this BPA caps orders at $25,000 and the overall ceiling at $249,999, can the Government confirm that FAR 52.204-10 reporting requirements (executive compensation and first-tier subcontract awards over $30,000) will not practically apply to this contract?
Attch 4_Clause Selection FAR
DFARS
If the thresholds outlined in FAR 52.204-10 are met then reporting will be required.
41 FAR 52.223-23 – Sustainable Products and Services (Deviation 2025-00004): requires contractors to provide sustainable products and services when practicable. For this BPA, can the Government clarify whether this applies to cleaning compounds, consumables, and PPE used during aircraft washes? If so, can the Government provide an approved list or guidance on which products are considered sustainable and acceptable for contract compliance?
The government is providing the cleaning compounds and consumables.
42 FAR 52.226-6 – Promoting Excess Food Donation to Nonprofit Organizations: Can the Government confirm whether this clause is applicable to service-only work like aircraft washes?
This clause is not selected within clause 52.212-5 and therefore, not applicable to this contract.
43 Labor Category Mapping
The WD lists multiple labor classifications, but does not clearly identify which categories the Government expects for aircraft wash personnel (e.g., Laborer, Cleaner, Maintenance Trades Helper, or ACFT mechanic). Since there isn’t one for ACFT washer, can the Government clarify which labor category or categories contractors should use for compliance?
Attch

Main wage table
23060 – Aircraft Servicer
44 General Question Can the Government provide an estimate of when the first wash order is expected to be issued after the BPA goes into effect on 01 October 2026?
Currently this October there are 3 washes forecasted. One on the 2nd week, one on the 3rd week, and one on the 5th week
45 Debriefing for Unsuccessful Offerors
Will the Government provide a debriefing or written explanation to unsuccessful offerors under this BPA competition, and if so, what format and timeframe should be expected?
General Question
Award and unsuccessful notices will be provided to all quoters on this solicitation. De-briefs will be provided upon its written request received by the agency within 3 days after the date on which that offeror has received notification of contract award
46 Past Performance / Incumbent Contractor
Has this work been performed in the past 5 years by another contractor, and if so, can the Government identify the incumbent and share any lessons learned or common issues encountered to help ensure successful performance under the new BPA?
General Question
Yes, this service has been performed within the past 5 years. The incumbent contractor was Aeroshine Inc.
File details come from the government source that posted it. Updated .
