About this file

This document is a Questions and Answers (Q&A) file for a Blanket Purchase Agreement (BPA) for Aircraft Wash Services with the 934th Airlift Wing. The Q&A provides detailed insights into the aircraft washing requirements, including historical and projected wash frequency: in FY25 there were 13 washes, in FY24 there were 12 washes, and FY26 is projecting 11 washes, with a typical cycle of 1-2 washes per month. Washes are performed inside a hangar, with a 180-day cleaning cycle, focusing primarily on areas behind the engine, gear, and flap wells.

The document also outlines comprehensive insurance requirements for contractors, referencing FAR 52.228-5, which mandates coverage for workers' compensation, general liability, and automobile liability. Contractors must provide certificates of insurance before commencing work, with specific requirements for policy language, endorsements, and minimum coverage amounts. The associated federal contract opportunity is a Request for Quotation (RFQ) for multiple BPA awards, with quotes due by 12:00 PM Central Standard Time on 18 September 2025, targeting C-130H aircraft wash services under NAICS Code 488190.
