About this file

This document is a Questions and Answers (Q&A) file for a Blanket Purchase Agreement (BPA) for Audiogram Services issued by the Department of the Air Force. The solicitation (FA663325QA009) seeks a qualified audiologist to provide comprehensive audiometric testing at the government's installation. Key details include an estimated 28 individuals requiring testing per year, with services to be performed during 4 appointment days annually, typically on Unit Training Assembly (UTA) weekends. The testing must be conducted in-house using audiometers meeting ANSI S3.6 standards, with appointments scheduled between 0700-1600 hours.

The Q&A clarifies specific requirements, including that the services must be performed by a licensed civilian audiologist, testing must occur at the government's facility, and booth-less audiometers are not acceptable. The government expects to schedule approximately 7 people per appointment day, with the contractor working collaboratively to ensure full appointment schedules. The solicitation is a Request for Quotation (RFQ) to establish a BPA, with written quotes required and oral offers not accepted. The opportunity is open to qualified, certified vendors who can meet the Performance Work Statement requirements.

934 th Audiogram Services BPA Q&A’s

FA663325QA009

1. What is the anticipated volume of audiograms per year?

a. Answer: We estimate that we will have at least 28 individuals per year.

2. Can the government guarantee a minimum number of audiograms per day?

a. Answer: We will do everything we can to make sure the schedule is full for the day.

3. Can you confirm that the services require an Audiologist and not a CAOHC certified Hearing Tech?

a. Answer: Per our guidance, the additional testing must be completed by an audiologist.

4. Can you confirm that the government wants the audiograms at their location and not at a network clinic?

a. Answer: Yes, we want the testing performed at our installation in our facility because then we can have better control on individuals attending their scheduled appointment. Especially on UTA weekends when individuals have several other requirements to take care of.

5. Are booth less audiometers such as WAHTS or Shoebox acceptable?

a. Answer: The audiometers used must meet ANSI S3.6, Specification for Audiometers, standards

6. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

a. Answer: The solicitation is posted for contractors to respond with a quote if they can meet the requirements within the Performance Work Statement that’s provided within the posting. No additional information is available.

7. Is a Minnesota State License required, or is portability of licensure allowed?

a. In accordance with AFI 48-127 para A6.5.3, the contractor must be a licensed and/or certified civilian audiologist.

8. Is the expectation for services to be available at all times in the working hours outlined in 1.3.1 of the PWS? Or can the examinations be completed in a large-scale event(s)?

a. We would need the contractor to be available at approved/agreed appointment days during normal business hours.

i. If the agreed date falls on a weekday, Monday-Friday, those hours will be from 0700-1600.

ii. However, since most of the individuals who experience shifts are traditional reservists, the agreed appointment date most likely will fall on a UTA weekend, therefore, we would need them to be available 0700-1600. The contractor would work with us to schedule an agreed date with the goal of getting 7 people seen per appointment day.

iii. The number of appointments will be dependent on the number of individuals who meet the requirement of needing an HCDC referral. Based on historical data, we believe we will have at least 28 individuals who will need to be seen by the contractor. 4 appointment days per year with 7 people seen on each appointment date.
