FA6633-14-B0002, Repair Life Support Bldg 830 Site Visit Questions & Responses from August 19 & 21, 2014 And Questions received via email through 28 August 14
1. QUESTION: It was mentioned about possible asbestos being present in the building but there is nothing in the solicitation documents?
RESPONSE: There is mastic tile throughout the bldg. The asbestos report documents (4) will be incorporated into the solicitation as an attachment in Amendment 0001.
2. QUESTION: Will the building be occupied during construction?
RESPONSE: No, personnel may occasionally have to retrieve equipment from the bldg though.
3. QUESTION: At the site visit, it was mentioned that the north basement wall may contain black mold, how should this be addressed as far as bidding this job?
RESPONSE: Do not include costs for removal of mold in your bids. The government does not know the extent or quantity of the mold at this time. This will be addressed by modification after the contract is awarded.
4. QUESTION: The drawings indicate the contractor is to store the equipment that the occupants do not take with them, is there a location designated for storage?
RESPONSE: Some equipment is required to be moved to bldg 801 (has a loading dock and freight elevator) as indicated on the “I” series drawings. Contractors can elect to store the remaining equipment within building 830 and move as necessary for construction, or in storage trailers (provided by the contractor) which can be parked NE of the bldg in the parking lot, as long as they are secured.
5. QUESTION: It was noted that a “Free Zone” will need to be established south of bldg 830, what does this requirement consist of? Can excavation soils be stockpiled in the “Free Zone” and if so, what additional requirements are required beyond errosion and FOD control?
RESPONSE: The free zone is a designated area within a restricted area or controlled area. The contractor should install a barrier between the project site and the restricted area/controlled area. The barrier shall consist of elevated ropes, barriers, fencing, amber warning barricades, or other suitable materials so as to clearly delineate the construction area from the controlled area. The boundary should extend from the vehicle gate on the East side of building 830 to the South West corner of building 830 at a minimum. If the contractor wishes to utilize the ramp to the basement the boundary should extend out past the vehicle ramp on the West side of building 830. The exact size of the free zone shall be determined by the contractor and how they plan to complete the construction activities on the South side of building 830.
6. QUESTION: How will the contractors access the bldg since it’s in a controlled area, and there is only a pedestrian entry gate on the fence around the bldg? Is it possible for the contractor to pull back the fence fabric and install a temporary vehicle/equipment gate at no cost to the government?
RESPONSE: There is a vehicle gate to the East of the building that the contractor can use for vehicle access, into the free zone. The contractor is allowed to install a gate (at their expense) as long as it can be secured at night and is returned to the previous condition following completion of project.
7. QUESTION: If a company has done more than $35 million in aggregate work over the last 3 years, can they bid this project?
RESPONSE: The NAICS Code for this acquisition is 236220 “Commercial and Institutional Bldg Construction,” and the current size standard is $36.5 million as of July 2014. A size standard is the largest that a concern can be and still qualify as a small business for Federal Govt Programs (to calculate see the Code of Federal Regulations (CFR) 13 CFR & 121.104/106). 8. QUESTION: There is no specification requirements shown for the new jib crane that is to be replaced on the loading dock. Are there any details?
RESPONSE: The contractor shall provide a Spanco 101 series Foundation Mounted Free Standing 2 ton Jib Crane or equal. The crane shall be painted Spanco yellow and designed for exterior use.
9. QUESTION: At the walk through, we noticed a bunch of large containers located on the East side of the building. Will these containers be relocated during construction?
RESPONSE: The intent is for them to stay, however if they need to be moved during construction, the government will relocate them.
10. QUESTION: Since a portion of the project will be done during the winter months, what are the requirements for snow removal? Will the base be removing, or is contractor responsible for clearing and stockpile, or removal?
RESPONSE: Everything outside of the free zone will be removed by base personnel, including the North parking lot. Everything inside the free zone (if still up during winter months) shall be removed by the contractor. If there is room with in the free zone, it can be piled up onsite. If there is too much snow that is cannot be piled onsite, the contractor can pile the snow near the free zone entrance and base personnel will remove it from that point.
11. QUESTION: Can we get the contact information of the moving company that contacted you regarding this project?

12. QUESTION: Demolition notes refer to floor tile mastic that is asbestos containing. Are there other known hazardous materials on site?
RESPONSE: Not that we are aware of.
13. QUESTION: Will existing security cameras, antenna, lighting and other items mounted to building exterior be required to be maintained as operational during construction?
RESPONSE: Yes, except for short periods of time during coordinated shutdowns.
14. QUESTION: What is the weight of the Kardex Lektriever located on the South side of the building?
RESPONSE: The estimated weight when empty is 4,000 lbs, unit will be empty
15. QUESTION: At the site visit it was mentioned that another site visit may be allowed upon request.
Can we take one last walk through of the building?
RESPONSE: A walk through is scheduled at 03 Sep 14, at 9:30am for a final visit to building 830, we will meet in the rear parking lot north (backside) of bldg 830. Security information on anyone attending, must be provided IN ADVANCE to include full name, date of birth, drivers license # and their company name submitted to Cindy Murry via email cynthia.murry@us.af.mil PRIOR to them coming out
16. QUESTION: Will there be any requirements for controlling dirt, debris, construction material (FOD) from blowing on the aircraft ramp and runways?
RESPONSE: Soil, aggregate, and debris should not be stored on the ramp. Anything being removed should be taken off site following its removal. Dumpsters should be covered and placed in a way that prevents materials from blowing onto the ramp. And Questions received via email through 28 August 14 also be stored in a way that prevents materials from blowing onto the ramp. The contractor will be responsible for keeping the project site clean and free from debris throughout the project.
17. QUESTION: On Plan Drawing #M-602, Riser Diagrams, The first note at the top of the page “SEQUENCE OF OPERATION” states: “It is the declared and acknowledge intent that the existing building 1064 automated logic control system shall be replaced with a new web-based automated logic building control system. The existing base wide EMCS system is automated logic MCAS Beaufort has sole source justification for automated logic DDC system by Harris Integrated Controls.” We would like clarification if that is a print from another project (Beaufort, SC) and if that statement is accurate or not for the Repair Life Support System Building 830 – MSP Air Reserve Station. The Specification Section 23 09 23.13 calls for a BACnet Direct Digital Control System but does not mention connectivity to an Automated Logic Building Automation System.
RESPONSE: The “SEQUENCE OF OPERATION” note on drawing M-602 is not correct, disregard this statement and follow the specifications as it relates to the Base-wide EMCS system.
18. QUESTION: General notes state to “Paint new and existing exterior metal panels entire building complete”. Does this also refer to roof panels?
RESPONSE: The note is referring to all exterior metal “wall” panels. It does not include the roof.
19. QUESTION: Is copper L tubing, with sweat connections approved for 2” and smaller on the hot water heating lines? On the hot water heating system, is there glycol or a water treatment present in the existing system? What percentage and what type EG or PG is it filled with, and can it be saved when drained and reintroduced at refill time, or does it require all new?
RESPONSE: Per specification section 23 64 26 Both copper L tubing and soldering are allowed, but contractors should refer to the specifications for exact requirements.
The existing boiler uses glycol, and when the project is complete the system will still require glycol.
Uses 30% PG, existing mixture can be reused as long as it’s clean.
